CONSULTANT SERVICES, WASTEWATER TREATMENT FACILITIES
CONSOLIDATION PROJECT - RESOLUTION APPROVING,
AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AND
THE CITY CLERK TO ATTEST AMENDMENT NO. 1 TO THE MAY 10,
2010 AGREEMENT BY AND BETWEEN THE CITY OF IOWA CITY
AND STANLEY CONSULTANTS, INC. TO PROVIDE ENGINEERING
CONSULTANT SERVICES FOR THE WASTEWATER TREATMENT
FACILITIES CONSOLIDATION PROJECT.
Comment: This amendment authorizes Stanley Consultants to provide
extended engineering services for a nutrient reduction study that is
required by the Iowa Department of Natural Resources. The amendment
cost is $74,650. Funds are available in the South Wastewater Plant
Expansion account.
ITEM 2b. Setting Public Hearings:
ITEM 2b(1) CONVEY, 1116 E. BURLINGTON - RESOLUTION SETTING PUBLIC
HEARING FOR JUNE 16, 2015, ON A PROPOSAL TO CONVEY A
SINGLE FAMILY HOME LOCATED AT 1116 E. BURLINGTON STREET.
Comment: Under the UniverCity Neighborhood Partnership Program, the
City proposes to sell 1116 E. Burlington Street to an income -eligible buyer.
The sale price will be $189,000 (this is what the City paid to purchase the
home) plus the "carrying costs," which are which are all costs incurred by
the City to acquire the home, maintain it and sell it, including abstracting
and recording fees, interest on the loan to purchase the home, mowing
and snow removal, utilities, real estate taxes, and any costs in excess of
$50,000 to repair and rehabilitate the home.

ITEM 2b(2) SADDLEBROOK MEADOWS - MOTION SETTING A PUBLIC
HEARING FOR JUNE 16, 2105, ON AN ORDINANCE AMENDING THE
PLANNED DEVELOPMENT OVERLAY PLAN FOR SADDLEBROOK
MEADOWS PART 1 TO ALLOW A REDUCTION OF THE FRONT YARD
SETBACK FOR CERTAIN PROPERTIES LOCATED ON BLAZING
STAR DRIVE (REZ15-00011)
Comment: It is anticipated that the Planning and Zoning Commission will
make a recommendation on the proposed amendment to the Saddlebrook
Meadows Part 1 Plan at its June 4 meeting. Approval would allow a
reduction of the front yard setback from 20 feet to between 13.91 feet and
18.48 feet for properties on the 2600 Block of Blazing Star Drive.
ITEM 2b(3) 410 IOWA AVE. - MOTION SETTING A PUBLIC HEARING FOR JUNE
16, 2015, ON AN ORDINANCE REZONING APPROXIMATELY 12,000
SQUARE FEET OF PROPERTY FROM CENTRAL BUSINESS SERVICE
(CB -2) ZONE TO CENTRAL BUSINESS SUPPORT (CB -5) ZONE
LOCATED AT 410 IOWA AVE. (REZ15-00010)
Comment: It is anticipated that the Planning and Zoning Commission will
make a recommendation at its June 4 meeting. This rezoning is to rectify
an error on a zoning action in 2005. It was discovered that while the
property has been shown as CB -5 on the Zoning Map since 2005 when
properties on the north side of Iowa Ave were rezoned from CB -2 to CB -5,
the 410 Iowa Ave property was inadvertently excluded from the legal
description in the 2005 rezoning ordinance.

ITEM 3. NORTH EAST CORNER OF COLLEGE STREET AND GILBERT ST EET
[CHAUNCEY] - REZONING APPROXIMATELY 0.62 ACRES OF PROPERTY
LOCATED AT THE NORTHEAST CORNER OF COLLEGE STREET AND GILBERT
STREET, FROM PUBLIC (P-1) AND CENTRAL BUSINESS SUPPORT (CB -5) TO
CENTRAL BUSINESS DISTRICT (CB -10). (REZ15-00006) (SECOND
CONSIDERATION)
Comment: At its April 16 meeting, by a vote of 3-3 (Freerks, Martin and Theobald
voting in the affirmative; Swygard absent), the Planning and Zoning Commission
failed to recommend approval of the proposed rezoning. Approval with staff -
recommended conditions would allow the development of a mixed-use building up to
15 stories in height, building height step -backs at the third and fifth floors, a minimum
of two floors of Class A Office space and all required residential parking being
provided on-site.

ITEM 4. VACATION OF BLOCK 43 ALLEY [CHAUNCEY] — VACATING PORTIONS OF
PUBLIC ALLEY RIGHT-OF-WAY LOCATED IN BLOCK 43, CITY OF IOWA CITY
(VAC15-00001) (SECOND CONSIDERATION)
Comment: As part of the redevelopment of the Northeast corner of College St /
Gilbert St, it will be necessary to vacate the western 160 feet of the alley right of way
in Block 43. The area occupied by alley right of way would remain in City ownership
unless and until it is conveyed as a part of conveyance of the property at the
Northeast corner of College Street / Gilbert St. At its May 21 meeting, by a vote of 6-
0 (Eastham absent), the Planning and Zoning Commission recommended approval.
