I Dear Council Members: 9, --:::- j> ..,J 1-'''-'' C') "~J I am writing of a critical situation being faced by my 80-year-old mother, Leona Muller, who resides at 1401 Spruce Street, here in Iowa City. My mother is on a limited income, approximately $13,000 annually. She has applied for a low-income property tax credit, but is receiving only a little over $200 annually against a bill that is over $2,200 after the credit is applied. (FYI, the credit is an insult!) Her property taxes are now 17% of her total gross income, and have become unmanageable. To assist her, I have been paying half of her taxes, but I, too, have a limited income since I can work only part-time, (I have a handicapped daughter who lives with me.) With the cost-of-living continuing to rise and neither my mother nor I having an increase in income to offset the costs, we cannot continue to pay these taxes. Please understand, my mother wants to pay her taxes, but needs more relief than she is receiving. I have been in contact with Supervisor Pat Harney, who first suggested that she apply for the low-income waiver. But this isn't the solution as it doesn't relieve the burden, just merely postpones it. It's time for some common sense! If neither of us can shoulder the entire tax burden now, how are we ever going to shoulder it later when we don't expect a change in our incomes? Mr. Harney's second suggestion was to appear before the Board of Supervisors to plead the matter. Due to my mother's age, this may not be possible. She is inexperienced at arguing any matter publicly and doesn't feel comfortable having me stand for her. I have sent an email to the Mayor, who has yet to respond to me. My next move is to contact our State Senator and Representative, perhaps others as I see fit. I am not going to give up until there is more relief offered to Mom. Additionally, I am sure there are others who are struggling. I hope I can do some good for them, as well. If Mom has to sell her property, it is very likely it will become a rental property, as have 3 of her neighbors. These properties are in deplorable condition and are a mar to the beauty that could be Iowa City. On the other hand, Mom and I work very hard to keep her property in good condition. Just what decision would you want Mom to make? I await your response. Thank you. In keeping with the Stepping Up Project's role in addressing those issues, we have created a "best practices" handbook for college campuses and universities titled, Reducing High Risk Drinking and the Harmful Effects through University Policies - A Briefing Handbookfor Universities. Recently, the Surgeon General released reports and calls to action in health-related areas. We have also enclosed the 2007 Surgeon General's Call to Action to Prevent and Reduce ** Underage Drinking. Finally, we have enclosed the most recent figures as to the crimes committed in Iowa City by University of Iowa students. These figures are compiled each year by the Office of the Vice President for Student Services. Please pay particular attention to the violations and arrests that involve alcohol or substances. In reality, spectator drinking at sporting events increases the risk of auto crashes and other alcohol-related injuries. Moreover, the disruptive behavior of alcohol-impaired patrons can diminish the enjoyment of other fans and even discourage some people from attending. The issue of effectively managing alcohol at college sporting events has become a challenge on many college campuses across the country. Many universities prohibit the sale of alcoholic beverages during sporting events, but alcohol-related problems persist. An effective alcohol management strategy must address pre-game drinking, whether at bars, residences or at tailgate parties, as well as post-game activities, including crowd dispersal at game venues, Facts ~ Students who are sports fans binge drink more and have more alcohol-related problems than non-fan stu.dentS. In addition, schools with larger proportions of student fans are more likely to have high rates of binge drinking, which in turn leads to large numbers of students who are harmed by students who drink too much. ~ Among students who drink alcohol, 53% of sports fans usually binged when drinking, compared to 41% of male and 37% of female non-fans. ~ As a result of their heavier drinking, fans are more likely to experience the full range of problems related to drinking, from academic difficulties to sexual violence. ~ Surveys show that on campuses where at least 40% of student respondents were fans, students were more likely to be harmed by students who drink too much, Nearly one-half of students at sports schools experienced three or more harms, such as being assaulted, having property vandalized or having study time disrupted. ~ Television sports programming contains significantly more alcohol promotion than other programming. As a result, fans are exposed to pro-alcohol messages at a higher rate than non-fans, and likely have been since they were young. ~ A larger proportion of student fans (38%) take advantage oflow-priced dI@k, specials at bars than non-fans (24%). C~) - ,- :$ -- 2 Policy Solutions Strategies for managing alcohol at college athletic events can be grouped into four categories: event admissions policies, transportation alternatives, education, and vending practices. A comprehensive alcohol management plan for a university facility should address each. For example, event admissions policies can include having security patrols in parking lots to detect drinking by patrons; confiscating any alcoholic beverages that fans bring to entrances, denying re-admittance to fans who leave the stadium while the game is still in progress, and providing a special security patrol to deal with impaired fans. Strict enforcement of admissions policies such as these can be effective in reducing alcohol- related problems inside a stadium. In facilities that allow alcohol sales, strategies to mitigate the harmful effects of excessive drinking can include having messages about responsible drinking printed on buttons, signs, or beverage cups. Universities can also launch awareness campaigns aimed at preventing excessive pre-game alcohol consumption. These campaigns could remind fans that impaired guests are not allowed to enter the sports facility and that admissions policies are strictly enforced. Modifying vending practices can be a key strategy for those facilities that sell alcohol. Examples include: . Halting alcohol sales either at a specific time before the game ends or at any time that trouble develops . Placing limits on the number of beers that can be purchased in a single sale . Dispensing alcohol in smaller cups · Offering free or reduced-priced soft drinks to patrons who pledge to remain alcohol-free so that they can drive their friends home after the event Pre-game tailgate parties clearly contribute to alcohol-related problems if not properly managed. Some universities now offer alcohol-free tailgating. For tailgate areas that allow alcohol use, policies aimed at mitigating problems include: · Limiting alcohol use for two hours before and two hours after the game in tailgate areas . Prohibiting kegs and other excessive quantities of alcohol . Checking vehicles entering the tailgate area for kegs and excessive quantities of alcohol . ~. '--:,) 7/06 4 POLICY BRIEFING Parental Notification Introduction Should parents be told if a college student violates an alcohol policy? This question is being debated on campuses across the country, as university officials search for way to reduce high risk drinking, underage drinking, and their harmful effects. Both federal law and U.S, Department of Education regulations permit university officials to notify parents if a student under the age of 21 commits a disciplinary violation involving alcohol or a controlled substance. Notification can be made if it is determined that a disciplinary violation has occurred, even without conducting a formal disciplinary proceeding or hearing, It is clear that institutions of higher education have broad discretion to determine their own process and criteria for notifying parents. Given recent court decisions, some institutions are using parental notification to help meet their responsibility to provide a safe environment and to manage their potential liability for a student's high-risk use of alcohol. Parental notification is not the only solution to the complex problems related to student alcohol use, but initial findings from a wide variety of campuses indicate that it can be a useful tool in a comprehensive effort to reduce alcohol abuse and its harmful effects for college students. . Facts ~ Of 189 colleges and universities surveyed by researchers at Bowling Green State University, nearly 60% had parental notification policies or practices in effect. Another 25% were actively considering adopting such a policy. ~ Many colleges/universities notified parents by letter (59%); some used both telephone and letter (25%), ~ Parents react favorably when they are notified about their child's alcohol or other drug infractions, the survey revealed. Of the parents surveyed, 72% said they were "very supportive" of parental notification policies. Less than 1% said they were "very unsupportive" and only 1% said they were "somewhat unsupportive," ~ Two-thirds of the colleges' policies allow for notification after a first \jolation, but actual notifications are evenly divided between first and second violations, C-~J ~ Of the jt@icial affairs officers surveyed on parental notification, more than half f~port~f!'positive results, with 40% indicating slight and 13% indicating significant r~ducti6ns in the number of alcohol violations following implementation of the p()licy: 5 >- The number of repeat violations decreased among students whose parents were notified of a violation, the survey showed. In addition, campuses with parental notification policies within a comprehensive approach to prevention reported fewer suspensions, less vandalism, higher retention rates, fewer hospitalizations, and increased upper-class student interest in living in residence halls. Policy Solutions The details of a parental notification policy should be tailored to fit the needs of individual campuses. Few institutions have a strict policy that requires notification in all instances. In fact, the Bowling Green study noted that schools with parental notification policies in place reported that among 5,828 violations, parents were notified in 40% of the cases. Some policies provide for notification for first violations, Other institutions only notify parents for serious violations (i.e., driving under the influence, fighting, destruction of property, hospitalization, sexual assault, or illicit drug involvement). Some policies provide for notification of repeat offenses regardless of the severity of the offense. Under such policies, parents are informed the second time an underage student is found in possession of alcohol. While there are universities that contact parents when a student is charged with violating a campus policy, others only disclose an offense if a judicial process has been completed. Some institutions notify parents only if a student is placed on academic or housing probation, In other instances, notification may not occur until a sanction is actually imposed; for example, parents are notified of housing dismissal, disciplinary probation, suspension, or expulsion. Regardless of the when or how parents are notified about a violation, a parental notification policy should provide for flexibility to deal with special circumstances, such as in cases where an abusive or dysfunctional family situation would make notification counterproductive or would present a danger to a student's well-being. After a parental notification policy is drafted, it should be widely distributed to faculty, staff, administrators, students, and parents for comment. Appropriate staff will need to know what their role is in implementing the policy, and a system will need to be established to issue and track notices and to monitor the policy's effectiveness. Some university administrators have been hesitant to implement parental notification because of the resources that may be required, especially to handle parents' reactions once notices are issued, Most institutions, however, have found that as the policy becomes institutionalized, fewer and fewer parents contact the university for_ more information. Many campuses have taken good first steps toward reducing high-risk behavior by creating substance-free housing and not selling alcohol in student unions, Alcohol promotions, price specials, and advertising at drinking establishments that serve alcohol for on-premise consumption as well as retail outlets that sell alcohol for off-premise consumption can have a powerful impact on student drinking behavior, Campus-community marketing practices have changed over the past two decades, when brewers dominated the campus landscape. Much of this change can be attributed to states adopting a minimum drinking age of 21 in 19B7. The most aggressive promotions focus on bars located near campuses. Those bars advertise their drink specials heavily in student newspapers and on campus bulletin boards and kiosks. In addition, bars have relied on a variety of other marketing techniques to attract students, such as distributing flyers to students between classes, posting flyers on campus and dormitory bulletin boards, stuffing student mailboxes with listings of the week's drink specials, and sending text messages to students' cell phones. Even promotions for "safety" and "responsible" drinking actually encourage heavy drinking, Some bars, for example, attract students by offering a ride home, sponsoring a "drunk bus" or other "safe-ride" program. Others may offer free non-alcoholic beverages to designated drivers, While such programs may prevent drunk driving, they also encourage non-driving students to drink excessively by suggesting, implicitly, that "drinking responsibly" simply means not drinking and then driving. To counter negative perceptions of these practices, brewers and distillers sponsor a variety of "alcohol awareness" messages and activities on campus to tout their interest in the "responsible" consumption of their products, Most of these messages focus on individual responsibility without acknowledging the role that alcohol advertising, promotions and other factors play in perpetuating unhealthy drinking norms on campus. Facts ~ American college students drink 4 billion cans' worth of beer each year, accounting for about 10% of total beer company sales. That figure translates into approximately $1.37 billion in sales for Anheuser Busch and $429,7 million for Miller Brewing Company. (~) -, :::=:- ,.- -,,-'., 8 ~ Each year, college students spend $5.5 billion on alcoholic beverages. At $446 per student, this is more than they spend on soft drinks, tea, milk, juice, coffee and books combined. ~ About 35% of all college newspaper advertising revenue comes from alcohol ads. ~ Marketing research indicates that most people develop loyalty to a specific beer between the ages of 18 and 24. ~ Research by the Harvard School of Public Health has found that alcohol specials, promotions, and advertisements are prevalent in the alcohol outlets near college campuses. Almost three-quarters of on-premise establishments offer specials on wfeeffkends, ~nd almbol~thone half oft~de on-PI remise establisfhbments and ~ore than 60% I. o 0 -premIse esta IS ments proVl e at east one type 0 eer promotIOn. ~ The availability oflarge volumes of alcohol (e.g" 24- and 30-can cases of beer, kegs, etc.), low sale prices, and frequent promotions and advertisements at both on- and off-premise establishments have been found to be associated with higher binge drinking rates on the college campuses. In addition, an overall measure of on- and off-premise establishments was positively associated with the total number of drinks consumed. ~ The College Alcohol Survey, which has tracked changes in alcohol policies at 330 four-year colleges and universities every three years since 1979, found that half of the schools reported having a policy that addresses sponsorship of events and promotions by the alcohol industry. Of those schools, the percentage that prohibit specific types of sponsorships and promotions has increased significantly since 1979. ~ More than half of the schools responding to The College Alcohol Survey prohibit off- campus establishments from advertising on campus bulletin boards and radio stations. Eighty percent reject the distribution of fliers in dining areas, Policy Solutions Despite the actions of government or alcohol producers to influence student drinking behavior, the campus environment is shaped primarily by policies adopted at each institution. Many schools restrict advertising by local bars and taverns on campus. These restrictions can range from banning ads by local bars entirely, prohibiting bars from promoting drink specials or limiting the locations where bars may place ads and fliers. Schools that regulate on-campus alcohol advertising often exempt their stu~dent-run newspaper, Newspapers that do allow alcohol advertising may restrict th~~ntentpf the ads, such as prohibiting ads that refer to drink specials or specific braii@s~Qf alGP}1ol. Regardless, restrictions on ads in student newspapers can prove to be mu~Itfnbre-'':; controversial than restrictions concerning other forms of promotion. S..:tii4ent newspapers often function as independent organizations and are not ~1J:hi~tto . .~~;~~!.- ..J~~:'~.. I.. :J?' 9 university regulation. Student journalists and faculty may oppose attempts to limit alcohol advertising on both financial and free speech grounds. Students and faculty members may perceive university-imposed restrictions as censorship that runs counter to the principles of academic freedom. And in addition to these ethical concerns, universities can face legal challenges to their desire to restrict newspaper ads, Rather than seek an outright ban on alcohol advertising, universities may try to use a more diplomatic means to change a newspaper's policy, such as meeting with the paper's editorial board to encourage restrictions on particularly egregious advertising. This can also serve to educate editors and journalists about the nature of the alcohol problem on campus and lead to better overall coverage of alcohol issues. In developing an advertising and marketing policy for their campuses, universities should seek the support of key campus constituencies, Otherwise, the policy may be resented, protested, or just disregarded. To gain this support, institutions should consider these recommendations: >- An alcohol policy committee should be convened and include both campus and community representatives. Student representatives may include the student body president, the editor of the campus newspaper, and representatives from influential student organizations. Community representatives might include the local police, alcoholic beverage control officers, business owners and bar owners. >- Solicit feedback from faculty, students and other members ofthe community; Circulate early policy drafts for comment. Allow for discussion and questions at meetings with campus organizations, focus groups and public hearings. >- Circulate the policy to faculty, students, staff, alumni and parents. Acknowledge participants in the policy's development whenever the new rules are publicized, both to give them credit and to show that all components of the institution were actively involved in the policy's development. Universities can use this process to further educate the campus and community about alcohol-related problems on campus, how alcohol marketing and advertising contributes to these problems, and how regulating alcohol marketing practices such as drink prices, promotions, and ads can help to reduce high risk drinking and its accompanying problems, References 1. Introduction Colleges and universities are wrestling with the question of how to most effectively deal with students who repeatedly violate their campuses' alcohol policies. At the heart of this debate is whether to adopt a "two strikes" or "three strikes" policy to deal with these offenders, With a two strike policy, students who violate university alcohol policies twice are subject to increasingly severe sanctions, usually ending with suspension or expulsion from school; for a three strike policy, sanctions become increasingly severe through three violations, again usually ending with suspension or expulsion. Sanctions against the student for a first violation typically begin with a combination of academic probation for one full semester, assignment and fulfillment of community service, and mandatory attendance at an alcohol education/awareness class and/or counseling at the expense of the student. Parents are also usually notified upon a finding of violation. For the second strike, sanctions might include year's probation, mandatory education and counseling, suspension for a semester, parental notification about the charge and sanctions, and more extensive community service. In some cases, second strike sanctions are imposed if the second offense takes place within a certain time from the first offense, such as one year. In the case of more serious alcohol violations, especially those that place the student or others in danger, some institutions suspend or dismiss a student for his or her first alcohol violation. An example might be a student who is convicted of driving under the influence of alcohol. A two strike or three strike policy is targeted mainly at students who live on campus, but some local police departments will provide the university with the names of underage students who are arrested off-campus and these arrests may count as a "strike." The nature of alcohol violations that qualify for a "strike" vary by institution, but generally include any conviction due to a violation of an alcohol-related law, a violation of a university alcohol policy, or cases of intoxication that results in behavior that endangers self or others. C~--) The effectiveness of a two strike or three strike policy depends on its consistent enforcement. In addition, this kind of policy should be viewed as just one part of a multi-faceted approach that could also include approaches such as substance-free' housing, banning beer sales at athletic events, and instituting a rebate program to. reward students who help reduce intentional damage to residence halls. 12 Facts ~ In 2001, approximately 44-4% college students reported binge drinking, a rate almost identical to rates in the previous 3 surveys. > In 1999,19% of college students surveyed were abstainers, and 23% were frequent binge drinkers. ~ Binge drinkers, and particularly frequent binge drinkers, are more likely than other students to experience alcohol-related problems. > At colleges with high binge-drinking rates, students who did not binge drink continued to be at higher risk of suffering harm from students who drink heavily. ~ Other significant changes in the 2001 study included increases in immoderate drinking and harm among drinkers, ~ More students surveyed in 2001 lived in substance-free housing and encountered college educational efforts and sanctions resulting from their alcohol use, ~ Prevention practices are widespread at universities in the areas of general education about alcohol, use of policy controls to limit access to alcohol, restricting advertising at home-game sporting events, and allocation of living space to alcohol-free dormitories, > Programming is less prevalent for more targeted alcohol education, outreach, and restrictions on alcohol advertising in campus media, Policy Solutions Once a university decides to institute a "strike out" policy, the question becomes whether to adopt a two strike or three strike policy. Some institutions have required incoming students to take an online health-education course before they enroll, such as AlcoholEdu, which is much like one of the sanctions for a "first strike." The goal of a program such as this is to ensure that freshmen are well educated about alcohol issues before finding themselves in a potentially hazardous situation. AlcoholEdu is intended to address alcohol abuse and related problems by educating students on how to make informed decisions, When this approach is taken, an institution may move to a "two strike" polity, whieh, in effect, holds students to a higher standard, Under this policy, parents ar~:sfln notified on the first offense and the student may still be required to complete some type of program, but the focus of the program becomes building decision-making~skills, Then, on the second offense, the student may be suspended for a period of time;:-<: . 13 Administrators should be aware, though, that adopting a stricter two strikes policy may not always equate to more successful prevention of alcohol abuse or reductions in high- risk drinking. Universities may face unintended consequences such as students running away from faculty or staff or being abandoned by drunken friends fearing punishment. In the end, the type of policy that an institution adopts should be based on the severity of the student drinking problem that exists and on the policy that is the best match for its institutional culture, Regardless, a strike out policy will be more effective if it is accompanied by other policies to address student alcohol abuse, such as restricting alcohol to specific and supervised locations, requiring advance registration of all social events involving alcohol, restricting legal possession of alcohol to separate residence halls for students 21 and older, and other policies aimed at changing the alcohol environment on campus. Universities should use a comprehensive approach, with particular emphasis on strategies to systematically identify and help individual students who are drinking heavily and have experienced alcohol-related harm. Still, occasional high-risk drinkers who are not dependent on alcohol account for the majority of alcohol-related problems. For that reason, early interventions that provide those students with feedback about their alcohol use and its consequences can help them accept additional counseling or other services. These interventions can influence many students to change their high-risk drinking behavior and reduce negative consequences. A Call to Action: Changing the Culture of Drinking at U.S. Colleges describes several effective strategies for reducing alcohol use by high-risk or alcohol dependent college students. These include: ~ Helping students develop the skills to change their beliefs and thinking about alcohol use, such as challenging their expectations about alcohol use, documenting their consumption, stress and time management, and learning general assertiveness skills. ~ Helping change students' perceptions about alcohol norms by providing them with information to counter their beliefs about the acceptability of high-risk drinking behavior on college campuses, ~ Combining these first two strategies with efforts to increase the student's motivation or desire to change his/her behavior. These interventions include non- judgmental and non-confrontational feedback about an individual student's drinking behavior compared to others' behavior and the negative consequences of his/her own behavior. Programs currently available that incorporate all three of these strategies described in the NlAAA report include Alcohol Skills Training Program (ASTP), BASICS (Brief Alcohol Screening and Intervention for College Students), E-CHUG (Electronic Check- Up to Go), and MyStudentBody. These strategies can be used either as st~nd-alone interventions or as the first stage of an assessment program, Other 'progr;lIm;that have not been fully evaluated but still offer promise are AlcoholEdu and CHOIG..ES. Despite some limitations, each of these approaches have been associated ~~h behavioral changes in drinking and they support the role of assessment in promoting change in drinking behavior. 15 Educational programs to reduce alcohol abuse by college students typically fall into three categories: traditional information or knowledge-based programs, values clarification programs designed to help students evaluate their goals and incorporate responsible decision-making about alcohol into these goals or values, and provision of accurate normative information to students about peer drinking rates and problems. To date, however, most research provides little support for the efficacy of these programs, especially when they are used in isolation rather than in a broader prevention/ assessment framework. Student assistance programs to help students deal with alcohol problems are becoming increasingly common in institutions of higher education, A student assistance program is typically operated through the campus student health or student counseling center and staffed by health educators or certified addiction professionals. In addition to one on one or group work with students, Student Assistance program personnel frequently provide consultation and support to faculty and staff members who deal directly with student substance abuse issues. Training on how to confront a troubled student and making appropriate referrals may be provided, Facts ~ 1,400 college students between the ages of 18 and 24 die each year from alcohol- related injuries, including motor vehicle crashes. ~ 500,000 students between the ages of 18 and 24 are injured under the influence of alcohol. ~ More than 600,000 students between the ages of 18 and 24 are assaulted by another student who has been drinking. ~ More than 70,000 students between the ages of 18 and 24 are victims of alcohol- related sexual assault or date rape. ~ 400,000 students between the ages of 18 and 24 have unprotected sex and more than 100,000 students between the ages of 18 and 24 report having been too intoxicated to know if they consented to having sex. ~ About 25 percent of college students report academic consequences,;cof their drinking including missing class, falling behind, doing poorly on ex?msor papers, and receiving lower grades overall. ~ More than 150,000 students develop an alcohol-related health probt~fu and between 1.2 and 1.5 percent of students indicate that they tried to c(}lllinit suicide within the past year due to drinking or drug use, ' " ~ About 5 percent of 4-year college students are involved with the police or campus security as a result of their drinking. An estimated 110,000 students between the 16 ages of 18 and 24 are arrested for an alcohol-related violation such as public drunkenness or driving under the influence. ~ 31 percent of college students met criteria for a diagnosis of alcohol abuse and 6 percent for a diagnosis of alcohol dependence in the past 12 months, according to questionnaire-based self-reports about their drinking. ~ Studies on motivational enhancement interventions report significant reductions in alcohol consumption and negative consequences such as driving after drinking, riding with an intoxicated driver, traffic violations, and injuries. In addition, brief motivational enhancement techniques work in a variety of contexts, including emergency rooms, outpatient counseling centers, fraternity organizations, and with randomly selected high-risk college freshmen, ~ In-person feedback and interpersonal interaction may not be essential to the success of an assessment program; computerized self-assessment and feedback has shown good results as has mailed feedback. ~ Training programs that teach skills to modify beliefs or behaviors associated with high-risk drinking may have considerable utility for decreasing alcohol ~s~ among college males, especially when they also incorporate info~~ation,\lalues clarification, and/or normative reeducation components within t~'e,skills- teaching context. . - . Policy Solutions Many publications exist to assist university administrators in the creatiotr~nd review of policies related to assessing and intervening in students' alcohol use. j" When contemplating how to balance a concern for students with protections against institutional liabilities, administrators should consider and adopt only rules and sanctions that the school is willing and able to enforce. There is much greater risk of institutional liability for failure to enforce strict rules and regulations than there is for conscientious implementation of policies that emphasize student responsibility and that impose sanctions when students fail to fulfill their obligations. Experts also recommend that institutions adopt policies that encourage responsible behavior instead of those that seek to prevent specific types of harm. Universities should not sell alcohol unless the institution is prepared to handle the responsibilities imposed by social host or dram shop laws, Finally, administrators should take immediate action when institutional policies are violated, taking care to be consistent and firm with discipline, including fair hearing procedures. 17 References 1. To the Council Members: I am writing both in response to the recent string of attacks upon young women in Iowa City, as well as to the ongoing decline of the Iowa City Ped Mall. I have lived and worked in Iowa City for 17 years, and I used to love walking, shopping, and sitting in the ped Mall, and I now avoid it, even though I work in the Jefferson Building downtown. The ped Mall has become filthy, taken over by beggars, many of whom I feel sorry for, but some who are threatening, and by scruffy kids. I don't feel like it belongs to anyone else anymore. On weekend evenings one can add to this mix the overabundance of raucous bars spewing out drunken undergraduates. It's such a mess--a scandal, really. Is this any way to make Iowa City a destination for tourists and shoppers? If you want to create another Telegraph Ave. in Berkeley, you're well on the way. Can there not be laws against begging and loitering in the downtown area? Can there not be laws about how many bars can exist in a city block (how about one? wouldn't that decrease the student drunkenness, downtown anyway?)? More revenue may be needed to add more officers to the area, as well as in the surrounding area, so raise the taxes--just please do something! I often feel threatened walking in this area in the daytime; pity the young women walking home after dark. The state of the ped Mall is a disgrace. Why aren't you doing anything about it? These are not just attacks against students, these are attacks against Iowa City residents. I currently live in Safety Harbor, FL. I graduated from the University Iowa in 1978. I have been going back to football games for the past 13 years and for the last two years to every home football game. My son is a student and currently lives off campus. Perhaps as an outsider but regular visitor this provides me a better perspective than many who are there. My era there was a "them versus us" attitude downtown. It is even more apparent now. The town and the police are obsessed with underage drinking. The attempts by various groups and the discussions by the city council about making the bars 21 only and other similar discussions seem more lively than a plan for protecting the citizens in and around downtown. While most ofthe attacks have apparently been on students, once they are off campus they are citizens and residents of Iowa City. These are the same people who by their purchases of food, clothing, entertainment and rent add significantly to the tax base of all of Iowa City. But, where are their services? Poor street lighting needs to be addressed. A mentality that underage drinking has to be stopped appears to be more important than the safety of the citizens that walk its streets every night. And from what I can gather, the PAULA patrol doesn't just give out tickets to the trouble makers, they actively go after patrons looking for someone to bust. Ask any bartender and 18-20 year olds who have spent some time downtown. They have or have seen people being harassed without causing any disturbances. How many patrolmen are on duty in the downtown area and in the bars? How many are patrolling the streets where a high percentage of students/citizens walk to their apartments? How many undercover police women have been dispatched? It is time for the city to rethink its mission of providing protection to all. Underage drinking will happen. Prohibition doesn't work. Bars don't want fights, they will monitor and take care of trouble makers. The perverts and criminals appear to know that the low lighted streets around the perimeter are an easy target. I am especially concerned about two businesses that have outdoor dining facilities--Pita Pit and The Summit. The Pita Pit had left food, paper, cups, etc. within their enclosed open outdoor dining space. It was disgusting to see, but also an unhealthy thing to have left overnight by the owners. The Summit had food, papers, broken beer bottles, etc. in their open dining space as well as some that spilled out on to the sidewalk. Again, what about the safety aspect of this situation. When permissions are granted to have open dining space, I would think responsibilities should follow. No business should close for the evening without cleaning up the mess that night. There should be a citation issued to any business that allows this mess to stay after one hour after closing. If the business could pay for help to keep the late hours open for patrons, the business should be paying for clean up time also. In addition to these two businesses, there were several other restaurants whose exterior left lots of paper and food but at least they weren't being given special outdoor dining privileges. Another area that needs to be addressed is the Liberty Bank ATM site on S. Dubuque. I have written their company about the piles of papers that are left on the sidewalk and into the street from their ATM customers; No waste receptable is provided for the trash their machine has produced. Look at Iowa State Bank ATM and they have trash, but at least it is within their own company facility and not on the public street. There were visitors to Iowa City walking around this a.m. It wasn't a pretty sight. I hope something can be addressed with the above businesses and I am asking you as members of the City Council to start the conversation. In order to do so, the NAB is implementing a nationwide public education campaign. Local broadcasters who are members of the NAB have volunteered to speak about the DTV transition in communities across Iowa.
