GRANT AGREEMENT WITH THE IOWA DEPARTMENT OF NATURAL
RESOURCES.
Comment: Previous options to improve public safety and provide fish
passage did not include modifications to the Burlington Street dam. This
amendment is to authorize a conceptual design of modifications to the dam
and upstream river improvements that include improvements to public safety,
water quality, fish habitat and recreation and to determine the costs of said
improvements located at, or upstream of the dam. There is no change to the
consultant's fee. This also authorizes the City Manager to sign further
amendments to the consultant's agreement if needed. The Iowa Department
of Natural Resources (DNR) has awarded the City a $50,000 grant to assist
with this project, and this resolution also authorizes the City Manager to sign
the grant agreement and any amendments if needed.

AUTHORIZING CITY MANAGER TO MAKE APPLICATION FOR
FUNDING ASSISTANCE FROM THE STATE HISTORICAL SOCIETY OF
IOWA FOR THE RESTORATION OF THE OLD SETTLERS'
ASSOCIATION LOG CABINS IN UPPER CITY PARK AND TO SIGN
GRANT AGREEMENT IF AWARDED
Comment: Staff recommends approval of a resolution authorizing
application for funding assistance from the State Historical Society of
Iowa, Historical Resource Development Program (HRDP) for the
restoration of the log cabins in Upper City Park. The maximum grant
funding is $50,000 with a local match required of $25,000. The Parks and
Recreation Foundation has received in excess of $16,000 in donations to
date.
ITEM 4d(3) ` .CHURCHILL MEADOWS — RESOLUTION APPROVING FINAL PLAT.

Comment: A ,Keliminary plat of Churchill Meadows was approved on
January 6, 2015Staff recommends approval of the final plat subject to
approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved priorthe April 21 City Council
meeting. Approval will allow the developme Churchill Meadows, a 96 -
lot, 37.46 -acre residential subdivision located on Herbert Hoover
Highway.

Foundations Inc. of Iowa City, Iowa, in substantial accordance with the
plans and specifications. The Engineer's Report and Performance and
Payment bonds are on file with the City Engineer.

ITEM 4d(7) FIRST AVE. GRADE SEPARATION PROJECT - IOWA INTERSTATE
AGREEMENT AND UTILITY RELOCATION REIMBURSEMENT -
�� _ J� RESOLUTION AUTHORIZING THE CITY MANAGER, OR DESIGNEE,
TO APPROVE REIMBURSEMENT FOR UTILITY RELOCATIONS IN THE
FIRST AVENUE GRADE SEPARATION PROJECT.
Comment: There are a number of utilities located within the First Avenue
and Iowa Interstate Railroad right-of-way that will need to be relocated at
the City's expense. This resolution seeks authorization for the City
Manager, or designee, to negotiate and reimburse said utilities for those
relocations.
ITEM 4d(8) PUBLIC ACCESS TELEVISION EXTENSION - RESOLUTION
AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO
ATTEST AN AMENDMENT TO THE AGREEMENT WITH PUBLIC
S 13 ACCESS TELEVISION, INC. TO EXTEND THE TERM.
Comment: The City has a contract with Public Access Television, Inc,
(PATV) for the provision of public access and community programming
that expires April 30, 2015. City staff and PATV are negotiating a new 3 -
year agreement. This resolution approves an amendment to extend the
term by one month to May 31, 2015 in order to allow the parties additional
time to complete the negotiations.
ITEM 4d(9) WORKFORCE HOUSING TAX CREDITS - RESOLUTION IN SUPPORT
OF THE APPLICATION OF VAN PATTEN HOUSE LLC FOR
WORKFORCE HOUSING TAX INCENTIVES PROGRAM FROM THE
S - 7 IOWA ECONOMIC DEVELOPMENT AUTHORITY TO CONSTRUCT
RESIDENTIAL HOUSING AT 9 S. LINN STREET AND COMMITTING
LOCAL FUNDS TO THE PROJECT.
Comment: Van Patten House LLC is applying for Workforce Housing Tax
Incentives from the Iowa Economic Development Authority to assist
financing the construction of residential housing that will include up to 26
dwelling units. The applicant anticipates that up to 16 housing units will
qualify under this program. As part of its application, the developer needs
a resolution by the local governmental subdivision supporting the
application and committing at least $1,000 per dwelling unit to this project
(at least $16,000 for 16 assisted housing units). This resolution also
authorizes the City Manager to enter into a funding agreement with Van
Patten House LLC.

ITEM 4e(1) UNIVERCITY SALE, 403 DOUGLASS COURT - RESOLUTION
SETTING PUBLIC HEARING FOR MAY 5, 2015, ON A PROPOSAL TO
CONVEY A SINGLE FAMILY HOME LOCATED AT 403 DOUGLASS
S — COURT.
Comment: In the UniverCity Neighborhood Partnership Program, the City
purchases rental units located in designated neighborhoods surrounding
the University, rehabilitates them, and then sells them to income -eligible
buyers. Under the UniverCity Neighborhood Partnership Program, the City
proposes to sell 403 Douglass Court. The amount of the sale will be
$102,000 (this is what the City paid to purchase the home) plus the
"carrying costs," which are which are all costs incurred by the City to
acquire the home, maintain it and sell it, including abstracting and
recording fees, interest on the loan to purchase the home, mowing and
snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home.
ITEM 4e(2) CENTRAL BUSINESS DISTRICT ADDITION - MOTION SETTING A
PUBLIC HEARING FOR MAY 5 ON A RESOLUTION APPROVING AN
AMENDMENT TO THE COMPREHENSIVE PLAN TO ADD THE AREA
GENERALLY BOUNDED BY CLINTON STREET, JEFFERSON
STREET, BLOOMINGTON STREET AND DUBUQUE STREET TO THE
CENTRAL PLANNING DISTRICT.
Comment: At its March 19 meeting, by a vote of 7-0, the Planning and
Zoning Commission recommended approval of this amendment. Approval
will add the subject area to the Central District Plan and clarify the
comprehensive plan policies that apply.
ITEM 4e(3) COMPREHENSIVE PLAN AMENDMENT FOR PORTIONS OF THE
CIVIC DISTRICT - MOTION SETTING A PUBLIC HEARING FOR MAY
5 ON A RESOLUTION APPROVING AN AMENDMENT TO THE
COMPREHENSIVE PLAN TO ADD PORTIONS OF BLOCKS NORTH
OF IOWA AVENUE AND EAST OF GILBERT STREET; AND
PORTIONS OF BLOCKS EAST OF VAN BUREN STREET AND NORTH
OF BURLINGTON STREET TO THE CENTRAL PLANNING DISTRICT.
Comment: At its April 2 meeting, by a vote of 7-01 the Planning and
Zoning Commission recommended approval of this amendment. Approval
will add the subject area to the Central Planning District and clarify the
comprehensive plan policies that apply, including standards to improve
compatibility between central business zones where they transition to
residential areas.

ITEM 4e(4) PARKING GARAGE MAINTENANCE PROGRAM 2015 - RESOLUTION
SETTING A PUBLIC HEARING ON MAY 5, 2015 ON PLANS,
SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST
FOR THE CONSTRUCTION OF THE IOWA CITY PARKING GARAGE
MAINTENANCE PROGRAM 2015 PROJECT, DIRECTING CITY CLERK
TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY
ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC
INSPECTION.
Comment: The 2015 Project focuses on concrete floor repairs and
membrane patching in the Dubuque Street Ramp. Additional efforts in
this facility include repairs to deteriorated concrete beams, expansion
joints, stair tower tread and risers, and interior facade lintels, along with
other isolated structural and waterproofing repairs throughout the garage.
Additionally, smaller repairs to the Capitol Street Ramp, Chauncey Swann
Ramp, and Tower Place Parking Ramp will be made. The estimated
construction cost for the base bid is $402,000 and will be funded with
Parking revenue proceeds.
ITEM 4e(5) AMENDING FY2015 OPERATING BUDGET - RESOLUTION SETTING
A PUBLIC HEARING ON AMENDING THE FY2015 OPERATING
BUDGET.
Comment: This resolution sets a public hearing for May 5, 2015 to
amend the FY2015 operating budget. Information will be available to the
public on Friday April 24, 2015.

Comment: At its February 19, 2015 meeting, by a vote of 6-0, the
Planning and Zoning Commission recommended approval of this
rezoning. The rezoning will adjust the zoning boundary to coincide with a
proposed 21 -lot residential subdivision (Silver Slope) located north of
Muscatine Avenue and west of Scott Boulevard. The Council held a
public hearing and approved first consideration on March 23. Due to an
error in the publication notice and agenda the public hearing was
rescheduled and held April 15, and first consideration given at that time.

Comment: At their February 19 meeting by a vote of 6-0 (Dyer absent)
the Planning and Zoning Commission recommended approval of the
preliminary plat. Staff recommends approval of the final plats subject to
approval of legal papers and construction drawings by the City Attorney
and City Engineer. It is anticipated that legal papers and construction
drawings will be approved prior to the April 21 City Council meeting.
Approval will allow the development of Silver Slope Parts One and Two, a
21 -lot, 16.88 -acre residential subdivision located north of Muscatine
Avenue and west of Scott Boulevard.

APPROVING A PURCHASE AGREEMENT BETWEEN THE CITY OF IOWA
CITY AND RONALD WADE TRUST FOR LOT 7 OF THE NORTH AIRPORT
DEVELOPMENT SUBDIVISION, AUTHORIZING CONVEYANCE IN
ACCORDANCE THEREWITH, AND RESCINDING RESOLUTION NO. 14-325.
Comment: The North Airport Development Subdivision includes commercial lots,
which have been marketed for sale to the general public. The City has negotiated
a purchase agreement with Ronald Wade Trust which requires City Council
approval. The purchase agreement provides a sale price of $185,000 for Lot 7,
which is $4.38/sq. ft. and slightly above the amount for which other lots have
recently sold ($4.25/sq. ft.). At the April 7, 2015 Airport Commission meeting, the
Commission voted to recommend that the Council approve the purchase.
Previously Council in Resolution No. 14-325 approved conveyance of Lot 7, but
the buyer terminated the agreement during its period of due diligence.

Comment: Following a pilot food truck program in 2014, staff is recommending
an amendment to Code to allow food trucks to vend in parking stalls on City
streets with a City -issued permit. Food trucks will not be allowed to vend in the
"downtown" area (as that area is defined in the ordinance), within 150 feet of a
restaurant, or in any residential zone (e.g., RS -5, RM -12). A copy of the
Administrative Rules is included in the packet along with the ordinance.
