As chairman of the Design Review Committee, I am writing you to express
my concern over the recent construction by the city of a bus shelter in the
central business district of Iowa City. I was out of town from March 18-26,
1978, and first learned of the shelter from a story in the Wednesday, March 29,
issue of the Dail Iowan.
After checking past minutes from DRC meetings, I found a letter dated
Feb. 10, 1976 from you to the then chairman, Joyce summerwill, stating that
the City Council had directed the DRC to initiate competition among local
architects to design a bus shelter that could be used in the downtown and
outlying areas. The Council also asked that the DRC review all plane DRC
ns and
select the best ones for the Council to review. From that letter,
formed a sub -committee to develop a set of guidelines for the bus shelter
competition. These guidelines were drafted and sent to the city manager
and city council in March of 1976.
After reviewing the scope and function of the DRC and the minutes and
guidelines concerning bus shelters in Iowa City, I think you can understand
my concern and dismay with this recent construction. This action is particularly
disturbing since the committee has recently spent a great deal of time regarding
the procedures for submitting plans to the DRC for any construction in the
central business district. Therefore, why didn't the city consult the DRC
before constructing a bus shelter downtown? Are there two sets of procedures
one for private developers and one for the city?
I look forward to hearing your comments on the city's position on new
construction in the central business district and how it relates to the function
of the DRC.

design of City Plaza, the Design Review Committee will be involved with
this design project.

To the Mayor and City Council of Iowa City:
This letter is a special request for action on your part.
On April 28, 29, and 30, the University of Iowa Opera Theatre is doing
a production of Carmen at Hancher Auditorium. To draw attention to this
�j eventthe Carmen promotional staff is asking to place a banner across
,
Washington Street from the Iowa State Bank building to the Bivouac
building.
We realize that ordinance 8.10.35.3.13 prohibits such action, but are
hopeful that you might consider temporarily rescinding this restriction
for us. Our banner would be up a maximum of two weeks, from April 16
to April 30. One week would even be acceptable with us.
The banner itself would be tasteful. It would consist of the Carmen
logo, the dates April 28, 29, and 30, and Hancher Auditorium.
Tentative approval has been given by Iowa State Bank and the Bivouac
to use their buildings on which to anchor the banner.
We feel this mode of promotion would make the Iowa City community
aware of the Carmen production. Encouraging as many people from this

is our special goal. It should also be pointed out that even though
this opera is a university production, there are a number of members
of the Iowa City community participating in it.

This is a formal request for an office land use designation 1 N
for property located in the block bounded by Jefferson,
Governor, Iowa and Lucas Streets. Specifically, we are
requesting an office land use for the property north of

area is owned by BER, a partnership composed of the doctors !j
at Medical Associates of 821 East- Jefferson. }

Historically this land was the old location for. Iowa Lumber
until 1968. The land was purchased and taken out of com-

mercial use and a new medical facility was built and oc- �
cupied in early 1969. The new facility was built on a
portion of this property because of its proximity to the
Mercy Hospital Complex and the downtown area. An equal j
portion of the cleared land remains for completion of the

long range plans of additional medical facilities.

We request the proposed land use designation be changed from

This is in response to your letter dated 28 March 1978 regarding flood
hazards and effects of encroachment at a property on the Iowa River in
Iowa City. The property identified in your letter is located between
Taft Speedway and Foster Road. The property is located in the Floodway
Fringe District (as defined in the Iowa City Flood Plain Management
Ordinance No. 77-2832, Subsection 8.11.02.04) and delineated on Flood
Boundary and Floodway Maps published by the Federal Insurance Administra-
tion (FIA), US Department of housing and Urban Development which are
dated 2 May 1977. Technical studies which produced the engineering
information for preparation of the maps were accomplished by the US
-• Geological Survey in Iowa City.
The cumulative effect of filling and development of the entire Floodway
Fringe District is one -foot or less increase in the 100 -year water
surface elevation. However, it should be recognized that floods in
excess of the 100 -year flood can occur. Consideration should be given
to factors identified in subsection 8.11.02.13 E. of the city's Flood
Plain Management Ordinance.

This letter constitutes an objection to the proposed comprehensive plan on behalf
of myself, Duane Bolton, E. F, Lindquist, Wendell L. Meggitt, Business Ventures, Inc.,
Earl Yoder Construction Co., Earl Yoder, Governor -Dodge Street Rentals, Home Town
Dairies, Consolidated Properties, Wayne Kempf, and Kenneth Albrecht because:
1. The present use of cez6in property is designated as one not permitted
under the plan and the present use will therefore became nonconforming.
2. It is not possible to ascertain the proposed use of the property by examina-
tion of the plan as it is vague and indefinite in many instances.
3. The provisions of the plan if implemented could require the acquisition
of real estate and it is not clear whether the police power or condemnation
would be used for such purpose.
4. The plan as proposed does not contain sufficient documentation to indicate
the overall cost of implementation or to advise property owners of the financial
burden being proposed.
Without going into specific property ownership, I believe the foregoing is sufficient
to advise you that we feel the plan as proposed is insufficient and constitutes an
unrealistic approach to the future growth and problem of the City of Iowa City.
it is our opinion that the plan should be the subject of extensive restudy with
documentation on cost, proposed property evaluation, and other relevant item .
one other thing --it is not fair to indicate that the actual use of property will
subsequently be determined by a zoning ordinance. In fact, a zoning ordinance
is a device to implement the comprehensive plan and not change or take the place
of it.
Accordingly, we request that you review the plan and
before adopting a proposal. J

I understand the City of Iowa City is proposing locating
Highway #518 approximately 2,000 feet west from its previously
planned location on the west side of Iowa City. I live within
the city limits about 1/8 mile north of the center Section 13-
79-7 and own 120 acres in the N114 of Section 13.
I would be very much opposed to the relocation and would
urge the City Council to use the alignment that has been
established for several years. The City of Iowa City's
proposed location would go through better farm land as it
follows the ridge of leveler land than the previous proposed
route that cuts throurh rourhor land, crossing hills closer
to the Iowa River. Also the westerly location would require
longer paving projects to connect Highway #518 to Iowa City
Streets and would not serve Iowa City residents as well because
it would require longer driving distance between Iowa City and
the relocated Highway #518.
I am also opposed to rezoning the land in my area from R-lA
to Arcricultural zoning. I fear this will tend to lower the
value when the land is appraised or condemned for the highway
right of way. This area was involuntarily annexed by Iowa City
several years ago, the reason being it could be served by Iowa
City utilities. The city in effect arroed to serve this area
with utilities. Also the city must have felt this area was
acceptable for development.

To the Honorable Mayor and Members of the City Council of Iowa City:
We wish to indicate our thoroughly negative reaction to any attempt to
rezone the property lying between the Mayflower and the Pownall house on
North Dubuque Street. The Mayflower itself is a violation of the original
zoning ordinance, and is the result of a mistake by the then Planning and
Zoning Commission chairman, who never envisaged that such a structure as the
Mayflower Apartments would be erected when it was thought desirable to com-
pensate the original owners of the Mayflower property for restricting the
use of their land. But the original owners sold the property and the re-
sult is the present building, certainly not a visual asset to the only non -
commercialized entrance to Iowa City that now exists. Thus any change from
the present R-1 residential zoning could very well produce a similar
unfortunate result.

Business Development Incorporated has had an opportunity to review the
proposed Iowa City Comprehensive Plan and would like to offer comments
for Council consideration. Initially, we would like to heartily endorse
Economic Policy number two on page 44 of the Comprehensive Plan text
which states that it is the policy of the City to expand the non-resi-
dential tax base of the community by seeking new industries and other
major employers. Consistent with this policy and the intent of both
BDI and the City Council to attract new industry we would like to offer
specific recommendations for amendment of the Comprehensive Plan text.
In that it is not possible at this time to recommend specific parcels
for industrial designation on the land use map, we would like the plan
text to reflect these objectives so that future designations of land
industrial development will be consistent with this plan.
These recommendations are:
1. Provide for future light industrial activities in northeast Iowa City
in close proximity to Interstate 80;
2. Provide for future industrial expansion of the Southeast Industrial
Park at such time as more land is needed; and
3. Consider the provision of land for light or heavy industrial activities
in proximity to the Iowa City Airport.
We look forward to a beneficial partnership between the City and BDI in
achieving the policy of expansion of the Iowa City industrial tax base.

As owners of approximately 25 acres lying adjacent to the Howard Johnson
development at the southwest corner of Interstate 80 and Highway 1, we feel
that a slight modification for the proposed land use at this intersection
would be worthwhile.
In order that the existing commercial uses at this intersection can be
permitted a logical expansion, we feel that additional land immediately
adjacent to the property should carry the classification "Highway Commercial"
instead of "Office Commercial". We have sketched below the area that we
think would be more logically zoned in this fashion.

We find that portion of your prcposad budget subject to limitation to
be under Option 2 for property tax increases between seven and nine
percent.
Your alternatives are:
1) Accept reduction to the seven percent level (and

There is concern about the April 15 certification date. We advise that
within seven clays following receipt of this notification you begin pub-
lication steps. The notice, estimate and BI. 1,2,3,4 forms are to be
published in a newspaper of general circulation not less than five days
before the second hearing date.
