a. Consider ordinance approving a request submitted by Mr. Wil-
bert Frantz to rezone a tract of land from RIA zone to RIB
and R2 zones. (second consideration)
Comment: The Planning & Zoning Commission, at a regular meeting
held on October 19, 1978, recommended by a five to zero vote ap-

proval of the subject request to rezone a tract of land located
south of Highway 6 Bypass and east of Sycamore Street, contingent
upon the simultaneous approval of the final plat for the area ,re-
ferred to as Mount Prospect Addition, Part 4. Attached to the
agenda of October 31 was a staff memorandum to the Commission ad-
dressing its relevance to the Comprehensive Plan. The Commission
is of the opinion that the density proposed via the final plat of
Mount Prospect, Part 4, is consistent with the Comprehensive Plan.
A public hearing was held on this item on October 24, 1978.

- PUBLIC HEARING ON THE CABLE TELEVISION FRANCHISE. APPLICANTS.
Comment:
Franchise applications have been received from American TV Com-
munication Corp. of Englewood, Colorado, and from Cox Cable Com-
munications of Atlanta, Georgia. Copies of the applications re-
ceived by the City of Iowa City will he in the City Clerk's Office
at the Civic Center, available for Inspection during normal busi-
ness hours. This public hearing is being held to provide an oppor-
tunity for all interested persons to testify on the qualifications
of the applicants.

Item No. 15 - CONSIDER RESOLUTION AUTHORIZING THE MAYOR TO SIGN A RIGHT-OF-WAY
AGREEMENT FOR PROPERTY ACQUISITION FOR THE HIGHWAY 1 IMPROVEMENT.
Comment: This agreement states that the City recognizes that the State will
he acquiring land at State cost for Highway 1 from U.S. 6 to the
junction of proposed Freeway 518. This agreement makes no reference
to the location of Freeway 518 and it is not felt that this agree-
ment prejudices the City's case in any manner except to recognize
that there will be a 518. Highway 1 will be rebuilt as a four-
