ANALYSIS
The staff finds no major problems with the design of the subject subdivision.
Concerning the provision of stormwater storage, however, a significant problem
does arise and needs to be resolved before final plat approval.
Stormwater detention is being proposed by the applicant to be located in the
present Scott Boulevard right-of-way. This of course assumes that Scott
Boulevard will be realigned to follow the aliqnment similar to that as pro-
posed by the Land Use Plan. If Scott Boulevard is to be realigned, there is a
question of exactly where and whether we can acquire the necessary dedication
and assessment waivers for that alignment from the applicant.
Presently the City has acquired right-of-way and assessment waivers from the ap-
plicant for Scott Boulevard in its existing alignment from Court to north of
Washington Street. For the applicant to, provide stormwater storage as proposed
the existing right-of-way would need to be vacated, additional right-of-way
dedicated for Scott Boulevard realignment, and necessary assessment waivers pro-
vided. It is, therefore, the City's responsibility to determine the exact Scott
Boulevard right-of-way alignment between Rochester and Muscatine before final
approval of the subject plat so that the above transferral of right-of-ways and
assessment waivers can occur.
RECOMMENDATION
The staff recommends deferral until the following activities have been carried out:
(1) adoption of the Comprehensive Plan; (2) determination of new right-of-way align-
ment; (3) securing of replacement right-of-way, if applicable; and (4) the
correction of the deficiencies and discrepancies noted below.
DEFICIENCIES AND DISCREPANCIES
1. Fire hydrants should be located approximately 400 feet apart. Additional
fire hydrants should be provided between lots 18 and 19 and 23 and 24 and
the proposed fire hydrant between lots 20 and 21 should be removed.
2. Storm sewer inlet should be provided on Court Street at the northwest
PTR of Friendship and Court Street.
3. Sanitary sewer should not be located under the paving.
4. Stormwater detention calculations should be submitted.

Dear Councilpersons:
The Planning and Zoning Commission, at their regular meeting
held on May 4, 1978, requested that the City Council instigate
such action as is necessary to more explicitly define the
future realignment of Scott Boulevard. Since there are a number
of stormwater detention basins being located in the vicinity of
the existing alignment and the future realignment of Scott
Boulevard, establishing the alignment for relocated Scott Boulevard
would preempt problems with stormwater detention facilities
being located where the best alignment of Scott Boulevard might
be.

ANALYSIS
The subject addition is located outside Iowa City's two mile extraterritorial
control area but within Coralville's. As per the annexation agreement. entered
into between Iowa City and Coralville, the subdivision is within Iowa City's
side of the established "line of jurisdiction" and is, therefore, forwarded to
Iowa City for findings and recommendations before Coralville takes any action.
The design of the subdivision has to some extent taken into account past
Commission concerns about access onto County Roads by providing common access
to Lots 2 and 3. However, the cumulative effects of subdividing highway frontage
in this manner will be to decrease traffic carrying capacity.
RECOMMENDATIONS
The staff recommends the preliminary and final plat be approved subject to
the deficiencies and discrepancies listed below.
DEFICIENCIES AND DISCREPANCIES
1. Contours should be shown at intervals of at least five feet.
2. A signature block for the utility companies should be provided.
3. Private water supply should be approved by the State Health Department.
4. Private sewage disposal should be approved by the State Health Department.
5. The necessary legal papers should be submitted for review.
6. Side lot lines should be between 80 and 100 degrees for street lines.
7. The lengthsand materials of property pins should be indicated on the plat.
8. Curve data is not complete, cord lengths and bearing should be provided.
9. Existing structures should be shown with dimensions to property lines.

ANALYSIS
The applicant proposes to construct a 3,600 square foot warehouse addition to the
existing warehouse of T & M Enterprises on the subject lot. Although this is a
minor addition with respect to the total square footage of building area on the
property, a Large Scale Non -Residential Development plan had never been submitted
for the existing development and one needs to be approved now for the existing
development and proposed addition. There appear to be no constraints to the de-
velopment of the addition.
RECOMMENDATION
It is the staff's recommendation that consideration of the subject plan be deferred
until the minor deficiencies and discrepancies noted below have been resolved. Upon
revision of the plan incorporating the additions and corrections of the discrepancies
so noted, it is the staff's recommendation that the plan be approved.
DEFICIENCIES AND DISCREPANCIES
1. The direction of the bearings for the boundary lines of the site should be in-
dicated.
2. Dimensions including the distance of the proposed warehouse building to the
existing warehouse building, width of the driveway at the entrance, distance
of the driveway from the southerly property line, distance of the existing
warehouse building from the rear property line, and the width and length of
the parking spaces shown should all be indicated.
3. Two additional parking spaces should be provided for the proposed warehouse.
4. The parking and storage area shown on the plan should be of a permanent dust -
free surface.
5. A signed statement of intent from the developer including evidence of owner-
ship, a description of the proposed development, and a time schedule should
be submitted.

Duties of the Housing Commission members include
investigating, studying, reviewing and analyzing
the housing needs and the meeting of such needs
within the City of Iowa City and investigating and
determining if slum areas exist or other areas
where there are unsafe, unsanitary or overcrowded
housing conditions, and studying and investigating
and making recommendations relating to the clear-
in,providingreplanning dwellingdplacesrforion Of elderlylum personssandd
persons of low or medium income.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City.
These appointments will be made at the May 16, 1978
meeting of the City Council at 7:30 P.M. in the
Council Chambers. Persons interested in being con-

RE: Discharge o unicipal Employee
On May 16, 1978, Mr. Joseph Grant, Administrative Aide to the City Spirit/
Iowa City -Johnson County Arts Council, was discharged and relieved of his
duties. This action was taken pursuant to CETA Contract No. PSE -77-10-18
wherein the City of Iowa City, Iowa, is designated as his employer. The
reason for his discharge is misconduct by reason of his participation in
an act of vandalism against municipal property on or about May 10, 1978.
See accompanying statement by Mr. Grant dated May 11, 1978. This action
is to be effective immediately.
