Bruce Kahn, 610 Church, appeared regarding request from Office of Student Activities to close Ellis St. between River St. & Moss Court on 4/27, from 6 P.M. to midnite for an all fraternities and sororities party, which had been denied. He stated that only Moss St. would be closed for safety reasons, the party would not be on the street, hours had been shortened to 8 P.M. to midnite, & parking in the area will be discouraged. Council - members had no objections to the City Manager making arrangements with the Police and Public Works Depts. to close Moss St., but any complaints 76 , will be acted upon. Moved by Neuhauser, seconded by Perret, to rescind acceptance of recommendations from Traffic Engineer Brachtel on calendar parking (memo of 1/4/79) and on parking prohibitions between 8:00 A.M. & 5:00 P.M., Mon. thru Fri. Neuhauser reported on her committee meeting at the White House on formulation of a Rural Policy. She also met with Environ- mental Protection Agency and Housing and Urban Development representatives. Neuhauser introduced 'Municipal Ownership of Utilities' as a topic for future discussion. Balmer questioned when action would be taken to install a tornado siren in the Lincoln School area. The City Manager will investigate. 780 City Manager Berlin reported that the Iowa Department of Transpor- tation voted 5/1 to proceed with their original alignment for Freeway 518. Motion A�STOL MATERIAL DISTRIBUTED AT THE INFORMAL DISCUSSION OF APRIL 16, 1979: The subsequent packet of memoranda was distributed at the Informal Council Meeting of April 16, 1979. These memoranda were to replace Items 3.e (4), (5), and (6) which were at that time stricken from the agenda. After discussion, changes were recommended to the memoranda. At Tuesday's Formal Council Meeting, Memoranda N1 - #10 were substituted for the memoranda that was distributed on Monday. See Index Numbers 768 - 777 for memoranda which were approved. Continuation of the public hearing on an application submitted by Richard Kerr for a variance in Section 8.10.23A of the Zoning Ordinance (Front Yard) to permit construction of a single family structure on a lot in the 400 blockoof Bayard Street.. Boothroy presented an overlay of the site as originally presented and an overlay of the site as amended. He stated that the lot is a triangular shaped lot and is heavily wooded. As originally presented, the structure was too large to allow compliance with the front, rear and side yard requirements. The newly submitted plans show a scaled down structure that now meets the rear and side yard requirements and that no longer sits on the sanitary sewer at the rear of the lot. However, the new plot plan still does not meet the front yard requirements, and a smaller structure would be necessary to conform to these requirements. In answer to a question about the potential of extending Bayard Street, Schmeiser stated that the feeling has been that it would not be extended primarily because the topography of the area is not conducive for extension. Dr. Kerber stated that he and his architect have attempted to meet the concerns of the staff and the neighbors. He further stated that he had met with the neighbors on March 10 and that to his knowledge they were satisfied with the changes being made in the plans. In response to the statement regarding a smaller house in order to conform to the front yard requirements, he explained that the house, as now proposed, was the smallest house he and his family can live with. He further stated that he felt that it would be an improvement to take out some of the dead trees on the lot as well as some of the live ones. Mr. and Mrs. N.E. Welter, 421 Bayard Street, expressed concern about how much of a set -back was going to be allowed. Mr. Welter also stated that he felt that the Kerbers should have to conform to the ordinances in effect. Schmeiser stated that he had talked with Chuck Johnston who had acted as spokesman for the neighbors at the previous Board meeting and that Mr. Johnston had asked that the Board be informed that he and several others were still against approval of the variance for the reasons stated previously, as well as Dorothy Marbury who called to express her disapproval. Baldus moved, and Bartels seconded, that the variance be granted as requested for an 11 -foot set -back. The roll call vote was unanimously in favor. V-7904. Continuation of the public hearing on an application submitted by James W. Powers for a variance in the Tree Regulations, Section 8.10.40.1(B)(1) of the Zoning Ordinance, to allow parking spaces to intersect with a drive. Boothroy presented an overlay of the area and explained that a similar request had been granted in April of 1977. Since such actions are valid no longer than six months unless such use is established within such a period of time and since no action has been taken by the applicant within the allotted time period, it is necessary that the request be resubmitted and considered by the Board. After considerable discussion with Ed Lucas, the applicant's attorney, Baldus moved, and Bartels seconded, that this case be continued to allow Mr. Lucas to contact his client and present possible alternatives for development on the site. Approval was unanimous. Schmeiser informed the Board members that City Council would like to discuss the variance that was granted to Sam and Gary Abrams for Ralston Creek Village at the informal Council meeting on Monday, April 16, at 1:30 p.m. Baldus stated that he felt very strongly about going before City Council to explain the reasons that a variance was granted. He further explained that he felt that if the City objects to the action taken on a variance request they should appeal the decision legally. He also said that he felt that if the City had a position on such an item such position should be presented to the Board during the public discussion of the item. Schmeiser stated that the City staff's recommendation was to deny the application on the basis of the analysis presented in the Staff Report. lie further stated that the area of this request is apparently one of the lowest areas along Ralston Creek and that if a special use permit is justified in this instance then perhaps the provision limiting parking within 32.8 feet of the creek bank should be repealed. He also stated that the majority of the residents of the area had not heard about the possible future alignment of Foster Road and that he felt an Environmental Impact Study needed to be done before any work is done on Foster Road. After viewing the overlay, he stated that he saw nothing that was not in complete accord with what the property owners had been lead to believe about future development. He stressed, however, that he hoped that single family units would continue in the area. Dick Kratoska, engineer for Shive-Hattery, stated that he would request consideration of this subdivision at this time. Gary Gussin, 1735 N. Dubuque Road, stated that he was unable to understand what the planners are planning for the city and asked if a perimeter road could be built along the existing freeway. Lyle Amundson, 1235 Oakes Drive, stated that he supports the subdivision and would like to see Quincent Street as a cul-de-sac because he felt that an open ended road would detract from the beauty of the neighborhood. Leslie Livingston, 1315 Oakes Drive, asked how may accesses were needed for 38 homes and explained that there is only one access street now. J.R. Kennedy, 1811 N. Dubuque Road, expressed his concern about the street being an open ended road. Dean Oakes, the developer, stated that he would be glad to give the Commission a two week waiver to allow the staff to study the impact the alignment of Foster Road would have on this development. Blum explained to the audience that the Commission has seen a pre -preliminary plan for a development that would consist of other than single family dwelling units. A Planned Area Development concept has also been discussed that would allow some clustering of houses without exceeding the density as set forth in the Comprehensive Plan. Schmeiser stated that selecting an alignment will not be very difficult but that doing an Environmental Impact Statement would take considerably more time. Cain stated that she thinks the Commission and staff should begin looking at the alignment of Foster Road and suggested that staff assistance be requested in a process of looking at possible alignments. In answer to questions regarding whether Foster Road would be a two lane or four lane street, Schmeiser stated that it is envisioned as being two lanes of traffic with two lanes of parking. Blum described a secondary arterial street as defined in the Comprehensive Plan. Blum called for a vote on the approval of the final Amended Large Scale Residential Development plan of Lots 3 and 4 Westwinds (Windshire) contingent upon (1) the legal papers being revised and (2) the construction plans for public utilities being approved. The vote was unanimous. Ogesen asked that another category be added to the Staff Report stating the Compre- hensive Plan Land Use. It is also under- stood that this will be an arterial collector street having a right of way of 80' and four lanes of traffic. We, now residing in the surrounding neighborhood are totally opposed to this project on several counts. We are now bounded on the south by Highway One which has been scheduled to become a four lane street from Governor to the I-80 interchange and Interstate 80 on the north. These two high traffic routes are less than k of a mile apart. The addition of another four lane street encouraging through traffic into a very small segment of land now a low density residential neighborhood already surrounded by 2 four lane roads seems to have no logic to it. We have no argument against the concept of an outer beltway to carry major traffic, especially trucking, from the I-80 to the southerly portions of the City and outlying industrial areas, but the current comprehensive plan, as adopted, shows the Foster Road Beltway as a dead end at the most westerly end of the system. There is physically no where to go north and west and no need for the system past Highway One going northwest. We also feel that the existing topography on the east side of Priere du Chien Road would make a roadway project through the area very expensive. We would like to know when the City would anticipate the comple- tion of that portion of roadway and where the funds would come from. Without the connection.through a very deep ravine Foster Road has no meaning what so ever. We have, in the past seen the city establish several major traffic generators along the Highway One corridor, the most recent being a Hy Vee Supermarket and a Drug Fair Drugstore. If Foster Drive were constructed through our neighborhood with residential street connections, major traffic would filter through seeking these MICROFILMED BY JORM MICROLAB CEDAR RAPIDS -DES MOVIES major .generators. Streets affected would be Quincent, Oakes Drive, Bristol, and North Dubuque Road, all now very low volume residential accesses full of young families crowded with children. These streets were not designed to carry any thing but local traffic in and out of our neighborhood. We feel they should remain that way. Most of the undeveloped ground in the area is currently under agricultural use or wooded ravines. 85% of which in not and will not be serviced by City sewer in the forceable future. This land will not be developed for some time, if ever. For reasons unknown, our neighborhood as shown in the Compre- hensive Plan was changed sometime between Preliminary and Final Plan from very low density housing to a higher density of mixed types of housing. We have resided in our area either pursing agricultural activities or built or bought our homes in an outlying single family residential area away from con- jestion and busy traffic. We are very interested and concern- ed in maintaining our neighborhood in that manner. That is precisely why we have made this area our home and have even heard promises from both the City and developers to maintain this type of development. We are sincere in telling you that we will do everything in our power to discourage future devel- opment of multi -family housing and through traffic. Milkman said she would investigate the matter. The minutes were unanimously approved as corrected. LANDSCAPING CITY SERVICE AREA: Dick Plastino, Director of Public Works, was present to discuss the landscaping of the City Service building area. Plastino explained that each year the City Council allocates money to improve the service building area. He informed the Commission that Bob Burns had a contract with the City to landscape the area around the modulars and that $30,000 for landscaping is included in the FY 32 budget. Also in 1982 a salt dome is to be built so the salt will not drain into the river. Plastino said since the land was a land fill area, the trash will have to be dug out of the ground and soil added so the plants may grow in this area. A question was raised as to whether or not the area could be cleaned up before 1982. Plastino said possibly by the end of the summer some clean up could be done. Knight inquired if space was going to be allocated by the river to join with Sturgis Ferry Park to create a river corridor. Plastino said at this present time no money has been allocated to landscape near the river, but there were plans to use 100 feet of the riverbank. Gilpin asked if FY 82 landscaping money could be moved ahead to FY 80. Plastino said this would be possible, however, some other project would have to be moved back. Plastino said landscaping on the outside areas (adjacent to the streets) would be acceptable now, but in the middle portion of the area, the money would not be well spent because of new building plans. The summer of 1980 would be a good time to landscape the outside area. Gilpin told Plastino that this item would be discussed at the City Council meeting on Monday April 9, 1979. Plastino suggested the Commission should discuss the future of the old Burlington Street bricks. Vetter suggested selling the bricks and using the money for beautification of the service area. Berry wondered if the plants from the mini -parks could be used to landscape the area. Milkman said most of the plantings in the mini -parks have been removed and replaced and the ones that are left are not worth replanting. The Commission suggested the construction of the salt dome should be moved ahead. Plastino said the dome would cost approximately $60,000, but it would be possible to move ahead only if another project was delayed. A question was raised as to how much salt drained into the river a year. Plastino said approxiamtely 2-3% of the salt pile drained into the river. During winter months the City stores 2,000 tons of salt at a cost of $22.00 a ton. Milkman informed the Commission that the meeting with City Council was definitely scheduled for Monday April 9 at 2:30 p.m. DEDICATION OF LAND: Milkman reported to the Commission that the riverfront property owned by Mace Braverman at Sturgis Ferry had never been dedicated to the City partly because the problem of funds for maintenance had not been resolved. The Comprehensive Plan shows a river buffer zone in this area, but the City does not want to acquire land it can not maintain. Vetter said that the Planning and Zoning Commission had recommended leaving the area in its natural state. The Commission decided to recommend to the City Council that this buffer be accepted with a pedestrian/bicycle trail to be constructed in area at a later date. BOAT RAMP: Milkman reported that the boat ramp plans had been received and the City Engineer estimated the total cost for the ramp and a 10 space parking area at $13,000. There is an access to the river off the Industrial Park Road and an excellent location for the parking lot. The Commission suggested constructing 20 spaces instead of 10 since half of the money would be allocated from the Iowa Conservation Commission. Boutelle asked which department would have the responsibility for maintenance of the ramp. Milkman said the Parks and Recreation Department would be responsible for maintenance. Knight wondered if there would be any problems with nearby companies using the parking lot for their cars. Vetter said there should be adequate parking on their own property, and that this area be left in its natural state as far as possible. Berry said the Parks and Recreation Commission supported the ramp pro- posal. It was suggested that the fishermen who were present at the March 7th Riverfront Commission meeting be present at the City Council meeting so the plans would make more impact on the Council members. Milkman said a memo will be sent to the City Council to give the Council members background information on this project and other projects. In discussing the projected informal meeting with the City Council, Sokol suggested Gilpin start the meeting off by reaffirming the Stanely Plan and Comprehensive Plan recommendations. Gilpin encouraged everyone to attend the meeting with Council to present the needs of the river corridor. Milkman said that specific projects should also be discussed with Council. COMMISSION REPORTS: Parks and Recreation Commission -- Berry The Commission discussed the new arboretum to be constructed in Hickory Hill Park. There was no discussion on the riverfront, but the Parks and Recreation Commission wished the Riverfront Commission well in their efforts. Johnson County -- Neuzil Johnson County Regional Planning now has a North Corridor plan which is being presented in the County and which could be presented to the Riverfront Commission. Neuzil suggested contacting Barry Hokanson. Neuzil added that he attended an excellent meeting at the University of Iowa regarding "Water Quality" University of Iowa -- Boutelle Dick Gibson wished to inform the Riverfront Commission that the University wants to store coal at the west end of Court Street near the river. Boutelle presented a map to show the location of the coal pile. The reason for storing more coal is because the University has to switch off the gas and oil in the severe winter months to coal and this location would be the ideal place for storage. Gilpin asked Boutelle if the University storage lot could be used by fishermen. Boutelle answered that the parking spaces are sold to the students to store cars and if a car without a permit is in the lot it will be ticketed. Boutelle suggested parking by the Hydraulic Lab and on Melrose by the Day Care houses after 3:30 p.m. and on weekends. MEETING WITH JOHNSON COUNTY PLANNING COMMISSION: Milkman reminded the Commission that on April 19, 1979 at 8:30 p.m. in Kent Park the Johnson County Planning Commission would like to discuss with the Riverfront Commission the topic of the Coralville dam catwalk. Gilpin suggested meeting at the visitor's entrance of the Civic Center and form a car pool. The time for departure should be around 7:45 p.m. DISCUSSION OF REQUEST TO THE UNIVERSITY OF IOWA FOR HISTORICAL RESEARCH: The Commission wondered if a student might be interested in writing a thesis on the historical areas of the Iowa River Corridor. Boutelle suggested contacting the History or Anthropology Departments to see if a student wanted to attempt the project, but she did not think it likely. It was suggested to contact the State Historical Society because they do have assistant reseachers who handle these projects. It was moved by Fahr and seconded by Neuzil to ask Knight to pursue the suggestion of having research done on the historical preservation of areas of the Iowa River Corridor. Unanimously approved. Kucharzak said the funds were allocated from Community Development Block Grant funds, therefore, the federal regulations state this money must be used in the designated 403 area. Maureen Taylor, Finance Specialist, distributed a quarterly report on the Housing Rehabilitation program to CCN. Kucharzak explained the report and commented that $57,000 is currently out in loans and they are being repaid on a regular basis. Amidon asked what happened to the repaid loans. Kucharzak said the department hoped the money would be used to keep the Rehabilitation program operating, but at present HUD requires reuse of this money immediately before other funds can be drawn down. The Winterization program could be tied in with other existing programs in the county. On April 5, 1979, HACAP and Housing Department members will meet to discuss the programs but Kucharzak feels the relationship of the programs will be mainly on a referral basis. Johnson felt the programs should benefit people who are homeowners renting rooms or apartments in their homes and not just single family dwellings. Johnson said certain requirements should be waived to give elderly homeowners the help that they need. Kucharzak suggested that CCN could recommend use of part of the $300,000 for acquisition of some of these properties. CCN members felt that in many cases the homeowners wanted to remain in their homes and just needed rehabilitation assistance. They pointed out that in many cases the elderly homeowners' income depended on the rent received from rooms or apartments in the building. Kucharzak stated that these homeowners were eligible for 312 loans which are available for multi -family dwellings. The Committee thanked and commended Kucharzak for his presentation. SMALL CITIES: Milkman reported that at this present time HUD has not informed the City if they should submit a full application for improvements in the lower Ralston Creek area. Milkman said if a full application is filed, neighborhood meetings will be held. Johnson said he would like to see neighborhood meetings regardless of whether funds will be available and would contact the neighbors for a meeting. He felt the Committee should walk the area to see the problems and talk to the residents. SENIOR CENTER: Milkman introduced Bette Meisel, Program Development Specialist, working on the Senior Center. Meisel reported that the Architects had spent $53,000 on furniture which was under the estimated costs. An additional grant of $38,000 needs to be spent before September 30, 1979 for furniture. Meisel explained the different programs and services that will be offered in the Senior Center. She invited persons who were interested, to attend a viewing of the Architect's floor plans on April 18, 1979 from 10:00 a.m. to 2:00 p.m. at the Recreation Center. On April 19, 1979 the plans will be available to the service providers to comment on space allocation for their needs. The Board also decided to review the fee annually and will consider the the possibility of dropping the fee card option in the future, requir- ing contracts with the jurisdiction if non-residents want library service. The Finance Department has set up account numbers for 1.) Building construction and planning and 2.) Preliminary projections done this week indicate that pending a large unexpected expense, the FY1979 budget should be able to absorb some of the incidental expenses of conversion start-up. Services McDonald's is cooperating with the library in a couple of promotions related to National Library Week, April 1-7. We must be prepared for some complaints from the public, some gaps in the quality of service. In one sense we are literally retyping the card catalog and revising every process and procedure we now have. For some months we will be rune ng both the old and new systems. Since the arrival of the computer on February 22: 1. We have spent 2 full days in training with the CLSI represen- tative. The basic parameters of the system were set up and the first items entered. 2. All conversion procedures have been charted and instructional manuals written, reviewed and tested. 3. Work sites in the auditorium and the old Seven Rivers Room have been laid out, equipped and tested for arrangement and effec- tiveness. 4. The Assistant Supervisor and editor have been selected. The Editor is on duty and in training. The Assistant Supervisor starts next Monday. Ads are currently runninq for data entry operators and we hope to start 9 of them on April 9. 5. One full-time CETA "occupation assessment" trainee has been placed for the next 13 weeks. She is working as a clerical assistant on the project. The CETA grant is in process and in question. We will get less than we expected, if any at all, due to changed regulations which at the same time require salaries equal to permanent empoyees but no higher than an average of $3.19/hour. 6. Strategies for converting borrowers' registration files have been outlined, and some tentative decisions made. We hope to have applications ready by May 1. We estimate 10-13,000 patrons will re -register before 10-1-79. 7. An initial open house for all staff members was held Monday, March 19. A brief review of data entry and search capabilities was demonstrated. We have set Wednesday, 3-5, as visiting hours -- because of the number of requests we've already re- ceived from people wanting to look it over. 8. This action will be taken on or shortly after May 2, 1979. COMMENT: This action is being taken at the direction of the City Council. It will prohibit parking at all times on both the north and south side of Oakcrest Street. This haste has resulted in some confusion on the agenda. This memo will clear matters up. By rescinding the motion which accepted this type of parking Council is, in effect, starting with a "clean slate." Some of the new parking memos are listed on the consent calendar as items 3e(4), (5), and (6). Council should ignore items 3e(4), (5), and (6) and instead work off the rest of this memo. Council should note that item 3e(3) is a parking issue that is completely unrelated to the parking discussions of the last several months. This has to do with the fact that Bell Telephone changed their business office location. Memo #1 - Alternate Side Parking Alterations. This memo makes it clear that Clinton, Linn, Iowa, and portions of Washington and College are to have parking allowed on both sides. Memo #2 - Calendar Parking Alterations. This memo installs calendar parking on streets from 25 feet to 37 feet wide. Memo #3 - 8:00 a.m. to 5:00 P.M. Parking Prohibition Alterations. This memo removes the 8:00 a.m. to 5:00 p.m. parking prohibition on certain streets and portions of certain streets as Council directed. Note that this memo does not yet resolve the matter of Friendship, Hollywood and a portion of Summit Street. (See memo 5a and 5b). Memo #4 - 8:00 a.m. to 5:00 p.m. Monday thru Friday Parking Prohibitions. This memo directs that the 8:00 a.m. to 5:00 p.m. parking prohibition be retained on certain streets as Council directed. Memo #Sa & #5b - Undecided 8:00 a.m. to 5:00 p. m. Parking Prohibition. Council will recall that no decision was made on removing 8:00 a.m. to 5:00 p.m. parking on Hollywood, Friendship, and a portion of Summit Street from Bowery to the railroad tracks. Memo #6 - One Side Parking Prohibitions. This memo institutes one side parking prohibitions on all streets narrower than 25 feet. The side was chosen by fire hydrant location and by the number of parking spaces left. By using a parking survey done in 1972 we eliminated parking on the side that resulted in losing the fewest number of parking spaces. Memo #7 - Parking Prohibition on Bowery Street. This memo prohibits parking from 8:00 a.m. to 5:00 p.m. Monday thru Friday on the north side of Bowery from Gilbert to Dodge. Council had agreed on this. Memo #8 - Parking on Bloomington Street. This is something new. Public Works is strongly suggesting that parking be prohibited at all times on the south side of Bloomington from North Dubuque to Dodge Street. This is the major ambulance run into Mercy Hospital and calendar parking is not felt to be acceptable since the street will be blocked on both sides by parked cars after 5:00 p.m. Public Works strongly suggests passage of this prohibition. Memo #9 - Parking Situation on Linn, Bloomington and Gilbert. This memo provides for no parking anytime on the east side of Gilbert from Market to Bloomington and provides for metered parallel parking on the west side of Gilbert in the same block. It provides for metered parking on the north side of Bloomington from Linn to Gilbert and no parking anytime on the south side of Bloomington in the same block. It also provides for an extension of the metered zones on Linn from Market to Bloomington so the whole block is metered. This is slightly different from the discussion with Council earlier in that there was going to be uncontrolled parking on the north side of Bloomington. This is a commercial area and it is felt the metered parking on the north side of Bloomington will promote vehicle turnover. In lieu of a density of 52 dwelling units 48 dwelling units are now being proposed (Lot 3 has four less dwelling units). fhe location of the recreation facilities have been modified by shifting the club house further south to provide space for tennis courts on the north and the storm water management basin will now be utilized for a volleyball and/or basketball court. The number of parking spaces have also been reduced on the plan. All other features of the plan are essentially the same as approved on the preliminary, i.e., the location of parking, private drives, and buildings. The tree planting plan has been submitted and found to be in substantial compliance with the tree regulations. RECOMMENDATION It is the staff's recommendation that action on the amended LSRD plan be deferred. Upon revision of the plan incorporating the deficiencies and discrepancies listed below, the staff recommends the plan be approved. DEFICIENCIES AND DISCREPANCIES 1. The signatures of the utility companies should be provided. 2. A sidewalk should be provided along the north side of Skyline Drive to Westwinds Drive.' 3. A note regarding the number of trees required for residential building coverage should be changed to read 41. 4. Construction plans for public utilities (including storm water management) need to be submitted and approved by the Engineering Division prior to Council approval. 5. On April 10, the Council adopted Resolution Number 79-154, authorizing the Mayorand City Clerk to execute an amendment to the Real Estate Contract between the City and Ecumenical Housing Corporation. That amendment revised the legal description to add ten parking spaces, and to grant an access easement over the adjacent drive, to ensure access to the ten added spaces. 2. Since that date, the property has been re -surveyed and it is necessary to again revise the legal description. Because of the center island, shown on the attached plat, the addition of twenty feet which was done last week provided parking spaces .only 17 feet long. In order to comply with the Zoning Ordinance and HUD standards, these spaces need to be twenty feet long. The land between the old Post Office structure and the Knights of Columbus has been found to be 101.75 feet wide, rather than 102 feet. This legal description.should also be changed. Therefore, it is necessary.to repeal Resolution No. 79-154, and to approve in its place a resolution authorizing the.execution of a new amendment to the Contract containing the revised legal description. 3. Item Number 9 on the Council agenda of April 17 is a Resolution authorizing the execution of an agreement to sell five modular units to the West Branch Community Schools. This resolution is the result of discussions held with the superintendel and other representatives of the school district over the past six months. 2. During the week of April 2, I received a telephone call from Russell Mann inquir- ing about the modulars. I informed him that I had negotiated a tentative agreement with the West Branch, consideration Schools. On April 11, I received another call from Mann, and at that time I advised him that I intended to schedule Council ration of the agreement to sell the modulars to the West Branch Schools for April 17. On April 16, Mr. Mann and Mr. Allen Wolfe met with me in my office and inquired what would happen if they made an offer to purchase the five modulars. I informed them that the City was not soliciting offers, but that I could not prevent them from making an offer. On April 17 Mr. Mann and. Mr Wolfe came to my office and tendered to me two offers to purchase modulars. One offer, made by Mr. Wolfe is for Units Q and R (The Associates) in the amount of $6,000. The other offer made by Mr. Mann is for Units F,• G,.and H (Buc Leathers) in the amount of $9,000. Each of these offers is $500. more than the appraised value and correspon with the West Branch Schools. ding price negotiated 3. The above notwithstanding, I recommend that the Council approve. -the sale to the West Branch Schools. The Agreement to Sell (Item 9 on the agenda) was the result Of good faith negotiations on the part of.the school district and the City staff, after we had notified them that the modulars were for sale. The superin- tendent, the high school principal, and several members of the School Board met with City staff on several occasions to view the modulars, and to arrange for the sale and subsequent move. I have discussed this matter with the City Attorney and he concurs in the recommendation to sell to the West Branch Schools. I will be glad to discuss this matter at the Council meeting April 17. SCOPE OF SERVICES A Better Cab Co. would provide transportation for handicapped and elderly residents of Iowa City. II. GENERAL TERMS 1. The home origin or destination of all trips shall be within the corporate limits of Iowa City; however, the area of service would be the metropolitan area of Johnson County within the corporate limits of Iowa City, Coralville, and University Heights. 2. The provision of transportation under this proposal will be administered by Johnson County SEATS. Elderly and handicapped residents of Iowa City will call the SEATS dispatcher to request transportation. The SEATS dispatcher will determine if the ride is eligible for the subsidized taxi service and will inform the Better Cab iCo. dispatcher of the intended trip, whereupon a taxi will be dispatched. i 3. For tho purposes of this program, an elderly person is defined as any individual over 60 years of age; a handicapped person is defined as any individual with ambulatory, manual, visual, audial, or mental impairments which seriously limits his/her ability to obtain adequate transportation either through the use of private automobile or public transit. At present, SEATS service operates approximately 64 hours a week. During its hours of operation, the following trips will be eligible for subsidized taxi service: (1) Medical (i.e. doctor, dentist, drugstore); trips that cannot be easily scheduled twenty-four hours in advance. (1) Any other trip that cannot reasonably be served by Johnson County SEATS vehicles. Trip purposes in this category include social service, shopping, employment, volunteer service, and social/senior activity trips. Off -hour service will be limited by the allocation of funds. In addition, off -hour service must be scheduled during hours of SEATS operation. III. COMPENSATION 1. Each eligible participant shall pay A Better Cab Co. $0.50 for each trip and the City shall subsidize the remaining cost of the trip. The determination of the total trip cost shall be based on the current fare structure of taxi companies -- $1.45 for the first mile and $.50 for each additional half -mile. 2. On a monthly basis the taxi company shall request reimbursement from the City for the amount of the trip subsidy. With this request, an itemization of the origin and destination of each trip shall be provided by the taxi company. Funding of $500/month shall be allocated by the City for the provision of services pursuant to this agreement. In addition to providing for fare subsidies, a portion of the funds shall be allocated for advertising and public relations purposes. A Better Cab Co. shall pay one-half the cost of advertising and public relations. IV. INDEMNIFICATION A Better Cab Co. agrees to defend, indemnify and save harmless the City of Iowa City, its officers, employees, and agents from any and all liability or claims of damages arising under the terms of this agreement. V. ASSIGNMENT A Better Cab Co. shall not assign, sublet or transfer its interest in this agreement without the written consent of the City and such assignment shall be void. VI. DISCRIMINATION A Better Cab Co. shall not commit any of the following employment practices: a. To discharge from employment or refuse to hire any individual because of their race, creed, color, national origin, religion, age, sex, marital status, sexual orientation, or disability. b. To discriminate against any individual in terms, conditions, or privileges of employment because of their race, creed, color, national origin, religion, age, sex, marital status, sexual orientation or disability. A Better Cab Co. has written qualifications which are job i related for each job classification. 3. A Better Cab Co. maintains records of the number of vacancies, the race and sex of each applicant, of the person hired and each current employee. The Civil Rights Specialist may inspect these records during normal business hours. 4. A Better Cab Co, will advertise in the Iowa City Press - Citizen and the Daily Iowan when deemed necessary by the Civil Rights Specialist to obtain a pool of qualified women and minority applicants for vacancies in all job i classifications. The ad will state that A Better Cab Co. is an "Equal Opportunity Employer." VII. DURATION This program shall be in effect beginning forty-eight hours from the signing of this agreement to June 30, 1979. Upon I agreement of the parties, the terms of this program may be extended an additional thirty (30) days, pending negotiations for renewal. However, this agreement may be terminated upon 10 days written notification by either party. IX. Mose, Trapsit Manager - /W) / Re: Supplemental SEATS Service A subsidized taxi program designed to supplement the Johnson County SEATS service was first proposed in FY78, when $2,500 was included for this purpose in the State transit grant. We were, however, unable to implement the program that year because Mr. Ralph Oxford of Yellow/Super Cab Companies would not agree to several essential contract provisions. In FY79 some funds were again allocated for this project, but with no change of heart on the part of Mr. Oxford, the project lay dormant. Recently Mr. Wayne Draper of A Better Cab Company has approached the City about instituting this program in conjunction with his organ- ization. He is willing to agree to all the necessary contract pro- visions. Upon receipt of the Better Cab Company proposal, I wrote Mr. Oxford advising him that we had been contacted by his competition, and solic- iting a proposal from his company. He has not responded. Because the transit system is currently somewhat under its budget, and because any unspent money must be returned to the State, if the Council is still interested it would be advantageous to implement this program as soon as possible. Action required: (1) Initiate site survey to include elevations, assure free title, obtain clearance or documentation to establish elevations which will place first floor of dwelling units above the 100 year flood hazard, recheck vacation of r.o.w., provide exact locations of public utilities, clear easements, and seek final site approval. (2) Prepare developers packet, get HUD ap- proval and advertise for developers. Discussion - This is the course of action suggested by HUD; how- ever, other factors must be considered prior to selecting this option. Assume no other sites can be cleared by thq Authority, this leaves the Authority with but 28 units. The financial feasi- bility is clearly questionable, both from a production and an operational standpoint. Further, assuming that we are successful in obtaining a developer and the units are produced within HUD guidelines, the Authority then must operate and maintain these units on the rent collected. Example - 28 units w/an average cash rent of $60.00 per month w/tenants providing all utilities. Annual Income would be $20,160. Projected Annual Costs would be $23,161. Payment in lieu of Taxes (10% of Cash Rent) 2,016. Interest on the preliminary note, extended options and increases in building costs can contribute to a higher total cost. The i Authority could still face the possibility that the entire pro- ject is not feasible within the cost limitations. I C. Terminate the Project. i Action required: (1) Notify HUD. (2) Close the account and justify the retention of monies expended. Discussion - This action would not be favorably received by HUD, and they may request repayment of the $8,804.00 drawn to date. The preliminary note does contain the provision that in the event the project is not completed, repayment of the note from resources available to the Authority will be made. This has not been a prac- tice in the past; however, is a;possibility. Normally the note is forgiven with the proper accounting of monies expended. This ac- tion may, in the future, cause considerable harm in the processing and approval of CDBG applications. In this regard the failure of I the city to provide Housing Assistance to low-income families could be cause for disapproval or denial of these type programs. 3. Site 41, 333 South Lucas The PHA requested that we consider either one 4 -bedroom single family unit or one duplex with 2- or 3 -bedroom units. We will accept the PHA's request to use one single family 4 -bedroom unit. Site #2, 900 Block North Dodge The PITA has requested 2 duplexes of 3 bedrooms each side. Although this site contains 26,299 sq. ft. only a small portion is usable. We do not feel the site is large enough to accommodate two duplexes with 8 parking spaces. Our original determination of one duplex with 4 bed- rooms each side still stands. Site #3, Virginia Street R.O.W. Although there will be no change in the one single family 4 -bedroom dwelling on this site, we will accept the PHA's request to use plantings instead of an 8' high wooden fence. Sites 7, 8 and 9, Pepperwood Our original determination and comments of February 15, 1979, remain unchanged. Site #10, Braverman Center We will accept the PHA's request to use 12 units, 3 -bedrooms of row type construction on this site. We request a clarification on the use of the drive and parking lot which includes a portion of this site. Site #11, Muscatine Avenue The PITA request to build 2 four-plexes on this site is approved conditioned upon an acceptable site plan. This site plan should reflect acceptable building placement and adequate parking and green area. MICROFILMED BY JORM MICROLAB CEDAR RAPIDS•DES t101NES W -2- Site #12, Orchard Court e- This re-evaluation is presented from an on-site visit, data submitted from the Railroad Agency through the City of Iowa City (letterdated March 26, 1979) and by the use of HUD's Noise Assessment Guidelines. The HUD guidelines are presented as part of a continuing effort by the Department of Housing and Urban Development to provide decent housing and a suitable living environment for all Americans. The categories of acceptability are listed as follows: clearly acceptable, normally acceptable, normally unacceptable and clearly unacceptable. This site falls in the category of normally unacceptable. In measuring the distance from the site to the noise source, you measure from the location of the dwelling nearest the source because this is the housing that will be most severely affected by the noise. However, even if an average distance is used and this distance times the adjustment factor for 1-2 or 3-5 nighttime railway operations, the line of site exposure to railway noise falls in the category of between 101 and 600 ft, indicating an acceptability category of normally unacceptable. The distances are approximate and were scaled off the map submitted. By definition, in a normally unacceptable category, "the noise exposure is significantly more severe so that unusual and costly building construc- tions are necessary to ensure some tranquility indoors, and barriers must be erected between the site and prominent noise sources to make the outdoor environment tolerable." The guidelines also state, "If at any point during assessment the site's exposure to noise is found normally or clearly unacceptable then there is no need to continue the evaluations unless the location of the dwellings can be changed or some shielding can be provided to block the noise from that source." Safety factors should also be considered because of the proximity and exposure of the railroad whereby children may want to play on the railroad tracks. Other factors to consider are the two sets of tracks one-half mile west - one set as a siding and a temporary storage of rail cars. Approximately one-half mile east of the site is the station and the beginning of another siding. These tracks are within the 3000 ft. to be assessed. Activity on these sidings was not given, but would also contribute to the noise exposure. One-fourth mile west of the site is a whistle crossing (i.e., it is unprotected). This also contributes to the noise exposure. Larry Chiat -- starting date is April 23, 1979 Mr. Chiat has a law degree from Temple University School of Law and has most recently been practicing law in Minneapolis. He has also done graduate study in Urban Affairs at Mankato State University. He has served as a part-time staff member with the Mayor's Budget Office in Minneapolis and with the Minnesota Department of Public Welfare. Mr. Chiat will be working in'the Development Division monitoring the downtown redevelopment progress and working on the land acquisition programs. 2. Rick Ettei -- starting date was March 6, 1979 3 4 Mr. Etter has a B.A. degree in Finance from the University of Illinois (Urbana -Champaign) and a B.B.A. degree in Real Estate and Urban Economics from the University of Wisconsin. He will be assigned to the Development Division, working on land acquisition and other real estate related activities and will be working extensively on the Economic Development program. Michael Flaherty -- starrting date is May 1, 1979 Mr. Flaherty has an M.A. in Public Administration from Iowa State University. At present, he is employed as an Assistant Planner in the Community Development Division of the Department of Planning and Development for the City of Moline, Illinois. Mr. Flaherty will be coordinating small cities neighborhood activities, assisting the completion of the application, completing an environ- mental review, and implementing activities. He will also evaluate the housing rehab and code enforcement programs, to better understand the impact of using federal CDBG funds for housing conservation in Iowa City and to make recommenda- tions for future activities. If Small Cities does not come through, he will assume responsibility for housing planning and the HAP. Pat Keller -- starting date was April 9, 1979 Mr. Keller has a B.A. in Urban Affairs from George Washington University and is currently enrolled in a master's degree program at Catholic University. He was most recently employed as a consultant with a Washington, D.C., CPA firm, working in their Management Consulting Services Division. Mr. Keller will work for Julie Vann, coordinating CDBG site improvement activities in two neighbor- hoods, monitoring budget accounts, monitoring the letting of senior center construction contracts, and planning a City-wide curb cut program. Miller, Police Chief l�1 RE: Statistics and Comments on March, 1979 Activities The first robin not only signified a high probability of a snow melt and the coming of spring, it also brought the crazies out of the woodwork as witnessed by the change in the type of complaints received by the Police Department in March. While reported crime increased in twenty-two reporting categories, it also declined in six other categories and did not increase the overall volume significantly. Of some significance is that four rapes; larceny E theft; vandalism; sex offenses; liquor law and intoxication; disorderly conduct; and mental problems led the list of increases. Historically numbers in these categories increase with the advent of better weather. Significant decreases in the number of auto accidents were noted, while parking complaints dropped to 279, down some 209 as compared to the prior month. Even/odd parking .is working well. Total requests for service was 2097 for March as compared to 2044 for February. Arrests were up slightly in all classifications of crime where arrests were effected. The total of arrest, tickets E citations was 5256 for March, 1979 as compared to 4808 for February. Good investigative efforts were carried on by the Detective Bureau during the month. A homicide reported in mid -month has absorbed the bulk of invest- igative resources since the occurrence. Statistical reports are appended. Analysis: The Resources Conservation Commission postponed publishing a flier last fall due to a lack of staff time and to avoid duplicating past fliers. Advertising will be done this year. The Heat Loss Identification Project was plagued with a number of problems: part-time staff turnover and film difficulties. Solution: higher wage and redesign of project to reduce dependence on photographic records. The part-time staff was terminated on March 30, because it is now too warm for scanning. The owners of about one-half of the Program Area properties are identified, a letter drafted, and the mailing procedures established in preparation for next year. The Pilot Solar Demonstration Project was delayed by the question of whether local solar contractors could get liability insurance and whether the City should risk the liability if they could not. The contractors apparently have resolved the problem. The grants will be awarded and construction may be completed by the end of this fiscal year. Performance monitoring will need to take place during FY80. At the present stage of the program I cannot make recommendations for individual buildings for reasons which should become clear below. However, I can make a recommendation concerning all of the buildings as a whole. The recommendation is that the City establish some type of maintenance program for all of the City buildings. Before I lay out the specifics of the recommendations please allow me to comment on energy conservation and preventative maintenance. Comments Energy conservation starts by discovering where energy is being used. Once energy users are identified, changes can sometimes be made in the system operation, at little or no cost. When operational changes have been made, then the efficiency of the heating, air conditioning, and ventilation (HVAC) equipment must be scrutinized. The only way to maintain the efficiency of the HVAC equipment is by means of a preventative maintenance program. In fact, a good preventative maintenance program is key to any energy conservation program. Why Preventative Maintenance? All too often maintenance workers are thought of as those people to call when the furnace fails or a door is broken. Consequently, many maintenance programs are no more than an effort to replace broken parts and repair damage after the fact. These repairs are important, but they are only one-half of the job. Preventative maintenance means: I. An inventory of all energy -using equipment, 2. A schedule of when maintenance is to be performed on each piece of equipment, MICROFILMED BY JORM MICROLAB CEDAR RAPIDS -DES MOIRES 2 ,- 3. A list of duties to be performed on each piece of equipment at maintenance time, 4. A list of materials to be used, and 5. A log of maintenance performed. To illustrate the importance of proper preventive maintenance, dirty coils alone can decrease air conditioner system efficiency by 25% and planned filter maintenance, as opposed to haphazard maintenance, is estimated to save 1-2% of all air handling system's energy consumption. Also, a majority of steam -trap failures (one of the problems existing in the Civic Center now) can be traced to an absence of a regular program of inspection and maintenance. A contingent benefit of an equipment inventory is that it makes possible an electrical load survey which insures that electrical lines are not overloaded, but rather are fully utilized. Full line utilization makes less electrical system expansion necessary. Simple cleaning, testing and adjusting, lubrication, and alignment of HVAC fans and pumps not only maintain system efficiency which saves energy but also extend the equipment life. Without systematic maintenance some equipment is missed completely or serviced irregularly, while other equipment is maintained too often meaning a waste of time and materials. We would not think of buying a new car and then not maintain it by forgetting to change the oil, spark plugs, etc. Yet the City has been rather casual in the maintenance of its HVAC system. Of the 64 enclosed buildings which the City both owns and operates, 21 buildings, over 1,000 square feet in floor area, are heated and 11 of those are fully or partially air conditioned. (See the Appendix for the building inventory summary.) In almost all of the 21 buildings, the division's or department's maintenance workers take care of the HVAC equipment to the extent that they can, and then call in a private firm to handle major repairs. The only exceptions are the two outlying fire stations where the fire fighters maintain the equipment, the Library where there is a service contract for HVAC maintenance four times per year in addition to the maintenance performed by the Library's Maintenance Worker II, and the Streets i Division Modular building where there is no arrangement for 1 maintenance yet. At the present time the City has two maintenance workers handling building maintenance. However, both the Library's Maintenance Worker II and the Parks and Recreation Department's Maintenance Worker• Ill, in charge of the administration buildings and the Recreation Center, supervise janitorial staff and perform janitorial duties themselves. / MICROFILMED BY JORM MICROLAB CEDAR RAPIDS•DES noteEs 3i In contrast, 1.1 r. Dennis Parsons, Engineering Director at Mercy Hospital, has a maintenance crew of 14 consisting of six general maintenance people, five boiler operators, two electricians, and one plumber. The maintenance crew is totally separate from the janitorial crew. Of course, they must be well staffed to meet hospital regulations, however, the following information illustrates the difference in staffing. Mercy Hospital's electric and natural gas costs for FY78 was less than $300,000 for the 262,000 square foot structure whereas the City's cost, not including the Airport buildings, the Clinton Street modulars, and the Library, was about $337,000 for 265,545 square feet of building area (which includes the 18,187 square foot area of the open park structures). Mercy Hospital first initiated their energy conservation program in 1976 with the acidizing of their boilers to remove the scale buildup. From then on they continued to add items, most of which were simply changing operating procedures. First, they inventoried the energy - using equipment and then analyzed the past energy use records. After this ground work was laid, they began to work on the performance of the mechanical equipment and increase their preventative maintenance program. Conclusion In light of the Mercy Hospital program and most other energy conservation programs that I have read of, the City is on the right track. An inventory of the City buildings has been completed. Most of the energy use data for the City buildings has been collected and the energy use data for the 21 largest heated buildings will be I analyzed by means of the computer completion. Then an audit team will berfoow rned ramn and aearwallk throudesigh a energy audit will be conducted in each of the 21 buildings to attempt to spot operational changes which can be made to save energy in the building. (A walk through energy audit is a visual inspection of an entire building, during which each member of the inspection team notes opportunities for conserving energy.) Recommendations and checklists will then be prepared for, each building to aid the building maintenance staff. This is as far as the current Energy i Conservation Program plans carry the program. The next step should be to survey all mechanical and electrical j equipment for each building and determine the appropriate information required for the maintenance of each piece of equipment. This is absolutely essential for an effective preventive maintenance program. One must first know what equipment exists, where it is, and how hard and under what type of conditions it has to work. Then a master program of what to do, what to use, and when to do it must be drawn up and followed systematically. This is an important step because to have a good maintenance program means redirecting maintenance staff and committing operating dollars and management attention. MICROFILMED BY JORM MICROLAB CEDAR RAPIDS -DES MOINES 1"1N%1 a 1.. i Setting up an effective preventive maintenance program for the City buildings is important at this time because the Civic Center HVAC system is now being redesigned, plans are being made for the new Library, a new makeup air system has been installed at the Mass Transit Barn, the Senior Center will have a new IIVAC system when it is renovated, and the Street Division Modular building has a new heating and air conditioning system. In addition, the Equipment Service Building modification will have new heaters, the new Pollution Control Plant will have several new HVAC systems, and there are plans in the Capital Improvement Program for a new I.1ass Transit Facility, an addition to the Recreation Center, and a new Animal Control Shelter. These new or modified HVAC systems mean a large capital investment and should be well cared for. In addition, the exiting HVAC systems and all of the buildings represent a substantial investment and will provide many years of service if properly cared for. Poor or haphazard maintenance allows the efficiency of the HVAC system to drop rapidly and shortens the equipment life. The present problems with the Civic Center HVAC system illustrate what happens when a job is not done right in the first place and then is not cared for adequately. Recommendations I recommend that a preventive maintenance program, distinct from the janitorial staff, be established for all the major municipal buildings. There are two alternative maintenance approaches which you should consider. 1) The City could contract with a private firm to inventory, tag, and sett tip maintenance procedures for every piece of electrical and mechanical equipment and then contract with them or anoth firm to run the preventive maintenance program. er 2) The City could redirect and "beef up" the existing building maintenance staff to inventory, tag, and set tip maintenance procedures for every peice of equipment and then commit operating dollars and management attention to implement the program. The second alternative is the most desirable for several reasons. As pointed out before, the City has two maintenance workers who can handle the building maintenance and repair and some IIVAC maintenance and repair, because they have worked with the Library and Recreation Center HVAC systems for some time. What is needed is a person who is thoroughly knowledgeable in HVAC maintenance and repair. It is possible that this person would not cost the City any more money since during FY78 over $30,000 was paid to private firms for repair and maintenance to buildings and a large amount of this could be saved by such a person. If only 10 percent or $3,000 of the present outside maintenance cost is saved by the additional person and there is only a 5 percent increase in building energy use efficiency, for a savings of $16,850, the total savings still is $19,850, which is more than enough to pay for a good HVAC maintenance person. I would expect much larger savings; especially in energy cost savings. Most organizations are able to cut 15 to 20 percent from their energy costs with an energy conservation program. (Mercy Hospital cut their energy consumption by 24 percent last fiscal year.) At a minimum, the City will break even, and that even without considering the value of the extended useful life of the HVAC equipment. A City maintenance program would 1 itin meeting emergency or extraordia so t low muchnary asitrationsmoandflinibcihanging procedures as necessary. Having a City maintenance staff would allow more control over the program, probably offer the City a larger its cuantity ofde greater ontinuity ofserypersonnelice orinvolvedoinythe program dve sus rwhat would happen if the City had to change companies. On the other hand, private maintenance service might offer a higher quality service due to a better trained staff and it Could be easier to change companies if dissatisfied with the service than it would be to change employees. Whichever approach to a maintenance program is chosen, the janitorial staff must also be consolidated either as a separate unit or as a subdivision of the preventive maintenance program. It is more desirable to have a functionally separate janitorial staff, however, there still must be cooperation between the two. Now is the best time for the consideration of this matter since there are approximately nine months until the start of the next budget cycle, which should be ample time for study and for a decision to be made. The establishment of the preventive maintenance program in FY81 would be none too soon because it is by far the best for the maintenance workers to be trained in the operation and maintenance of an HVAC system by the designers and installers of the system, and there are a large number of HVAC systems which will be modified or built within the next several years. Therefore, I urge you to consider setting up a preventive maintenance program and I recommend that a maintenance division be established because. I feel it most responsible us I bj e o Lax money. In addition, the City leases 11,080 square feet in two buildings. Of the 102 owned buildings, 14 buildings with a total floor area of 57,880 square feet are leased to private firms, leaving 88 both owned and operated buildings with a total floor area of 265,544.7 square feet. Of these 88 buildings, 24 are open park shelters with a total area of 18,187 square feet, leaving 64 enclosed buildings with an area of 247,357.7 square feet. We are receiving an increasing number of referrals from other professionals in the area: Department of Social Services, juvenile probation officers, counselors, and psychologists. This trend indicates that the Pals Program is beco,ring more widely recognized as a valuable therapeutic program for children and youth in need of assistance. These referrals somewhat alter the nature of our service in that we have a larger number of children with greater needs and also a greater number of "priority" cases which demand iimnediate attention. We are cot,tinuing our policy, however, of riot accepting children whose problems are so severe that the likelihood of success with our volunteers is minimal. These children are referred to other prol'uuuionals .in the coirmuniLy. We also continue to receive inquiries from outside the Iowa City/Coralville area, with requests coming from North Liberty, Oxford, and Lune Tree. Volunteers We received 42 inquiries from people interested in volunteering this quarter -- 14 men, 24 women, and 4 couples. (The average number of inquiries per quarter last year was 281) Receiving twice as many inquiries from females as males has remained constant over the last couple of years. About one third of the people who inquired (4 male, 9 female) attended orientations and sub- mitted applications, which is the same as last year but an improvement over prior years. 2 of the 4 interested couples intend to be matched. The Pals Program continues to receive growing support from the community. We had excellent radio coverage this quarter with the outstanding cooperation of KRNA, KCJJ, and KXIC. Radio exposure is responsible for bringing us many new volunteers -- over 30% this quarter. 29 local businesses contributed food, door prizes, and accomodations for the annual Appreciation Event and roller skating party. We received increased funding from the City of Iowa City and were accepted for funding by the County Board of Supervisors to help us finance the addition of a half-time caseworker. We also received private donations from local residents. The Pals Program currently serves more than 100 children. Our matches continue to grow stronger and our program more sound as we are' able to provide better screening, training, evaluative and support services to our matches. With the continued efforts, assistance, and cooperation of the Pals Board, staff, and the community at large, we can expect these trends to continue and to develop our program even further in the future. Dubuque Street and Bloomington Street east to the intersection of Bloomington Street with Dodge Street. This action will be taken on or shortly after April 27, 1979. COMMENT: This action is being taken to enhance the movement of ambulances and patients moving to the Mercy Hospital emergency entrance. This action represents a change from the pre -January conditions in only two blocks of Bloomington Street. The two blocks are the block between Dodge Street and Johnson Street which historically was parking uncontrolled on both sides and the block between Linn Street and Dubuque Street which was also uncontrolled on both sides. The action as proposed above will remove parking from the south side of these two blocks and leave the parking on the north side uncontrolled. ACTION: Pursuant to Section 23-234 and Section 23-274 of the Municipal Code of Iowa City, Iowa, the City Traffic Engineer will direct that the north side of the 300 block of Bloomington Street be established as a parking meter zone. Two hour parking meters will be installed at this location. Additionally, both sides of the north half of the 200 block of Linn Street will be established as a parking meter zone utilizing two hour meters. Additionally, the west side of the north half of the 200 block of Gilbert Street will be converted to a parking meter zone utilizing two hour meters. The nine diagonal stalls on the west side of the south half of the 200 block of Gilbert Street will be converted to parallel stalls. This action will be taken after April 27, 1979. Parking will be prohibited at all times on the east side of the 200 block of Gilbert Street. Parking will be prohibited at all times on the south side of the 300 block of Bloomington Street. COMMENT: This action was outlined in the memo to Council of March 9, 1979 which responded to Council's original inquiry of February 1979. This differs somewhat from the memo to Council from Public Works Director Plastino of April 10, 1979. In Director Plastino's memo Bloomington Street was to have been signed no parking anytime on the south side and then uncontrolled parking on the north side. Tinklenberg advised that he is behind schedule, his goals were too Optimistic, and several otherprojects were added to his work schedule.
