P & Z Members, Thomas, Theobald, Eastham, Martin, Swygard, Freerks, and Dyer present.
Development Services Coordinator Yapp displayed a power point. Individual Commission
Members and Council Members expressed their views.
QUESTIONS FROM COUNCIL REGARDING AGENDA ITEMS
1. (Agenda items # 9, 10, 11 — Taxicab (x2) ordinances and resolution ... ) Adm. Analyst
Andrew and Police Capt. responded to questions regarding Uber operating in Iowa City,
the public safety focus of the ordinance, and the amendment regarding shared rides.
2. (Consent Calendar item # 4d(4) — Grant Accountant ... Accounting Division ... ) Finance
Director Bockenstedt responded to questions and stated the position was included in the
proposed budget but the Senior Systems engineer occurred later and was a grade
change only. The City Manager said both positions were offsetting in the budget.
3. (Consent Calendar item # 4e(2) — First Avenue Grade Separation ... setting a public
hearing ...) In response to Mayor Pro tem Mims, City Mgr. Markus stated the City was
exploring opportunities to secure the additional $2 million.

1. (IP # 5— Annual Report of Boards and Commissions) In response to Council Member
Payne, City Clerk stated the report reflects last year's work and the reference to retired
Public Works Dir. Fosse as a member is correct.

1. (IP # 5 - Memo... Mobile Vending Regulations) Council Member Throgmorton noted the
research and work on the memo and questioned operation of the vendors in the parks.
CM Intern Bramel responded vendors could operate in any part of the City, 150 feet
away from a food establishment, but the Parks Dir. would have to be consulted if they
wished to operate within a City park. In response to Council Member Botchway, CM
Intern Bramel explained the reasoning behind the 9:00 PM closing requirement.
2. (IP # 7 — Memo ... Affordable Housing Location Model) Mayor Hayek noted the good
memo.
3. (IP # 6 — Memo ... Sustainable Communities Program) In response to Council Member
Throgmorton, Asst. City Mgr. Fruin references a star community rating system program
that's been developed for cities on sustainability that includes social justice criteria.

Council Member Throgmorton reported on a meeting he attended with other community
members as well as Equity Dir. Bowers (Council Member Botchway attended by phone)
with the Director of Government Alliance on Race and Equity, Julie Nelson. He said City
Equity Dir. Bowers would report to the City Manager on what was learned at the
meeting. Mayor Pro tem Mims requested that information on such meetings be provided
to the entire Council. Mayor Hayek clarified that individuals may accept invitation
representing themselves and in no official capacity, and if anyone wishes to attend
representing the City that should be discussed in advance.
2. City Clerk Karr stated she would be proposing a summer schedule in an upcoming
packet, and the item would be discussed at the next work session.
3. (IP # 4 — Pending Work Session Topics) Mayor Hayek noted the issue of nuisance
properties and the expectations especially about exteriors of rentals would come before
Council shortly; and reported he and his son had been taking photographs of properties
and his son requested credit when Council talks about it.

Council Member Payne noted the Chamber Banquet scheduled for February 19.
