Dear Mr. Mayor and Council Members:
As you may recall, you gave preliminary consideration
to the extension of additional options to Union Bus Depot
of Iowa City, Inc. in October of 1977. I am enclosing here-
with a copy of the Amendment which I presented on behalf of
the Union Bus Depot of Iowa City, Inc., during the discus-
sions that took place in October of 1977.
It was my understanding that the Council was reluctant
at that time to enter into the proposed Lease Amendment and
suggested that it would be appropriate to reconsider the
matter after the Council had received the Comprehensive
Planning Report.
I have made informal contacts with the City Planning
Staff and with the City Manager's Office and it is my under-
standing that there are presently under consideration no
plans for the area now occupied by Union Bus Depot of Iowa
City, Inc.
Accordingly, I would again request on behalf of Union
Bus Depot of Iowa City, Inc. that the Council give considera-
tion to amending the existing Lease Agreement to add three

additional two-year renewal options to the existing Lease.
This amendment would permit Union Bus Depot of Iowa City,
Inc. to occupy the present location under Lease from the
City of Iowa City, Iowa, through and including November
30, 1986.

It is important to Mr. Spelman, of Union Bus Depot
of Iowa City, Inc., that some decision with reference to
this matter be made as soon as possible since the drive
area is in need of repair or resurfacing but prior to making
the decision of whether or not the drive should simply be
patched or whether it should be completely resurfaced, Mr.
Spelman would like some indication from the Council regard-
ing how long the Bus Depot will be located at that location.
If it would be of benefit to the Council to discuss
this matter in informal session, I will be more than happy
to make myself available to the Council at the convenience
of the Council.

made and entered into this day of 1975,
by and between the City of Iowa City, Iona, a "unicipal Col'-
poration (hereinafter called "L:utdlord") and Union L'us repot
of lova City, Inc. (Itcrei.nafter called "'Tenant").
IIIIEREAS, the Landlord and Tenant entered into a Lease
Agreement commencing December 1, 1974, and ending \ovember
30, 1976, for the lease of the following described real
estate, to -wit:
The South 70 foot of Lot S in Block 43,
and the South 70 feet of the West 1.0 feet
of Lot 6 in Block 43 in Iowa City, Johnson
County, lowci, according to the recorded

SUBJECT: Zong and Long Range Effects
To Members of the Iowa City Council:
For some time I have been meaning to comment concerning the
development of Iowa City. The restrictions on the building of
housing between Dubuque and Governor and between Market and Church
are likely to cause a great many problems in the future. For the
forthcoming reasons, the area described should be redisignated
from 7-16 DU/A to 17/32 DU/A.
1. An alteration in the zoning would help to eliminate
future traffic problems. Traffic problems would be decreased
since more people would be living within the city and therefore
less people would have to travel in and out each day, The demand
for housing within the city is evidenced by the fact that apartments

may run $20 to $100 higher in this area than for similar housing
in Coralville or West Branch. If more people were living near
the core of the city, it would also diminish the need to create
a sprawling public transportation system to ever increasingly
distant subdivisions. Development should not be continued on
the premise that federal aid will be available to buy buses and
subsidize mass transit systems. Transportation problems should
be avoided and should not be created with zoning.
2. The cost of remodeling homes makes it unlikely that
many of the homes presently in the area would provide satisfacotory
housing. Rather than remodel homes and continue to live in the
city, it is more likely that these homes would be given minimal

care as the property owners build new homes for themselves in
the suburbs. The trend to turn the houses in the area from self -
owned single family dwelling units into tenant apartments is
irreversible. If the described area would be zoned so as to allow
more apartment buildings, then the value of the houses in the area
would increase because of the increased potential earning capacity
of the lots. For this reason, property owners presently residing
within the area would benefit from the changed zoning.
3. If the zoning law were altered as suggested, it is
likely that small apartments would be built within the area, ie
Clark Apartments. Owners are likely to build apartments because
they know that new apartments within walking distance from work
or school are very competitive with the larger apartment complexes
in the area. New apartments are likely to be built as opposed to
remodeling existing structures because of the greater earning
capacity of the apartments due to the decreased maintence costs
with new buildings. The change in zoning laws would thus be likely
to result in an influx of new and more modern housing for tenants
in Iowa City.
4. For a profitable redevelopment of the downtown, increased
density should be allowed within the specified area. To limit
these somewhat larger apartments to the edges of the city is to
encourage businessmen to build stores near the edge of the city
where they will be in a more convenient location for their customers.
This practice is evidenced by the continued private development
of commercial enterprizes near the edges of Iowa City and in
other outlying communities. It should be recognized that the
people living within Iowa City only have "x" number of dollars
to spend. If the mass of future development is limited to the

outskirts, and if stores follow customers, than it is likely that
the downtown region, inspite of a recent urban renewal, will not
become the thriving center of commercial activity that is presently
expected.
5. I can appreciate the desire to prevent the pertinent
area from becoming overrun with flat roof buildings. Aesthetic
or architectural zoning should be examined as a more direct approach
to limit such development.

RE: Commercial Loading Zone of the North 400 Block of Clinton Street
As directed by 6.02.01 of the Municipal Code of Iowa City, this is
to advise you of the following action:
ACTION:
Pursuant to Section 6.15.01, the City Traffic Engineer will
direct that signs be installed on the west side of the 400
block of Clinton Street bracketing the existing service drive
to Currier Hall. These signs will remove an existing parking
stall north of and south of the service drive to Currier Hall.
Signs will be installed creating a commercial loading zone which
will bracket this service drive. Designation will become ef-
fective April 27, 1978.
COMMENT:
This action is being taken at the request of the University of
Iowa to improve their access for service vehicles and various
delivery vehicles servicing Currier Hall. It is felt that this
action will not have a negative impact on either parking or
circulation in the North Clinton Street area and further, that
it will have a beneficial impact on the University's effort to
service this dormitory complex.

Parking Meter Zone on 400 South Clinton Street
As directed by 6.02.01 of the Municipal Code of Iowa City, this is to
advise you of the following action:
ACTION:
Pursuant to Section 6.19.01, the City Traffic Engineer will authorize
the establishment of a metered parking zone on the east side of the
400 block of South Clinton Street. The metered parking zone will
be comprised of nineteen parking stalls. The most southerly two
stalls will be reserved for the handicapped parking pursuant to
Section 6.20.01•of the Municipal Code of Iowa City. The time limit
on the meters in this newly created zone will be thirty minutes.
Authorization will be effective May 5, 1978.
COMMENT:
This action is being taken at the request of the Postmaster for the
Iowa City Post Office. At the present time long-term storage is
ocurring in the parking bays directly east of the federal building.
The City Traffic Engineer concurs with the judgement of the Postmaster
that existing uncontrolled parking spaces are being used for long-
term storage to the disadvantage of postal patrons and patrons of
the federal building. The installation of thirty -minute parking
meters will create more rapid turn -over in the parking usage and
will restore the use of these parking stalls to the federal building
user.

RE: Yield Signs on Amhurst Street at Tulane Avenue and Hastings Avenue
As directed by 6.02.01 of the Municipal Code of Iowa City, this is to
advise you of the following action:
ACTION:
Pursuant to Section 6.09.01, the City Traffic Engineer will
direct yield signs be installed on Hastings Avenue at the inter-
section with Amhurst Street and also installed on Tulane Avenue at
the intersection with Amhurst Street. Effective May 5, 1978.
COMMENT:
This action is being taken to protect the right-of-way along
Amhurst Street. Upon completion of the installation, vehicles
entering Amhurst Street from either Tulane Avenue or Hastings
Avenue will be required to yield right-of-way to vehicles on
Amhurst.
