Comment: The Planning and Zoning Commission, at a regular

meeting held on April 20, 1978, recommended by a six, to zero
vote approval of'a preliminary and final Planned Area De-
velopment Plan and subdivision plat of Hickory Corner to
develop four lots at the above address for single family dwell-
ings. Contingent upon this recommendation was that the legal
papers be reviewed by the legal staff, that the sideyardfor
one of the dwellings be adjusted, and that signatures to the
legal papers be provided. This recommendation is consistent
with'a staff recommendation presented in a Staff Report dated
April 20, 1978, which is attached to this agenda. The pur-
pose of this Plan is to allow flexibility in the provisions j
of the Zoning Ordinance by placing single family dwellings on
smaller lots and maintain the integrity of the setback of
dwellings along Rochester Avenue.

being provided; and an existing gas easement being located
on the map. This recommendation is consistent with a staff
recommendation presented in a Staff Report dated April 20,'

Comment: This amendment expands the area in City Park leased to Friends of
the Children's Museum to include the old zoo building, the prairie
dog exhibit, and the oldlraccoon exhibit.

CONSIDER RESOLUTION AMENDING THE POLICIES OF THE PARKS AND RECREA-
TION DEPARTMENT TO REQUIRE A $1.00 PER HOUR CHARGE FOR RESERVATIONS
ON LIGHTED TENNIS COURTS.
Comment: This resolutionamends the Parks and Recreation Department Policies
to provide for a $1.00 charge per hour per court for reservations
in lighted tennis courts. No fee would be charged for a lighted
court if no reservation is made and a court is available.

October 31 from 10:30 p.m. to 11:00 p.m.
CONSIDER AN ORDINANCE AMENDINGSECTION 3.34.3(15) OF THE MUNICIPAL
f CODE OF'IOWA CITY BY EXTENDING THE HOURS OF USE IN MERCER AND CITY

Comment: The purpose of the additional one-half hour is to get additional
use of lighted sports facilities in the 2 parks - the 6 tennis
courts at City Park, and 4 ball diamonds and the 6 tennis courts
at Mercer Park.

Item No. 7 -. PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND i
ESTIMATE FOR THE TRANSIT GARAGE VENTILATION PROJECT.'
Comment: This, project provides for four ventilation fans in the roof and
a heater unit to allow ventilation of the bus barn and eliminate
a build-up of diesel fumes. Engineer's estimate is $18,000-20,000.

Item No. 17 CONSIDER AN ORDINANCE PROVIDING FOR THE PUBLIC AND PRIVATE USE OF
CITY PLAZA, ESTABLISHING REGULATIONS GOVERNING SUCH USE, AND PRE-
SCRIBING PERMIT AND LEASE PROCEDURES FOR SUCH USE (first consideration).
Comment: The City is constructing a pedestrian plaza, known as City Plaza.
The design of City Plaza includes the potential to lease portions
of the plaza for commercial use. This Ordinance prescribes regu-
lations for such leases, use permits, and other regulations gov-
erning activity in City Plaza.

IOWA BY REPEALING ORDINANCE N0. 2319 AND ALL SUBSEQUENT AMENDMENTS;
AND ESTABLISHING MINIMUM STANDARDS OF LIGHT, VENTILATION, SAFETY,
�+ OCCUPANCY, REPAIR AND MAINTENANCE OF DWELLINGS WITHIN IOWA CITY;'
PRESCRIBING METHODS FOR LICENSING ROOMING HOUSES AND MULTIPLE
DWELLINGS AND PRESCRIBING PENALTIES AND REMEDIES FOR VIOLATIONS
OF ITS PROVISIONS (second consideration). 1
Comment: Chapter 9.30, the Housing Code, has been rewritten as the Housing
Occupancy and Maintenance Code. Following the vote for the first'
consideration, it was 'determined that certain provisions of the
rent escrow program should be modified so as to clarify the pro- I
cedures for triggering such a program.'

Item No. 19 - CONSIDER AN ORDINANCE AMENDING ORDINANCE H77-2835 BY CLARIFYING
RELEASE OF IMPOUNDED VEHICLES.
Comment: This amendment clarifies the procedure for the release of vehicles
impounded by the City of Iowa City. The two specific items clari-
fied are: that the owner or operator must sign a certificate
stating he/she is the owner or operator of the vehicle, and that
the vehicle will not be released until all costs incurred are paid
