BEER PERMIT APPLICATION
BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA,
that a Class "B" Beer Permit Application is hereby approved
for the following named person or persons at the following
described location:

Said approval shall be subject to any conditions or re-

estimate of cost for the construction of the above-named project is to be held
on the 25thday of July 1978 , at 7:30 P.M. in the Council
Chambers, Civic Center, Iowa City, Iowa.

the public hearing for the construction of the above-named project in a newspaper
published at least once weekly and having a general circulation in the city, not

Whenever reference is made to the "Standard
Specifications", it shall be the "Standard
Specifications for Highway and Bridge Construc-
tion", Series of 1977, Iowa Department of
Transportation, Ames, Iowa.
Each proposal shall be made on a form
furnished by the City and must be accompanied
by a bid bond or cashier's or certified check
drawn on an Iowa Bank and filed in a sealed
envelope separate from the one containing the
proposal, and in the amount of $ 1.500.00
made payable to the City Treasurer of the City
of Iowa City, Iowa, and may be cashed by the
Treasurer of the City of Iowa City, Iowa, as
liquidated damages in the event the successful
bidder fails to enter into a contract within
ten (10) days and post bond satisfactory to
the City insuring the faithful performance of
the contract. Checks of the lowest two or
more bidders may be retained for a period of
not to exceed fifteen (15) days until a contract
is awarded or rejection is made. Other checks
will be returned after the canvass and tabula-
tion of bids is completed and reported to the
City Council.
Payment to the Contractor will be made as
specified in the "Standard Specifications",

A RESOLIPTION CERTIFYING SIDEWALK
REPAIR CHARGES TO COUNTY AUDITOR
WHEREAS, pursuant to state and local law the abutting property owner
is required to maintain all property outside the lot and property lines
and inside the curb lines upon the public streets, and
WHEREAS, the City has made demand of Mr. James Truitt, by certified
mail, to repair portions of a sidewalk located in front of 803 E. College
Street and 214 So. Lucas Street, and
WHEREAS, the sidewalks required to be repaired were not so improved
at the end of the thirty day time period stated in such demand, and
WHEREAS, the City performed such repairs and incurred an expense of
$1,030.34 to install such sidewalks and has held a public hearing on the
amount to certify to the County Auditor to assess against the properties at
803 E. College street and 214 So. Lucas Street in Iowa City, Iowa.
BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF IOWA CITY, IOWA,
that the City Clerk is hereby authorized and directed to certify the above
sidewalk repair charges to the County Auditor for collection as regular taxes
as by statute provided.

The Bond Ordinances authorizing the issuance of Series 1965 and Series
1966 Sewer Revenue Bonds required a Bond Interest Reserve Fund. Per the
ordinance, monthly deposits of $1,000 from the net earnings of the sewer
operation must be deposited in this reserve fund. The Bond Ordinance
provides that any time there is an excess in the reserve fund over and
above the maximum amount of principal and interest to become due in any
fiscal year thereafter on the outstanding bonds and parity bonds, such
interest may be used to purchase or call any of the outstanding bonds or
mabe and transferred t

several million dollars in local funding for this project, I do not see
that there would be an economic advantage to the City in calling or
purchasing any outstanding bonds at this time. I recommend that the
excess $70,000 be transferred to the Depreciation, Extension and Im-
provement Fund and be designated for the Waste Water Treatment Facility
Improvement Project.

advise you of the following action:
ACTION:
Pursuant to Section 6.14.06 the City Traffic Engineer will direct that
signs be installed so as to prohibit parking at all times on the west
side of Clark Street from the intersection of Clark Street with Walnut
Street north and the intersection of Clark Street with the railroad
right-of-way, effective July 11, 1978.
COMMENT:
This action is being taken to resolve access problems to residential
homes in this one block area. This prohibition will be consistent with
existing prohibitions on Clark Street south of Walnut Street.

In response to your request of last Tuesday, please be ad=
vised that Hy -Vee Food Stores, Inc., does indeed desire that the
Planning Commission reconsider rezoning the Swaner property on
North Dodge from CH and R2 to PC as requested by Hy -Vee in 1976.
As we are sure you are aware, Hy -Vee feels it is in the best
interests of the neighborhood and the site itself that the
property be rezoned --for specifics, see the report filed with the
Commission on November 16, 1976, by Ron Pearson, as well as the
other considerable data presented and placed of record.
We would also like to take this opportunity to state that we
are cognizant of the 'fact' that the Commission has recommended
rezoning the front portion of the subject properly from CH to
R2. We intend, if unable to secure our rezoning request, to
construct a supermarket on the CH portion of the property and are
in the process of preparing an application for a building permit. As
we told the Commission several times, it is not our recommendation;
we have, however, been left no alternative.
We anticipate our application will be completed in the near
future, but hope the Commission will reconsider and the Council
approve our planned commercial development proposal.

the terns and conditions upon which the Contractor is willing to perform the work
specified:
NOW, TIUM ORE, IT IS AGREED:
1. That the City hereby accepts the proposal of the Contractor for the work
and for the stuns listed below:
Base Bid Price per ton $ 00.00
Subsidy per ton for each dollar market price
drops below base bid price $ 00.00
Note: If the Contractor is bidding any other form of bid or sonic
modification of the above stated bid conditions, a page shall
be attached completely explaining such modifications.
The mnlximum subsidy from the City to the Contractor under any
conditions shall not exceed $10 per ton.
2. That this Contract consists of the following component parts which are
made a part of this agreement and Contract as fully and absolutely as

Bond Issue
The attached summary shows the Capital Projects budgeted for FY79 which were to be
funded, partially or in total, by General Obligation Bond issues. 1 am recommending
funding of two of the projects with the increased allocation of Road Use Tax monies,
which the City will receive in FY79, rather than funding with proceeds from the bond
issue. These projects are shown on the attached schedule and total $235,000. We
estimate an additional $260,000 of Road Use Tax monies will be received in FY79.
This will be sufficient to fund the two projects plus provide funding for repair of
the Summit Street Bridge.
A bond issue of $2,250,000 needs to be sold this summer. A detailed breakdown is
attached. The City's debt margin is computed as follows:

PROPOSED $2,250,000 BOND ISSUE
RIVER CORRIDOR TRUNK SEWER IMPROVEMENT PROJECT
During FY79 work will begin on the first $2,000,000 in
construction of a $4,000,000 trunk sanitary sewer from
the present sewage treatment plant to Taft Speedway.
The existing east and west side trunk sewers are
currently over -loaded and require immediate relief
for present and future loads to prevent discharging
of raw sewage into the Iowa River. This trunk sewer
will also provide sanitary sewer for some areas on
the north side that are unable to develop now because
of the lack of sewer. It is anticipated that this
portion of the G.O. Bond Issue will be abated by
sewer revenues.
WASTEWATER TREATMENT FACILITIES IMPROVEMENT PROJECT
The purpose of this project is to provide for im-
provement to the collection system and for the con-
struction of a new sewage treatment plant. This
improvement will bring the City's sewage system
into compliance with State and Federal laws that
regulate the operation and maintenance of sewage
collection and treatment systems. Federal and
State assistance in the amount of 80% of the
project cost is anticipated. It is anticipated
that this portion of the G.O. Bond Issue will
be abated by sewer revenues.
CONCRETE STREET AND CURB REPAIR PROJECT
This project provides a program of concrete repair,
mudjacking and concrete curb replacement for the
City's concrete surfaced streets.
BRIDGE REPAIR PROJECT
This project provides for the rehabilitation and
reconstruction of City bridges including Iowa
Avenue, Governor Street, Court/Muscatine and other
bridges throughout the City. It also provides
for inspection of the Burlington Street Bridge.
Additional construction expenditures will be
required for the Burlington Street bridge in
future years.
CITY SHARE EXTRA -WIDTH PAVING PROJECT
The purpose of this project is to provide the City's
share of the cost of extra -width paving in new sub-
divisions. By City Ordinance, the City participates
in the cost of all streets that are wider than 28 ft.
The private developers cover the cost of 28 ft. wide
paving, the City pays for the cost of paving in excess
of that amount.

The Council of Iowa City, Iowa, met in regular
session, in the Council Chambers, in the Civic Center, 410
Gast Washington Street, Iowa City, Iowa, at 7:30
o'clock P. M., on the above date. There were present Mayor
Robert Vevera in the chair, and the following
named Council Members:

The Mayor announced that this was the time and place for
the public hearing and meeting on the matter of the issuance
of $2,250,000 General Obligation Bonds in order to provide
I funds to pay costs of constructing and improving sanitary
sewers and wastewater treatment facilities, constructing
street and traffic control improvements, and reconstructing,
improving and repairing city bridges including without limita-
tion capital improvement projects designated as the River
( Corridor Trunk Sewer Improvement Project, Wastewater Treatment
Facilities Improvement Project, Concrete Street and Curb
Repair Project, Bridge Repair Project, and Gilbert Street
Reconstruction and Intersection Improvement Project, an
essential corporate purpose, and that notice of the proposed
action by the Council to institute proceedings for the issuance
of said bonds, had been published pursuant to the provisions
of Section 384.25 of the City Code of Iowa.
The Mayor then asked the Clerk whether any written
objections had been filed by any city resident or property
owner to the issuance of said bonds. The Clerk advised the
Mayor and the Council that no written objections had been
filed. The Mayor then called for oral objections to the
issuance of said bonds and none were made. Whereupon, the
Mayor declared the time forreceiving oral and written objections
to be closed.

WHEREAS, pursuant to notice published as required by law,
this Council has held a public meeting and hearing upon the
proposal to institute proceedings for the issuance of $2,250,000
General Obligation Bonds for the essential corporate purpose
f of constructing and improving sanitary sewers and wastewater
treatment facilities, constructing street and traffic control
improvements, and reconstructing, improving and repairing city
bridges including without limitation capital improvement
projects designated as the River Corridor Trunk Sewer Improve-
ment Project, Wastewater Treatment Facilities Improvement
Project, Concrete Street and Curb Repair Project, Bridge
Repair Project, and Gilbert Street Reconstruction and Intersec-
tion Improvement Project; and has considered the extent of
objections received from residents or property owners as to
said proposed issuance of bonds; and, accordingly the following
action is now considered to be in the best interests of the
City and residents thereof:

General Obligation Bonds
Sealed bids will be received until 1:00 o'clock
P.M., on the 9th day cf August, 1978, at the office of the
Director of Finance in the Civic Center, Iowa City, Iowa, for
the purchase of $2,250,000 General Obligation Bonds of the
City of Iowa City, Iowa, at which time such bids will be
referred to the City Council of said City at its meeting to be
then held at the Council Chambers in the Civic Center in said
City. Open bidding will be concluded not later than 1:30
o'clock P.M., and, after the best open bid has been determined,
the sealed bids will be publicly opened and the bonds will be
sold to the highest bidder for cash. Sealed bids will be
fully protected.
Bonds will be dated September 1, 1978, in the denomi-
nation of $5,000 each, and to mature as follows:

Said bonds will bear interest payable June 1, 1979,
and semiannually thereafter and will be registrable as to
principal only.
None of said bonds will be optional for redemption
prior to maturity. Both principal and interest will be payable
at the office of the City Treasurer, Iowa City, Iowa. Each
bid must be only for all of said bonds upon terms of not less
than par and accrued interest and shall specify the interest
rate or rates for the bonds in a multiple of one-quarter or
one-tenth of one percent provided that only one rate shall be
specified for a single maturity and not more than three (3)
rates will be named. Repeating a previously mentioned rate
will not constitute an additional interest rate. The difference
between the highest and lowest rate of interest bid shall not
exceed 1% per annum and the maximum rate of interest which may
be bid shall not exceed 7%. Each installment of interest will
be represented by a single coupon on each bond. The bonds
will be awarded to the best bidder determined upon the basis

of the lowest total interest cost at the rate or rates designated
in his bid from September 1, 1978 to the ..espective final
maturity dates, after deducting any premium.
These bonds constitute general obligati:ns of the
City payable from taxes levied upon all the taxab.Le property
in the City without limitation as to rate or amount. Said
bonds are expected to be delivered within thirty (30) days
after the sale at any mutually agreeable bank or trust company
in the City of Chicago, Illinois or Des Moines, Iowa, without
j expense to the purchaser. Should delivery be delayed beyond
sixty (60) days from date of sale for any reason without the
fault of the City, or except failure of performance by the
purchaser, the purchaser may withdraw his check and thereafter
his interest in and liability for the bonds will cease. When
the bonds are ready for delivery, the City will give the
successful bidder five (5) days' notice of the delivery date
j and the City will expect payment in full in immediately avail-
able funds on that date, otherwise reserving the right at its
option to determine that the bidder has failed to comply with
his offer of purchase. The City will furnish the printed
bonds and the approving opinion of Messrs. Ahlers, Cooney,
Dorweiler, Haynie and Smith, Lawyers, Des Moines, Iowa,
together with the transcript and usual closing papers, including
non -litigation certificate. Said opinion will be printed on
the bonds and will recite that, based on existing statutes and
I decisions, interest on said bonds is exempt from present
federal income taxes. Each bidder must furnish a separate
certified or cashier's check drawn on a solvent state or
national bank or trust company as bid security in the amount
of $45,000 payable to the order of the City Treasurer of said
City as a guarantee of good faith, this amount to be retained
pending full performance by the successful bidder and to be
forfeited to the City as agreed liquidated damages upon failure
of the purchaser to take up and pay for the bonds when ready
in accordance with his bid, which must be reduced to writing
on the Official Bid Form.
The City Council reserves the right to waive
informalities in any bid, to reject any or all bids and to
determine in its sole discretion the best bid.
The City Council has authorized the preparation of
an Official Statement containing pertinent information relative
to the City. For copies of that Statement and the Official
Bid Form, or for any additional information, any prospective
purchaser is referred to Rosemary Vitosh, Director, Department

A RESOLUTION SETTING PUBLIC HEARING ON A PROPOSED
CABLE TELEVISION ENABLING ORDINANCE AND A DRAFT
REQUEST FOR PROPOSALS (RPP)
WHEREAS, the City Council in Resolution No. 78-139 directed that
the City Attorney present a draft cable television franchise ordinance
setting forth the regulatory requirements of the City of Iowa City, Iowa
for a cable television franchisee or franchisees, and
11IEREAS, said Resolution No. 78-139 directs the City Manager to
present a draft "Request For Proposals" which shall be an invitation to
submit formal applications by those interested in obtaining a franchise
from the City, and
WHEREAS, the City Manager and City Attorney have prepared or will have
caused to be prepared drafts of the aforementioned documents, and
WHEREAS, Resolution No. 78-139 requires a public hearing to be
conducted before the City Council on the draft ordinance and Request
For Proposals prior to the City Council acts upon such proposals,
NOIV, THIREIURE, BE IT SO RESOLVED I3Y THE CITY COUNCIL OF THE CITY OF

RESOLUTION DESIGNATING PREFERRED REDEVELOPERS FOR REDEVELOPMENT
PARCELS IN THE DOWNTOWN URBAN RENEWAL PROJECT.
k91EREAS, the City of Iowa City, Iowa, has under date September 2, 1970,
entered into a contract for loan and grant with the United States of America; and,
WHEREAS, the City of Iowa City, Iowa, has undertaken pursuant to said contract
an Urban Renewal Project known as the City -University Project I, Project No. Iowa
R-14; and,
WIIEREAS, the City of Iowa City, Iowa, has received an entitlement of funds
pursuant to the Housing and Community Development Act of 1974; and,
WHEREAS, the City of Iowa City, Iowa, has, pursuant to the provisions of
Title 24, Part 570, Section 570.801(c) of the Code of Federal Regulations, transferred
iCommunity Development Block Grant funds to said Urban Renewal project, and transferred
control of certain real property acquired in carrying out said Urban Renewal project
to the City Council of the City of Iowa City from the City Council acting as LPA,
by Resolution No. 76-446, dated December 14, 1976, and by Resolution No. 77-312,
dated August 9, 1977; and,
WHEREAS, the City Council of Iowa City, Iowa, caused to be issued a solicitation
of offers to purchase land for private redevelopment; and,
WHEREAS, offers to purchase land for private redevelopment were received and
opened by the City of Iowa City on .June 12, 1978; and,
WIMEAS, all offers to purchase received have been reviewed by the City staff
and the City Council;

t NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that
pursuant to the authority granted by Section 403 of the 1977 Code of Iowa and
Section 570.801(c) of Part 570, Title 24, Code of Federal Regulations, and pursuant
to the procedures specified in Section 5, Iowa City Downtown Urban Renewal Prospectus,
the following redevelopers are designated as the preferred developers of the
disposition parcels set forth below:

BE IT FURTHER RESOLVED, that the City Manager is hereby authorized and directed

RESOLUTION APPROVING THE PRELIMINARY DESIGN PLANS FOR
REDEVELOPMENT ON URBAN RENEWAL PARCEL(S)103-3
WHEREAS, the City Council of the City of Iowa City, Iowa, has solicited Offers
to Purchase and Redevelop Urban Renewal parcels; and,
WHEREAS, the City Council has, under the terms of the land disposition agree-
ment, reserved the right to approve preliminary design plans of all redevelopment to
occur on Urban Renewal parcels; and,
WHEREAS, Capitol States Associates has submitted
preliminary design plans for the redevelopment of Parcel(s) 103-3
in the Iowa City Urban Renewal Project; and,
WHEREAS, said preliminary design plans have been reviewed by the City staff and
the Design Review Committee; and,
WHEREAS, recommendation from the staff and the Design Review Committee have
been received by the City Council,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that the
preliminary design plans submitted by Capitol States Assareahereby approved,
for the redevelopment of Parcel(s) 103-3
subject to the conditions and reservations set forth in Attachment A to this
Resolution, which attachment is by this reference hereby incorporated herein; and,
BE IT FURTHER RESOLVED that upon this approval, necessary permits may be issued
for this development upon full compliance with all applicable codes and ordinances.

RE: Adjustments in Proposed Pay Plan
As per your request, I would like to summarize the changes recommended
by various departments for the proposed pay plan to be considered by
City Council.
1. Adjustments were made to the ranges for bargaining unit employees
in all three units to reflect contract settlements. In the
general units Step A was decreased between 5% and 7%, depending
on the range. Steps B through F were raised IN an hour to
reflect the first quarter's cost of living increase. In the
Police unit, approximately a 5% adjustment was made to each step
and a new step was added. For the Fire Department, the increase
amounts to about 51,%.
2. A 6% increase was given to all confidential, administrative and
supervisory ranges. The only exception for this group was the
job title Police Captain, where a 9% increase was made to correct
an inequity which had developed between the Police Captains and
the Fire Battalion Chiefs.
3. Several reclassifications are reflected in this pay plan. They
are of two types, one already approved by the Council and the
other presented for their consideration on July 11. Two title
changes which they had already approved include changing the
Accountant to Word Processing Center Supervisor and adjustment of
the Buyer from Range 6 to Range 8. Reclassifications being
considered for the first time on this agenda are the following:
Housing Management Aid, Range 6, from Senior Clerk Typist,
Range 3.
Transit Operations Assistant, Range 6, from Transit Dispatcher,
Range 4.
Rehabilitation Construction Specialist, Range 12, from Range
11.
Civil Rights Specialist, Range 11, from Range 9.
Senior Building Inspector, Group 3 Administrative Pay Plan,
from Group 2 Administrative Pay Plan.
Each of these changes has already received your approval and
complete documentation has been provided previously.

Each of these reclassifications is based on one of these factors:
inability to recruit at previous range; major change in job duties
(increased responsibility); internal inequity. Documentation is required
before a change is proposed and is available for your inspection again
at this time.
4. Adjustments were made in the compensation for pool managers, sports
officials, and playground supervisors on the temporary employees
pay plan to reflect the increase in value of those jobs to the City
since the previous pay plan and to assist in recruiting.
The Police Chief and Fire Chief appear in two places. The Administrative
Pay Plan serves as a general guideline for long-range salary planning
for these people. The range stated on the departmental pages reflects
current salary and is used to compute pensions for retirees.

RE: Assistant City Manager
Attached is the existing position description for the Administrative
Assistant and the proposed position description for the Assistant City
Manager. The new position will be in the same pay range as the Admin-
istrative Assistant.
As indicated in the first paragraph of the new description, primary
emphasis will be upon budget and staff services, coordination and
program performance evaluation.
The purposes of this change are to:
1. Clarify the role of the manager's "assistant."
2. Provide additional support for the coordination of the internal
operations of the City.
3. Emphasize program performance evaluation.
The Assistant City Manager will become the full-time staff position in
the Manager's office. Linda Schreiber will continue to work part-time
on human services planning and aid -to -agencies. The functions of the
secretary to the City Manager will change as word processing provides
increased support.
If the positions of Assistant and Secretary change appreciably in the
months ahead, both in the assumption of new responsibilities and the
level of performance, additional recommendations may be made concerning
salary and position classifications.
