JUNE 4, 2015
Iowa City City Council, special meeting, 5:30 p.m. at City Hall. Mayor Hayek
presiding. Council Members present: Dickens (Electronically), Dobyns, Hayek, Mims,
Throgmorton. Absent: Botchway, Payne. Staff members present: Markus, Fruin,
Dilkes, Karr, Knoche, Boothroy, Yapp, O'Brien, Andrew.
Council Member Payne on file stating a conflict of interest on all items related to the
rezoning and development of the northeast corner of College and Gilbert Streets.
Unless otherwise noted, all actions were affirmative and unanimous.
Moved by Mims, seconded by Dobyns, that the items and recommendations in the
Consent Calendar be received, or approved and/or adopted as presented:
Resolutions and Motions: RES. 15-191 APPROVING, AUTHORIZING AND
DIRECTING THE MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST
AMENDMENT NO. 1 TO THE MAY 10, 2010 AGREEMENT BY AND BETWEEN
THE CITY OF IOWA CITY AND STANLEY CONSULTANTS, INC. TO PROVIDE
ENGINEERING CONSULTANT SERVICES FOR THE WASTEWATER
TREATMENT FACILITIES CONSOLIDATION PROJECT.
Setting Public Hearings: RES. 15-192, SETTING PUBLIC HEARING FOR JUNE
16, 2015 ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT
1116 E. BURLINGTON STREET; Set a public hearing for June 16, 2105, on an
ordinance amending the Planned Development Overlay Plan for Saddlebrook
Meadows Part 1 to allow a reduction of the front yard setback for certain properties
located on Blazing Star Drive (REZ15-00011); Set a public hearing for June 16,
2015, on an ordinance rezoning approximately 12,000 square feet of property from
Central Business Service (CB -2) Zone to Central Business Support (CB -5) Zone
located at 410 Iowa Ave (REZ15-00010).
Moved by Mims, seconded by Dobyns, that the ordinance rezoning approximately
0.62 acres of property located at the northeast corner of College Street and Gilbert
Street, from Public (P-1) and Central Business Support (CB -5) to Central Business
District (CB -10). (REZ15-00006), be given second vote. The Mayor asked for Council
Members to disclose any ex parte communications and none were reported. The
following individuals appeared: Margaret Murray, 832 Dover St.; Marc Moen, 221 E.
College St.; Rebecca Neades, 325 E. Washington St., Iowa City Chamber of Commerce
and Iowa City resident; The Mayor declared the motion carried, 4/1 /1 /1, with the
following division of roll call vote. Ayes: Dickens, Dobyns, Hayek, Mims. Abstaining:
Payne. Nays: Throgmorton; Absent: Botchway. Moved by Throgmorton, seconded by
Dickens, to accept correspondence from Amanda Van Horne and Lauren Lyon from
Trinity Episcopal Church.
Moved by Mims, seconded by Dobyns, that the ordinance vacating portions of public
alley right-of-way located in block 43, City of Iowa City (VAC15-00001), be given second
vote. The Mayor declared the motion carried, 4/1/1/1, with the following division of roll
call vote: Ayes: Dobyns, Hayek, Mims, Dickens. Abstaining: Payne. Nays:
Throgmorton. Absent: Botchway.
