Call Meeting to Order. President Paetzoid called the meeting to order at 5:01 pm.
Public Discussion. Rev. Landry expressed gratitude to Ms. Craig for her leadership and expressly for
having Stefanie Bowers present to the Board at the January, 2015 meeting. Landry distributed
information about the Iowa Commission on the Status of African -Americans and minutes from their
December Sr 2014 meeting. Rev. Landry mentioned that May is National Mental Awareness month. He
encouraged the Library to have a program about mental health in May.
Approval of Minutes.
The minutes of the January 22, 2015 Library Board of Trustees meeting were reviewed. A motion to
approve the Minutes with the correction by Martin on the frequency of Iowa State Commission
meetings from once a month to every other month was made by Baker and seconded by Freeman.
Motion carried 7/0.
Unfinished Business.
Director Evaluation Process. In recent years the Evaluation Committee wonted out its own process using
different methods to evaluate the Director. There has not been a standard evaluation instrument. Craig
said it is the Board's process and they determine the process. The Evaluation Committee typically has a
member from the previous year to help with the process for the current year. Talking with library staff
has been one method used since before we were in this building. Paetzold said the Evaluation
Committee can decide on the format, or the Board as a whole can decide on the format. It was
suggested the Committee, once appointed, can talk about the process and have the Board discuss at
the next meeting. 5emel feels the Evaluation Committee from last year should put together a document
outlining their process for the Board to look at for next time. Craig said the process has always been
orally based. Craig will draft the procedure we used last year for the Board to react to in March and the

Evaluation Committee will recommend an evaluation process in April. Freeman would like other staff i
besides managers he included in the evaluation process. A motion to set the Evaluation Committee in X
March and for the Evaluation Committee to recommend the evaluation process in April was made by 3
Baker and seconded by Martin. Motion carried 7/0_ y

Board Recruitment. There will be three vacancies on the Board; terms for McCray, Hamilton and Dean
expire on June 30, 2015. These were posted February 23, 2015 by the City Clerk at Council meeting this
week. Applications are due in April. Craig asked if the Board wished to use any of the methods
discussed by Bowers when she presented last month. Craig said we can get a poster ready for the
lobby. Word of mouth is another method, with Stefanie Bowers' help. Two of the new appointees would
need to be men. The third can be either sex to keep gender equity. 5emel suggested we write to
community agencies to let them know about Board openings. Craig will check to see if we can get to
the schools in someway. The vacancies will be posted in all our social media. Hamilton suggested we
approach the minority member of City Council, and suggested others who might be approached.
Paetzold asked if Hamilton would be willing to write a letter to the editor of the Press -Citizen to let
them know about this. Hamilton feels the more proactive we are the more likely we are to get results.
Board presented many good ideas and strategies to try. Board members should personally reach out to
possible new board members, or to others who might help recruit a more diverse board. The
application is available on the City website under Boards and Commissions, under vacancies.
New Business.
FY16 Calendar. The building calendar for the next fiscal year is set in February. The Hours of Service
policy is attached for your information. Every February when the budget is pretty much set, we set the
calendar for the year to comply with scheduling per the contract. There is a holiday in the summer,
Craig proposes the library be open on July 3 with holiday staffing: July 4" is on a Saturday this year. A
motion to accept the building calendar for FY16 as proposed was made by Dean and seconded by
Hamilton. Motion carried 7/0.

Board Policy #700: Community Relations. This is a regularly scheduled policy review. Logsden said it is
nice to see how we have grown our community involvement and relationships. Having a specific policy
for this purpose is both a guide and reminder for us to do so. A motion to approve the Community
Relations policy incorporating staff suggestions was made by Baker and seconded by Freeman. Motion
carried 6/0.
Board Policy #701: Public Relations. This is a regularly scheduled policy review. The public relations plan
helps staff identify all of the different ways we will communicate what we do. A motion to approve the
Public Relations policy as amended by staff was made by Martin and seconded by Semel. Motion
carried 6/0.
Staff Reports.
Director's Report. We are in bargaining with AFSCME right now and there is a tentative agreement.
Byers asked Craig to let the Board know this is the reason she is not at the Board meeting. It was
decided at the last contract negotiation the contract would only be open for issues related to finances.

Advertising for the Children's Services Coordinator closes tomorrow. Pasicznyuk's husband has been in

Colorado since September, Pasicznyuk remained in Iowa with their high school senior, her last day is
May 21, 2015- Just a reminder we are collaborating with the City of Literature on One Book Two Book

festival next weekend. There will be many activities all weekend long, all at the Sheraton Hotel. All the

events and programs are free and everyone is encouraged to stop by for the festival. The LIT Lecture
w
Committee is trying to get 1K Rowling to come for One Book, Two Book in 2015 and we will be helping
with this.
State Accreditation Application. Craig noted the level at which a library Is accredited is based on these
criteria. Paetzold wondered why we do not have a policy for emergencies. Craig said we have
procedures for emergencies. This provides flexibility when changes need to be made to the procedures
and procedures do not require Board action. She said smaller libraries often have these as policies.
Martin asked about the Board education item. Craig explained Inservice Day and other opportunities
offered to the Board to attend other meetings and conferences are considered here. Paetzold asked
about replacement rate and how we compare with other libraries of our size. Craig said we often exceed
these because the numbers are minimums for accreditation.
Departmental Reports:
Children's 5ervices. Family Fun(d) night was a lot of fun. However, not a hugely successful fundraiser
and it was a lot of work. We've had programs like this before for teens and others after the building
closes. As we discuss the future of the event it might just turn into a program.
Collection Services- No Comments.
IT. Paetzotd asked if there are other ICN locations in Iowa City if we discontinued its use in Room D.
McCarthy said Kirkwood is the only location now. Craig said the Courthouse has one.
Development Office Report. The Golf fundraiser is set for June 26, 2015. There is a Book End book sale
this weekend and the Foundation Board meets April 1.
Spotlight on the Collection. Paetzold appreciated the video of alternatives to Fifty Shades of Grey.
Miscellaneous. No comments.
President's Report. Paetzold thanked Semel and Baker for agreeing to sit on the Foundation Board,
McCray, Rich -Chappell, and Hamilton have agreed to participate on the Nominating Committee.
Paetzold will send an email. The purpose of this committee is to put together a slate of officers for the
next year.
Announcements from Members. Martin reminded the group that March 18 is ILA Legislative Day. The
next day is Martin's last meeting as a Commissioner.

Current process and timeline for Board evaluation of the Library Director

• The Board President appoints a three member committee from among the board members

► If possible, at least one member has previously served on the Evaluation Committee.
The Evaluation Committee meets and determines the evaluation process and appoints one
member as chair.
► Staff support is provided by the Administrative Coordinator and the Library Director.
+ The Administrative Coordinator provides the Evaluation Committee with a copy of last year's
evaluation and City guidelines for compensation, and helps set up meetings as needed with
library managers and an AFSCME representative.
► The Evaluation Committee requests an update on progress toward goals and a draft of
possible goals for the next year from the Library Director.
► Interviews are held.
► Evaluation Committee meets and drafts a written evaluation report, discusses Library
Director's goals.
► Evaluation Committee meets with the Library Director and reviews their report and
compensation recommendation.
► If needed, changes are made to the report and/or compensation suggestion.
► Library Director requests a closed session for the evaluation discussion at the June board
meeting.
► During closed session the Evaluation Committee reports to the full Board and shares a copy
of the Evaluation Committee's written evaluation and the Director's goals, as well as their
compensation recommendation.
► in open session, the Evaluation Committee chair makes a brief statement and a motion
regarding compensation if a change is being proposed.

Policy Making and Policy Review

This is a regular review of the board policy that establishes the process of policy development
and review_
Issues
The Library Board has authority beyond that of a typical City board or commission, and often
that authority is expressed in the form of policies. Library Board policy action take the place of
City Council approval for most other units of City government. For instance, the Board adopts a
policy that sets overdue fees, Parks & Recreation fees are approved by the City Council. It is
important that there be a clear and transparent process for the development and review of
policies.
Policies are reviewed on a three year cycle so that every board member serving a full six -year
term looks at policies twice. Occasionally when a new policy is adopted or issues arise policies
are reviewed more frequently.
Staff recommendation
During a previous policy review language was added to require policies be available on the
website. The website is now the typical source to find policy information, and printed material
previously kept at the Information Desk is no longer kept there. Staff recommend removing the
phrase, "including on the website."

Library Board policies are those statements governing the operation and use of the library
that are approved by Board action, Certain policies may be required for state accreditation.
Requests for policy development or review may oorne from the Board, the Director, or the
public.
102.2 PROCEDURES;
A. Proposed policy will be developed by the staff for full Board review.
B. A Board subcommittee will be appointed only when the initial review of the pro-
posed policy, or policy revision, indicates the need.
C. Policy statements, when adopted or revised, shall receive a review date of no more
than three years from date of adoption-
D. Copies of Board policies and related documents (bylaws, mission statement,
strategic plan, local ordinances, state law, court opinions, ALA interpretations of

Teen Homework Help
The library has worked with Envision Tutoring, a University of Iowa student -run tutoring group, to provide
free weekly drop -in tutoring sessions in all subjects forstudents in grades 7 through 12 for the past two
years. Recently, Envision has had changes in leadership and theyare no longer able to recruittutors. Not
wanting to lose tutoring in the Teen Center, the Library now recruits the volunteers and helps manage the
scheduling of students and tutors. The tutors are volunteers —both university students and former educators —
qualified to teach all subjects. Each tutor undergoes a background check and training to ensure studentsget
the most benefit from the sessions. Tutoring sessions are confidential. Tutoring takes place within the Kota
Family Teen Center on the Library's second floor. Students sign up for a session online at

For Kids and By Rids, Songs from Iowa Rack City
University of Iowa Professor, Kembrew McLeod, and his wife, Lynne Nugent, managing editor of The Iowa
Review, have produced a CD, For Kids and SyKids, Songs from Iowa Rock City, Volume One. The CD was an
outgrowth of a concert and dance party for children held at the Library during the 2014 Mission Creek Music
Festival. After watching families delight in local performers —and seeing some of those same musicians
perform for older audiences — the two decided that a CD would allow Iowa City families to enjoy local created
music whenever they wanted. The first -ever Mission Creek concert for kids was organized by McLeod and
Nugent because they wanted the spirt of the annual festival to extend to parentsand young children, too.
Jason Paulios, Senior Librarian, worked with them and the songs were available to download as part of the
Local Music Project beginning Tuesday, March 24.
A free CD release party Is scheduled for Saturday, March 28 at 3 p.m. at The Engler[ Theatre. 1,000 copies of
For Kids and By Kids will be shared with local families. Those not able to attend the concert can download or
stream the music at music.icpl.org. The CD will also be available in limited quantities after the release party at
the Englert box office, White Rabbit, and the Library'sChildreWs Room. The Library also helped in the
financial support of the CD. Make sure you take a Iisten.._whether you have kids or not.
Kid Kits
And speaking of kids, the Children's Department has greatly assisted Adult Services and the adults and
children who use the public Internet computers by creating Kid Kits. A Kid Kit can be borrowed from the Info
Page station by a parent ore guardian using a computer. The kits contain a variety of games and coloring
materials and other fun items to help pass the time more quickly for a child orchildren_ We recently had two
children come to the Info Desk and ask if they could borrow the toys. They had used the kits before and really
liked them. And even better they

I went to the dentist this week, which may not seem remarkable but represented a little microcosm of how the
the Library's public relations efforts reach our patrons. The
hygienist mentioned she enjoys the Library's program on Boo
KXIC and enjoyed hearing about the Library's Teen Center. Then
the dentist came in and said, "I heard you on the radio a couple
months ago and there was a book you were talking about with
"sunshine" in the title. I think my wife's book group should read
that book." I was perplexed, so found my smart phone, showed
him the Library's blog, then found the blog post for the book he
was looking for. I talked about a couple other books and

from Library staff who have similar conversations based on radio programs, newspaper articles, blog entries,
and social media posts_ The box above shows a fun conversation we had with a patron on our Instagram site.
We are thinking about summer and strategies to ensure children have Library Cards and are ready for summer
reading and riding the Summer Library Bus. We eMailed all ICCSD elementary teacher -librarians to discuss how
we can work togetherto assure students have Library Cards. Some schools are distributing Library Cam
applications theywill collect and send tothe Library. We'll create cards accounts and mail the Library Card to
the students home. [Nherschools are planning dateswhen Library staff can travel to the school, either during
the dayorfor a family -centered event, to issue Library Cards. Otherschools are distributing Library information
at parent -teacher conference days and kindergarten roundups. We want to work with each school in whatever
way that works best to support efforts to help students get a LibraryCard.
Recently 1 had a meeting with staff from Iowa City Transit; we are planning forjoint outreach efforts -to promote
the Summer Library Bus. Transit hasan outreach effort called "Ride Right" that lets students know about safety
and rules related to usingthe bus. Our tentative plan is to take a busto school family nights we routinely attend
and have Library Card sign-up an the bus. Transit staff can talk about riding the bus safely, and we can help
students and their families get Library Cards.
As I mentioned in our January report, in Oecemberwe began sending eMall noticesto patrons in the service
area who have entails listed in their Library Card account,
letting them know their account is set to expire in the next
seven days. Patronsare invited to call, eMall or stop by to
update account information. Switchboard staff handles calls
and eMails, while Help Desk staff assists patrons in person,
This project has been a great success and patrons appreciate
the notice. The box to the right shows one of the nice notes
we received from a patron in response to the email.

Annually in March we do a purge of inactive Library Accounts to keep our database up-to-date. Accounts are
purged when they are inactive for three years and owe less than $20 or inactive forseven years and owe $21 to
$200. We do not purge accounts where fines or billed items exceeds $200. Thisyear, 7,665 accounts were
purged from the system. Of those, 4,395 had no fines or billed items. 2,953 inactive accounts purged owed less
than $20. This represented $13,779 of fines and billed Items removed from the system. 417 inactive accounts
purged owed between $21 and $200. This represented $16,D52 of fines and billed items removed from the
system. After the purge, we have 63,020 active Library Accounts.

Looking Forward on May 17
You're invited to enjoy an energizing evening with other library friends on Sunday, May 17" during the Friends
Foundation's newest Ilbrary fundraising event. Looking Forward will be held at the library and replaces the
retired spring event, Bullding the Collection.
The stimulation will begin at 6 p.m. with "The Future: From Fiction To Fact" presented by Dan Reed, UI
Research and Economic Development Vice President, and Brooks Landon, author and UI Professor of English.
Guestswill have a lot to talk about after hearing these two futur€sts whose acclaim is in technology and science
fiction.
Around 7 p.m., guests will be treated to light appetizers and libations, and the opportunityto learn more about
the beloved library during informal "behind -the -scenes" tours.
Invitations will be mailed early next month. Reservations are $125 per person and are required. We look
forward to welcoming you and your friends at the event!

This April marks the 15QP' anniversaryof the end of the Civil War. After four years of warwith more than 3
620,000 Americans dead, the ship, accordfngto Wait Whitman, was finally "anchor'd safe and sound." °

But there was a great deal of work to do to begin healing a nation fragmented and strained In many
differentways. A task even more daunting because this same April also signifies another 15V
anniversary: the assassination of President Lincoln. To help you explore the Civil War, check out some of
these new books from the Iowa City Public Library.
Interested in the economic impact7To gain an understanding of how crucial slavery was to boosting the
economic growth of the United States and how difficult itwas to disentangle the Gauntry from it, take a

textile mills of the North. "Empire of Cotton" by Svren Beckert also explores the impact of cotton's
importance to the antebellum economy.
With more than three million serving in the war, another issue facing the nation was the large number
of soldiers returning home. Brian Matthew Jordan's "Marching Home" discusses the psychological toll
the war had on Union veterans and the problems they confronted reintegrating into society. Jordan uses
the letters, diaries, essays, and medical reports of veterans to show that in spite of facing severe injuries,
alcoholism, mental illness, and small pensions, Civil War soldiers worked to make sure their sacrifice was
not forgotten by a natlon moving Into the Gilded Age. For more on the social and psychological impacts
of the Civil War, check out James M. McPherson's "The Warthat Forged a Nation: Why the Civil War Still
Matters."
Losing the president also sent shock waves in establishfng a way forward. Two new books provide
firsthand accounts of Abraham Lincoln's assassination. "Backstage at the Lincoln Assasslnaticn" by
Thomas A. Bogar tells the story of the stage hands and actors who witnessed the assassination and the
beginning hours of the investigation. "President Lincoln Assassinated" uses eighty historical documents
to tell the story of the assassination, manhunt, and trial, as well as the nation's response to these
events- Books on the impact of Lincoln on our national identity include Martha Hodes' "Mourning
Lincoln" and Richard Wightman Fox's "Lincoln's Body."

that Is unique —a City of Literature. Iowa City, Iowa was named a City of Literature in 2008, becoming
the third city in the world to earn the designation, after your home of Edinburgh, Scotland and
Melbourne, Australia. We like to feel that we are a "sister city" to the home of one of our favorite
authors —you!
The people of Iowa City are passionate about reading and writing. Home to the University of Iowa, Iowa
City has promoted creative writing for over go years through the Iowa Writers' Workshop, known for its
award -winning fatuity and alumni. Each year, the City of Literature and the Iowa City Public tibrary hosts
the Iowa City Book Festival, as well as a children's book festival, One Book Two Book: A Celebration of
Children's Literature In the Cityof Literature. We even have book quotes and illustrations embedded in
our sidewalks throughout ourdowntown area, as part of our public art.
Last year, the Iowa City Public Library held a March Madness book competition, our literary equivalent
to the basketball tournament brackets. The children's book character winnerwas Harry Potter ---by an
overwhelming majority of votes! Adults and children alike were passionate about their love for the boy
who lived. In this City of Literature, Harry Potter is our hero.

Committee members brainstormed how they could convince Rowling that she

letters thanking Rowling for her work, and personally appeal for her to appear.

The committee so far has partnered with entities such as the Iowa City Public
Library, University of rowa Honors College and Iowa City School IJisirid.
Richmond said he wants people from across the state to get involved. There is
a short time frame, though. Letters are due by March 13.
Richmond said they wanted to keep a tight time frame on the campaign so
apathy would not set in.
"If we made it due by and of school year, it loses that sense of excitement and
sense of urganoy,' Romond said.
Richmond said the committee derided to lime the invite to Spring 2016 for a
number of reasons. For one, it would take time to figure out the logistics. Also,
a number of events — such as the opening of the new University of Iowa
Children's Hospital — are occurring in that time frame, and the committee
would like Rowling's appearance to be tied to them.
"Her visit would mean a lal to community and would definitely be our biggest
speaker for the year,' Richmond said. 'It probaluly would he in the baskelball
stadium, and maybe even the foolboll stadium.'
Richmond said the committee would offer to make a donation to RmNing's
charity, Lumos, in exchange for her appearance. It likely would be upward of
$50,000, he said.
Richmond also said the committee has been Trying to get in touch with
someone connected to Rowling in order to deliver the letters once they are
compiled. He doesmi want them to Just end up in'sdme moil room
somewhere.' he said. One idea has been to partner with Iowa Co's City of
Literature organization, as Edinburgh. Scotland, where Rowling tires, also is a
UNESCO City of Literature.
"The worst case scenario is she doesn't come, but either way it's a good
project,' Richmond said of the letter writing campaign. 'Either way we have
shown our appreciation '
