Item No. 10 - CONSIDER RESOLUTION AMENDING CONTRACT WITH VEENSTRA AND KIMM FOR
THE SEWER SYSTEM EVALUATION SURVEY.
Comment: This is the fourth
contract with rth in a series of amendments to our original

will only award grants for limited phases of the study, this
procedure is ,necessary., The last amendment authorized work to
begin on phases 1-7 of the'SSES. We are now ready to pursue

is a summary ,sheet of the costs of the project and a copy of a
Tetter from IDEQ that indicates their willingness to approve the
grant application. The apology for a late response in the IDEQ
letter indicates the reason why completion of the SSES will not,
be until this fall. The request for approval was submitted to,
EPA on January 12 1978. Public Works recommends adoption of
the resolution, which would allow the Mayor to execute the amend-
ment to the agreement and the City Manager to sign the grant
amendment.

Item No. 11 CONSIDER RESOLUTION ACCEPTING FY77 TENNIS COURT LIGHTING PROJECT.

Comment: The Mercer Park tennis lights were actually completed and in use
last year.After several delays caused by materials delivery
and weather, the City Park courts are complete and both 'sets of
lights are ready for acceptance. Public Works recommends approval
of the resolution. The total cost of the project is $34,050
which was the contract price.

Item No. 12 - ,CONSIDER RESOLUTION AUTHORIZING AND DIRECTING THE SOLICITATION
e/ OF OFFERS TO PURCHASE LAND FOR PRIVATE REDEVELOPMENT.
Comment: Urban Renewal disposition parcel 93-3 was not sold as a result
of the bidding process in 1977. This resolution authorizes the
solicitation of offers to purchase parcel 93-3. A memorandum-
on this subject accompanies this agenda. The staff recommends
approval of this resolution.

Comment: Chapter 9.30.13 establishes rent escrow as'a'remedy to help
(` achieve compliance with the Housing Occupancy and Maintenance
Code. ,The staff has prepared a model rental agreement form
(enclosed in packets) which will be made available to citizens
contemplating rent escrow. The resolution outlines the procedures
to be followed by tenants, owners and escrow agents in exercis-
ing therentescrow provisions.

Item No. 14 - 'CONSIDER RESOLUTION AUTHORIZING THE ACCEPTANCE OF A GRANT OFFER
FROM THE UNITED STATES RELATING TO THE PREPARATION OF A MASTER
PLAN STUDY FOR THE IOWA CITY MUNICIPAL AIRPORT.>
Comment: The Airport Commission previously submitted an application for
a grant from the Federal Aviation Administration for the purpose
of carrying out an Airport Master Plan Study' The FAA requires
that the City be the sponsor of the project.This resolution
authorizes the execution of the grant agreement with the Federal
government. The staff recommends approval of the resolution.

IOWA CITY AIRPORT MASTER PLAN STUDY.
Comment:
The City is initiating action to undertake an Airport Master
Plan Study. An application fora grant for this purpose has been
submitted to the Federal Aviation Administration. This Resolution
authorizes the execution of a contract for Airport Master Plan
services with L. Robert Kimball and Associates. The staff
recommends approval of this resolution.

CONTRACT.
Comment:
This resolution authorizes the Mayor to sign and the City Clerk
to attest to Revised Annual Contributions Contract KC9033E. This
contract incorporates a redistribution of five units as previously
requested and includes the twenty-five' additional units requested

in March. Total units will show 334 with a maximum annual expenditure
of $705,468.00.' The effective date of the contract will be July
1, 1978. (The amount of the previous year contract was $620,580.00.)

Comment: The City is constructing a pedestrian plaza, known as City Plaza.
The design of City Plaza includes the potential to lease portions
of the plaza for commercial use. This Ordinanceprescribes regu-
lations for such leases, use permits, and other regulations gov-

Item No. 18 - CONSIDER AN ORDINANCE AMENDING ORDINANCE H77-2835 BY CLARIFYING
1 RELEASE OF IMPOUNDED VEHICLES (second consideration). Comment: This amendment clarifies the procedure for the release of vehicles
i impounded by the City of Iowa City. The two specific items clari-
fied are: that the owner or operator must sigma certificate
stating he/she is the owner or operator of the vehicle, and that E
the vehicle will not be released until all costs incurred are paid
and the owner/operator has either accepted service of a citation
! for`all tickets due or made payment of all tickets due. The
Director of ti�e Finance Department recommends approval of this
i ordinance.

DWELLINGS AND PRESCRIBING PENALTIES AND REMEDIES FOR VIOLATIONS

Comment: Chapter 9.30, the Housing Code, has been rewritten as the Housing
Occupancy and Maintenance Code. Following the vote for the first
consideration, it was determined that certain provisions of the',
rent escrow program should be modified so as to clarify the pro-
cedures for ;triggering such a program.'
