Comment: On September 6, 1977, the Council adopted the 728 page volume of the Uniform Building Code - 1976 edi- tion. Since that time the Building Official found in ad- ministering the Code that certain sections did not conform to local building practices and in effect were more restric- tive and resulting in more costly construction than the Building Official felt necessary to protect the health and safety of the citizens. Therefore, the Building Of- ficial is recommending that the Council consider amending the Uniform Building Code by not requiring drywall inspec- tions as a mandatory minimum inspection for construction. The Building Official normally inspects drywall installation when fire rated drywall is required by Code as.part of, the routine inspection process' oflthe construction. Mandating another inspection is not necessary and staff scheduling would cause unnecessary field",delays. The 1976 Uniform Building Code requires handrails to be placed in all installa- tions where are stairways',having two or more risers. The Building Official feels that this requirement is too strict and that in actual practice it would be most difficult to require handrails in every location having two risers such as church altars, elevated platforms for use as stages, etc., and for grade 'changes in private dwellings. There- fore the Building Official 'is'recommending that handrails can be exempted when there are less than four risers. The majority of construction, especially residential construc- tion in Iowa City, uses engineered and pre -fabricated trusses in roof construction and in floor girder construc- tion. Although the engineering and manufacture of these 9 trusses: is carefully controlled to assure their safety,, the state of the art in the field is such that many con- tractors do not understand the importance of maintaining the truss design. The Building Official has observed field modifications such as cutting, splicing, repairing of damaged trusses, the removal of components such as webs and gussets, often negating the engineering pro- tections afforded by the components. The Uniform Code does not contain adequate language to prohibit field modi- fications or mishandling of trusses. Therefore, the Building Official is recommending language that would en- able the Building Official to 'reject modified; or question- able trusses or to require that an engineer certify appro- val of any such modification. The Building Official is further recommending that new sections be added to the Building Code defining enclosed shopping mallsland speci- fying construction and use. The International Conference of Building Officials has provided the Building Official with an appendix developed by the organization for con- sideration in future editions of the Uniform Building, Code. The appendix has been reviewed by the Building Official and Fire Marshal and was found to be acceptable for inclusion into Iowa City's Building Code. The staff recommends 7the 'adoption 'of the amendments defining and regulating enclosed shopping malls prior to the develop- ment of plans and specifications for Old Capitol Center, an enclosed shopping mall to be located in the downtown. The Section on certificates of occupancy has been modified by deleting, "Division -1 Occupancy", from the R grouping. The Building Official requires a certificate of occupancy on alt residential buildings. The; present wording pro- hibits occupancy without'a certificate only in apartments, hotels convents and monasteries, but permits occupancy ancY in one or two, family dwellings; and rooming houses.' The i Board of Appeals is reviewing this amendment. (first consideration) Comment: The Planning and Zoning Commission, at a regular meeting held on April 20, 1978,: recommended by a six to zero vote approval of an ,application submitted by Gary Abrams to rezone a 1.4 acre tract located at the above address from an existing C2 to CSS zone to develop, an apartment complex on the site. This recommendation is consistent with the staff's recom- mendation presented in a Staff Report dated March 23, 1978, which was attached to the agenda of May 16, 1978. A letter from Shive-Hattery & Associates, representingSam and Garyl` Abrams, requesting waiver ofsecond and third readings of the I, ordinance, is attached to the agenda. Page 7 (2) That the request by the Johnson County Chapter of the American Red Cross to hold a swim-a-thon be approved. Comment: The Red Cross is short of operating funds for 1978. They didn't get as much money from,United Way as they had anticipated. They would like to hold a Swim-A-Thon at the City Park Mercer Park, and Recreation Center pools on July 22 and 23 at times when the " pools are not normally in operation. This would cost the City only a few dollars in maintenance costs. The Parks and Recrea- tion Commission and the Staff request that the Council approve this request. I Comment: The foregoing resolution is proposed by the Johnson County/Iowa City National Organization of Women (NOW) and the Johnson County Women's Political'' Caucus. As of December 12, 1977, the following states had not ratified ERA: Alabama, Arizona, Arkansas, Florida, da,Geor9is Illinois, Louisiana, Mississippi, Missouri, Neva North Carolina, Oklahoma, South Carolina, Utah and Virginia. Page 9 Item No. 10 CONSIDER RESOLUTION, AUTHORIZING AGREEMENT BETWEEN THE CITY OF, IOWA CITY AND THE IOWA CITY LIBRARYBOARDOF TRUSTEES AND THE AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES, LOCAL #183, -- — AFL-CIO, TO BE EFFECTIVE JULY 1, 1978 THROUGH JUNE 30 1980. Comment: This item is the collective bargaining agreement between the City, the Library Board and AFSCME, Local #183. It provides for an in- crease to wages based on changes in the Consumer Price Index which has been part of this agreement for three years. It increases em- ployee benefits by instituting a longevity pay system to reward ` longer term employees. The average! costwhen compared to total bargaining unit costs is 5% for wages, 2% other benefits (longev- ity and merit). The agreement will be effectivejegly 1,' 0 1978'and June 30, 1980. Comment: The Comprehensive Plan for Iowa City was recommended for adoption by the Planning and Zoning Commission on March 21, 1978. The City Council held a public hearing on the Comprehensive Plan on April 11, 1978. This plan will replace the previous plan which was adopted in 1962. The City Manager recommends adoption of this Plan. j Action: : ' Item No. 12 - CONSIDER RESOLUTION AUTHORIZING ANAGR EE CITY OF AGREEMENT BETWEEN THE IOWA CITY, IOWA AND IOWA -ILLINOIS GAS AND ELECTRIC CO. Comment: The City Council, staff, and representatives of Iowa -Illinois have had repeated discussions regarding ,the 'installation of electrical equipment in the CBD. The plans for City Plaza were revised, prior to approval, to show the locations for two transformers in City Plaza." This resolution authorizes the execution of an agree- ment with Iowa -Illinois authorizing the placement of the,trans - formers as shown in the City Plaza plans. Comment: The staff has considered a request that the fee structure in the Municipal Parking Lot (on Blocks 64-65) be revised to discourage long term parking at this lot.
