HARKIN ANNOUNCES FUNDS FOR
IOWA CITY MUNICIPAL AIRPORT
WASHINGTON, D.C. - Senator Tom Harkin (D-IA) today announced that Iowa City
received $1,370,061 to improve infrastructure at Iowa City Municipal Airport. This
grant was made available by the U.S. Department of Transportation. Harkin is a member
of the panel which funds transportation initiatives.
"I am pleased that Iowa City has received funds to improve airport infrastructure," said
Harkin. "Continuing to make improvements to Iowa City Municipal Airport is important
to the economic health of this community, because the availability nearby airport is a
valuable asset that can help draw new businesses to the area."
Specifically, these funds will be used to extend a runway at the airport.

communication between University of Iowa's Student Government and the City.
Therefore, I will be presenting you with updates on what Student Government is doing as
well as ideas for collaborative efforts and invitations to Student Government events in
your off-week City Council Packet. Since this is a new idea please feel free to give me

. UISG is partnering with student government officials at University of Northern
Iowa and Iowa State University to discuss safety issues. Through this partnership
a survey has been developed and is being sent across campus to better understand
student's knowledge and opinions about campus safety.
. The University of Iowa Student Government Speaker of the Senate, Bridget
Szeluga, would like to invite the council to attend the Tuesday, September 25th
Senate meeting. The meeting will take place at 6:45pm in the Illinois Room at the
Iowa Memorial Union. Bridget would like you to speak about any current
issues/concerns/projects in which you are working on, in particular those that
collaborate with the University of Iowa. Please contact her (bridget-

University of Iowa Safety Grant
In 2007, under the administration of Barrett Anderson and Carole Peterson, the
University of Iowa Student Government made the decision to begin a grant program to
distribute funds to support initiatives that strove to improve the safety of University of
Iowa students. Anderson and Peterson decided to begin the grant program by distributing
$18,000 in student activity fees left over from the Safewalk program. The Safewalk
program was a program in which students could call a designated number any time,
twenty-four hours a day, seven days a week, and two people (one male and one female)
would pick them up and walk with them to their destination. The program was
discontinued during the academic year of 2003-2004 due to under-use. One of the main
problems was a lack of an institutional home for the program, and an inability for UISG
to sustain the program.
In the academic year of 2006 to 2007, the number of reported sexual assaults
drastically increased. According to the Department of Public Safety's website, there
were eleven sexual assaults in 2003, nine in 2004, and five in 2005. The Gazette reported
that between Sep. 2006 and Aug. 2007, there were 27 sexual assaults in Iowa City. Given
that this number refers only to sexual assaults by strangers, and that sexual assaults are
notoriously underreported, this increase was both striking and frightening. As a result, in
the spring of2007, Anderson and Peterson campaigned on taking action to improve
safety for university students, especially in regards to sexual assaults. They received
widespread support for their ideas, including the idea to establish a UISG Safety Grant
Program to distribute the $18,000 left over from the Safewalk program.
Anderson and Peterson began the grant program in the summer of2007, and they
envisioned it to be a five-year project, with $18,000 distributed the first year, and $10,000
distributed each year for the next four years. Due to the problems faced by the Safewalk
program, it was evident that any programs established needed an institutional home
whereby staff who specialized in the issue of safety the program dealt with could oversee
the program's continuity. The money was intended to only go toward groups,
organizations, services, or agencies affiliated with the University ofIowa. For more
information, please refer to the grant application form below.
UISG Safety Grant Application Form
The University of Iowa Student Government Safety Grants will be given to
programs that directly improve safety for UI students. Given recent events on the UI
campus, priority will be given to programs directed toward sexual assault. However,
applications for programs aimed at other aspects of student safety will also be welcomed.
Please remember that submission of this application does not guarantee funding. A
committee of students representing the University ofIowa Student Government will
review the submissions and allocate the funds based on how feasible the proposal is as
well as how well the proposal addresses the issue of student safety for University of Iowa
students.
Please return this application to the Office of Student Life, 145 IMU by 4:00 pm
on Monday, October 15th. Applications will not be accepted after this time. If you have
questions or would like further information, please contact carole-peterson@uiowa.edu or

Please create your own proposal and answer all of the following questions. Do
not consider these questions limiting; you are encouraged to provide a more
comprehensive picture to the members of the UISG Safety Grant Committee.

the completion of the program, VI students reporting having walked home alone
will decrease by five percent. At the completion of the program, participants will
be able to state three aspects of an emotionally healthy relationship).

IOWA RANKS NUMBER TWO NATIONALLY IN
"COST OF DOING BUSINESS"
RANKING IS THE STATE'S BEST-EVER RANKING IN THE HISTORY OF THE STUDY.
(Des Moines) In a report issued by the Milken Institute, a nonpartisan economic think
tank, Iowa ranked second in the nation in "Cost-of-Doing-Business," the state's highest
ranking in the history of the study.
"This study sends a strong nationwide message to entrepreneurs and business owners
considering Iowa: the time is now," said Governor Chet
Culver. "There has never been a better time to start or expand a
business in Iowa. The people of Iowa enjoy a rich business environment, plentiful job
opportunities and a quality of life that is second to none."
"This is one more example of why Iowa is a great place for business,"
said Iowa Department of Economic Development Director Mike Tramontina.
"Studies like this help our efforts to aggressively recruit companies to locate and
expand in Iowa."
The Institute's Cost-of-Doing-Business Index indicates each state's comparative advantages
or disadvantages in attracting and retaining businesses. Each state is measured on the
five individual categories:
state's tax burden, electricity costs, industrial rent costs, office rent costs and wage
costs. Those weighted scores are compiled to make the overall index. An index score of
1
100 means that the state is equal to the U.S. average in that particular category.
In 2005, Iowa ranked third in the nation. In 2006, the state ranked fourth. For more

I am writing a note to be sure you are aware of a special documentary series that examines
the modern presidency and begins at the Herbert Hoover Presidential Library in West Branch.
C-SPAN, the public affairs network created by the cable television industry, is launching a
unique series, Presidential Libraries: History Uncovered. In cooperation with the National
Archives, this series will unveil rare and unseen documents and recordings from all 12 of our
nation's presidential libraries.
Because this special series begins nearby in West Branch, we at Mediacom Communications
want you to be aware of this C-SPAN program ... plus arrangements we put in place for a
special on-site viewing.
We want to extend an invitation for you or other interested individuals to attend a live
screening at the Hoover Presidential Library Auditorium. In working with Library officials and
the C-SPAN staff, we have made arrangements to show the program on the auditorium's big
screen as it is being filmed and broadcast live to the nation Friday evening.
Timothy Walch, the director of the Hoover Presidential Library-Museum, will be a featured
presenter as he shares rare campaign films and interviews that illustrate both Hoover's
strengths and his weaknesses, especially as a public communicator. Mr. Walch and others will
be available at the program's conclusion to meet or take questions from guests.
Consider your interest and availability to watch the Hoover Presidential Library documentary
on site Friday night. I regret the late notice, but the opportunity a~ose and it just may work
for some people (and feel free to share this invitation with colleagues or friends). The details
