WHEREAS, crime and its effect upon the lives and property of our
citizens continue undiminished, despite efforts by government,

citizens' organizations and manindividuals, and
WHEREAS, the problems of crime touch and affect all segments of our
society undermining and eroding the moral and economic strength
of our communities and their citizens, and
WHEREAS, there is still a reluctance on the part of many citizens to
involve themselves in actions to ensure the protection, rights
and wellbeing of their fellow citizens, and
WHEREAS, optimist clubs and their members continue to sponsor and sup-
port programs aimed at combating crime and disrespect for law
through year-round efforts,

WHEREAS, the rehabilitation and training of handicapped Americans is
a goal worthy of the support of all the citizens of Iowa
City, and
WHEREAS, such rehabilitation requires a sophisticated, modern program
of vocational testing, counseling, guidance, work experience,
and job placement services, and
WHEREAS, this program is best carried out in an atmosphere of encourage-
ment and understanding that fosters the development of pride,
independence, and self-esteem in the individuals involved, and
WHEREAS, Goodwill'Industries of America has been providing all these
essential services for 76 years, making it possible for hundreds
of thousands of handicapped persons to become self-sufficient,
contributing members of society, and

WHEREAS, Goodwill Industries of Southeast Iowa was established in 1966
to bring the benefits of this national program to our local
area, and
WHEREAS, May 7 - 13, 1978, has been set aside as National Goodwill Week
to encourage public support for the rehabilitation programs of
Goodwill Industries throughout the country,

economic system. Small business continually provides initiative,
innovation, and economic growth. Small business has vast economic
strength and a competitive atmosphere. Small business is a very
large part of America. Small business sustains the economy of
our community.
WHEREAS,
there are 13 million small businesses in this country, including
some three million farms; and combined they account for 55 percent
of the work force and over 48 percent of the gross national product.

prices that are paid. Realizing that 97 percent of all
businesses are small, the health and well-being of small business
assures the health and vitality of the entire economy.

WHEREAS, Chauncey Swan was, for his "known integrity and weight of
character," appointed by Robert Lucas, first governor of
Iowa, to the commission for determining the seat of govern-
ment for the territory of Iowa, and
WHEREAS, Chauncey Swan selected the site of Iowa City, and
WHEREAS, on the fourth day of May, 1839, Commissioners Chauncey Swan,
Phillip Clark and John Ronalds officially located the seat
of government of the territory of Iowa in Iowa City, marking
the site by a stake driven into the ground about where Old
Capitol now stands,
