RECOMMENDATIONS TO THE CITY COUNCIL:
1. That the Parks and Recreation Commission recommends approval of the Staff
recommendations for park development.
2. That the request by the Johnson County Chapter of the American Red Cross
to hold a swim-a-thon be approved.
SUMMARY OF DISCUSSION AND FORMAL ACTION TAKEN:
The Iowa City Parks and Recreation Commission met in Regular Session on May 10
with Chairperson Boutelle presiding.
* Skelley moved and Berry seconded that the minutes of the April 12 meeting be
approved as written. Unanimous.
Discussion of Staff recommendations for park development.
' I H.C.D.A. park development funds were discussed with Showalter indicating that
approximately $34,000 was available which had not been spent for park shelters
($25,000) or diamond lights at Mercer Park ($9,000). Showalter suggested that this
j money be spent on park improvements as outlined in the May 2, 1978, list of
proposed improvements (see attached). He indicated that the items on the list
were items proposed at a series of neighborhood meetings held in May and June of
1977. The items were unanimously approved by the Committee on Community Needs
* at their May 3 meeting. Following further discussion, Thayer moved and Crum
seconded that the Parks and Recreation Commission recommend approval of the Staff
recommendations for park development. Unanimous.
Report on activities of the Center Supervisor.
Lee introduced David Byrd, Center Supervisor, who reported on his responsibilities
and various programs he is in charge of. (see attached outline). Following the
report, procedures for cancelling softball games, the Farmers' Market, and the
relationship of Girls' Softball, Little League, and Babe Ruth to the Department
were discussed. Skelley commented that she hoped quality diamonds for girls'
softball would be provided at the earliest possible time. Ward arrived at
8:20 p.m. Berry then commented that he felt the ball diamonds at Mercer Park

were outstanding but that a City liaison was needed with the various baseball
and softball groups.
Committee reports.
McLaughlin reported that Donna Epley had been elected chairperson of the Riverfront
Commission succeeding Sam Fahr. He indicated that a subcommittee had been
appointed to study the question of whether or not the Riverfront Commission should
disband and that the subcommittee had recommended against disbandment.
Berry reported that no further progress had been made on the final report to the
Ralston Creek Coordinating Committee regarding the Ralston Creek project. He
also indicated that no response had been received from Regina High School
regarding purchase of part of its property for use as a water detention area.
Reoort reoardina adult swimmino hours.
Lee reported that the Mercer Park pool would be opened from 5:00 to 6:00 p.m.,
Monday through Friday, for adult swimming in the summer. He indicated that the
activity would not be limited to lap swimming and that adults with pre-school
children would be allowed to use the wading pool when pre-school classes are not
in session. Two lanes at City Park will also be roped off for lap swimming.
There was a consensus of the Commission that the Staff should continue with
implementation of adult swim hours.
Discussion of a proposal by the Johnson County Chapter of the American Red Cross
Lee reported that the Johnson County Chapter of the American Red Cross was
interested in sponsoring a swim-a-thon on July 22 and 23 from 9:00 a.m. to
1:00 p.m. at City and Mercer Parks and from 9:00 a.m. to 12:00 p.m. on July 22 and
9:00 a.m. to 1:00 p.m. on July 23 at the Center pool. The purpose of the
swim-a-thon would be to raise money for the Red Cross. Lee indicated that the
event would be held during times that the pool would normally be closed and
that the costs would be minimal. Skelley requested the Staff's recommendation
and Lee responded that the Staff would recommend approval of the proposal.
Crum stated his feeling that approval of the swim-a-thon might set a precedent
for the future, but there was a consensus of the Commission following discussion
that approval of the event would not set a precedent. Thayer then moved and
McLaughlin seconded that the Parks and Recreation Commission recommend to the
City Council that the request by the Johnson County Chapter of the American
Red Cross to hold a swim-a-thon be approved. Unanimous.
Director's report.
Showalter reported that the lease for the Camp Cardinal property was to go before
the City Council the following Tuesday for approval and that the Council
approved all the Commission's recommendations from its last meeting. He also

indicated that there had been no action regarding clarification of the group use
policy and suggested that the matter be tabled until the next meeting. He
then suggested that the Commission adjourn to Executive Session to discuss
* land acquisition. McLaughlin moved and Crum seconded that the Conmlission
adjourn to Executive Session for discussion of land acquisition. Unanimous.
* Thayer moved and McLaughlin seconded that the Executive Session be adjourned.
Unanimous. Skelley asked that the record show that no action was taken by
the Commission in Executive Session.
* There being no further business, McLaughlin moved and Crum seconded that the
meeting be adjourned. Unanimous.

SUMMARY OF DISCUSSION AND FORMAL ACTIONS TAKEN
Denniger moved, Bolnick seconded, to approve the minutes of the April 25,
1978 meeting as corrected.
Approved unanimously.
ANNUAL REPORT
Chair Denniger requested input from the RCC members concerning the
annual report which is due on July 15, 1978.
! OTHER BUSINESS
After a general discussion concerning educating the Housing Code Enforcement
people and the public concerning the Energy Code, Denniger suggested
conducting a training program to explain what ASHRAE 90-75 says and
what to look for in it. A question was raised as to why the City could
not contract with an architect to certify compliance with the code for
a set fee in an effort to minimize the cost to the contractors. It was
pointed out that the problem with this approach is that there are too
few architects in Iowa City for this, and it would bar the architect
contracting this service, from doing any building design work in Iowa City,
to prevent a conflict of interest when the architect would review his/her
own work.
Bolnick moved, Broadston seconded, that the RCC authorize Denniger to
investigate the possibility of conducting a training program.
Approved unanimously.
Questions to be looked at are:
Who could do it? What would be the cost? Etc.
BUS BARN
The Commissioners felt that the memos of Plastino and Tinklenberg did not
answer a number of questions. First, it was pointed out that diesel engine
exhaust is much cleaner than gasoline engine exhaust, and does not pose as
much of a health hazard. Secondly, and more importantly, why cannot the
exhaust fumes be vented outside by the device which fits over the exhaust
stack of the individual bus, while the bus warms up, and is removed when the
bus is ready to move. The devices could attach to a common header. It was
also suggested that when the new bus barn is designed, there should be
adequate space to pull the buses out of the barn and let them warm up outside.

Duties of the Housing Commission members include
investigating, studying, reviewing and analyzing
the housing needs and the meeting of such needs
within the City of Iowa City and investigating and
determining if slum areas exist or other areas
where there are unsafe, unsanitary or overcrowded
housing conditions, and studying and investigating
and making recommendations relating to the clear-
ing, replanning and construction of slum areas and
providing dwelling places for elderly persons and
persons of low or medium income.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City.
This appointment will be made at the July 11, 1978,
meeting of the City Council at 7:30 P.M. in the
Council Chambers. Persons interested in being con-
sidered for these positions should contact the City
Clerk, Civic Center, 410 East Washington. Applica-
tion forms are available from the Clerk's office
upon request.

Dear Mayor and Citizens,
The past two ,years I have given my time selflessly to the
City thru various commissions. My role has changed fere
member to vicechairman and then to chairman. It has been a
rewarding experience, one a person relies upon for the rest of
his life. You have all been worthy fellow members (of Council
and Commissions) and show a profound interest toward furthering
your communities interests. Iowa City does surely deserve
you all.
It is with great regret that I inform the Council, Housing
Commission, Housing Appeals Board, and Committee on Community
Needs of my interest in resigning immediately. I have been
offered a place in the Drake Law School summer program starting
June 5,1978. As for the Housing Commission,,•there are several
members worthy of the chairpersonship. I wish you all the
best of luck and look forward to a time that I may better
serve the community.
