COMPLETE DESCRIPTION OF COUNCIL ACTIVITIES
JUNE 8, 2015
Iowa City City Council, special meeting, 7:00 p.m. at City Hall. Mayor Hayek
presiding. Council Members present: Botchway, Dickens, Dobyns, Hayek, Mims,
Throgmorton. Absent: Payne. Staff members present: Markus, Boothroy, Ford,
Bockenstedt, O'Brien, Yapp, Karr, Dilkes, Andrew, Knoche.
Council member Payne on file stating a conflict of interest on all items related to the
rezoning and development of northeast corner of College and Gilbert Streets. Unless
otherwise noted, all actions were affirmative and unanimous.
A public hearing was held on a resolution approving an agreement for private
redevelopment, including the transfer of land, by and between the City of Iowa City,
Iowa, and the Chauncey, L.L.C. Power point presentations were presented by
Economic Development Coordinator Ford; Neighborhood and Development Services
Dir. Boothroy; Tom Jackson, Technical Assistance Provider for National Development
Council; and Finance Dir. Bockenstedt. Individual Council Members expressed their
views. The following individuals appeared: Nicholas Johnson; Linda Farkas, 221 E.
College St.; Brandon Ross; Ed Farkas, 221 E. College St.; Lorelei Coffin, 1031 E
College St.; Donna Sorensen, 59 Acorn Ct.; Nancy Bird, Ex. Dir. Iowa City Downtown
District; Matthew Fleming, Plaza Towers; Tom Carsner; Ariane Parkes-Perret; Sam Van
Horne, 1722 Ridgeway Dr.; Rockne Cole, 1607 E. Court St.; Lauren Lyon, Rector Trinity
Episcopal Church; Rebecca Neades, 325 E. Washington St., Iowa City Area Chamber
of Commerce; Dan Cilek, 431 Oakland, META Communications; Laura Christensen,
1201 Wade, Trinity Episcopal Church; Ann Holton, Trinity Episcopal Church; Alan
Swanson; Tim Conroy, 1401 Foster Rd.; Gene Chrischilles, 1020 Deerfield Dr.; Mark
Brown; Bill Nusser, 508 River St.; Nick Nolte, Iowa City Area Development Group
(ICAD); Developer Marc Moen; and Peter Byler, 30 Ashwood Dr. Moved by Botchway,
seconded by Dickens, to accept correspondence from Peter Byler [staff response
included], Gene Chrischilles, Steve McDowell, Daryl Woodson, Sanctuary Pub; and
Council Member Throgmorton.
Moved by Dobyns, seconded by Mims, to adopt RES. 15-193, APPROVING AN
AGREEMENT FOR PRIVATE REDEVELOPMENT, INCLUDING THE TRANSFER OF
LAND, BY AND BETWEEN THE CITY OF IOWA CITY, IOWA, AND THE CHAUNCEY,
L.L.C. Individual Council Members expressed their views The Mayor declared the
resolution adopted 4/2/1, with the following division of roll call vote: Ayes: Dickens,
Dobyns, Hayek, Mims. Nays: Botchway, Throgmorton. Abstaining: Payne.
(Council took a brief recess.)
A public hearing was held on a resolution instituting proceedings to take additional
action for the issuance of not to exceed $14,200,000 Urban Renewal Tax Increment
Revenue Bonds, Series 20158. No one appeared.
Moved by Mims, seconded by Dobyns, to adopt RES. 15-194, INSTITUTING
PROCEEDINGS TO TAKE ADDITIONAL ACTION FOR THE ISSUANCE OF NOT TO
EXCEED $14,200,000 URBAN RENEWAL TAX INCREMENT REVENUE BONDS,
SERIES 20158. Moved by Botchway, seconded by Dickens, to accept correspondence
from Peter Byler [staff response included], Gene Chrischilles, Steve McDowell, Daryl
Woodson, Sanctuary Pub; and Council Member Throgmorton.

Moved by Mims, seconded by Botchway, that ORD. 15-4624, CONDITIONALLY
REZONING APPROXIMATELY 0.62 ACRES OF PROPERTY LOCATED AT THE
NORTHEAST CORNER OF COLLEGE STREET AND GILBERT STREET, FROM
PUBLIC (P-1) AND CENTRAL BUSINESS SUPPORT (CB -5) TO CENTRAL
BUSINESS DISTRICT (CB -10). (REZ15-00006), be passed and adopted. The Mayor
asked Council Members to disclose any ex parte communications and Mayor Hayek
reported one email conversation from Joan Jehle. The Mayor declared the ordinance
adopted, 4/2/1, with the following division of roll call vote. Ayes: Dobyns, Hayek, Mims,
Dickens. Nays: Throgmorton, Botchway. Abstaining: Payne.
Moved by Mims, seconded by Botchway, that ORD. 15-4625, VACATING
PORTIONS OF PUBLIC ALLEY RIGHT-OF-WAY LOCATED IN BLOCK 43, CITY OF
IOWA CITY (VAC15-00001), be passed and adopted.
Moved by Mims, seconded by Botchway, to adjourn special meeting 10:05 p.m.
