Nellie led the charge that helped secure the first federal tax incentives for the rehabilitation of historic buildings - and later, she labored tirelessly to gather information on the tax-credit program's effectiveness and pushed successfully for revisions to make it work even better. Nellie was in the forefront of lobbying initiatives that amended the National Historic Preservation Act to strengthen the partnership roles of local governments and Native American tribes. And at a time when preservation-friendly transportation policy seemed like an impossible dream, Nellie's skill and tenacity were key factors in the passage of the groundbreaking law known as ISTEA.
