City of Iowa City PROCLAMATION Whereas, somewhere in the United States, one structure fire was reported every 62 seconds, one home structure fire was reported every 83 seconds and one civilian fire injury was reported every 29 minutes; and Whereas, 80 percent of fatal home-fire victims are aged 20 and under, and are killed in homes with no smoke alarms, between the hours of 10:00 PM and 06:00 AM, when most people are sleeping; and Whereas, households with inoperative smoke alarms now outnumber those homes with no smoke alarms, and smoke alarms most often fail because of dead or missing batteries; and Whereas, the designation of a special day to remind residents of Iowa City to change the batteries in their smoke detectors, timed to coincide with the fall ritual of changing clocks, would greatly diminish the chance of this tragedy occurring in Iowa City; and Whereas, smoke alarms should be replaced every ten years; and Whereas, November 4th, 2007, is the day the citizens of Iowa City change their clocks from daylight savings time to standard time. Now, therefore, I, Ross Wilburn, Mayor of Iowa City, Iowa, do hereby proclaim the day of November 4th, 2007, to be "Change Your Clock, Change Your Battery" Day in Iowa City and urge all residents to change their smoke alarm batteries and to install new smoke alarms if they are ten years old or older. ~ ~ L/J!:b.
