Dear Mrs. Johnson:
Thank you for your recent letters concerning the closing of Melrose
Court which you wrote to Mr. Plastino and also to the City Council.
• A majority of the City Council is interested in closing Melrose Court.
However, action will be taken only after alternative solutions for
handling the traffic are considered. The Public Works Department presently
is in the process of preparing these proposals for Council review.
Your letter to Mr. Plastino seemed to imply that at the time you had a
fire at your house, the west side fire truck could not respond as there
was a power outage at the station. I am sure you will be interested in
knowing that while the station does utilize an electric motor to raise
and lower the door, there is a manual override which allows the door to
be operated manually if the power should ever fail. If you have any
other questions concerning Melrose Court or the operation of the Fire
I Department, please do not hesitate to contact me.

Dear Council Members:
We wish to express our opposition to the recent
proposal to close Melrose Court. Although it is obvious
that some action is needed to make the street safer for
both pedestrian and automobile traffic, its closure would
be wasteful and would cause inconvenience and even some
danger to the residents of the area.
According to traffic counts made by the city, nearly
3,000 cars per day traverse Melrose Court. If 2,200 of
these are forced to add � mile to their trips (a modest
assumption, considering the geography of the area),
approximately 100 extra gallons of gasoline will be con-
sumed. Thus each year a surprising 35,000 gallons of
gasoline would be wasted by closing the street.
If the north end of Melrose Court were closed, the
additional traffic from Greenwood Drive that would then
use Myrtle Street might create a need for a stop light
on Myrtle and Riverside. Even so, such a closing would
be better than the proposed one at Greenwood. Indeed, it
is surprising that this latter closing seems to be sup-
ported by the neighborhood association. It would make
the entire area virtually inaccessible to automobiles
before and after each major athletic event and signifi-
cantly more difficult to reach and leave during the 5:00
P.M. rush hour.
Closing the street at Greenwood would create a safety
problem by making the area difficult for emergency vehicles
to reach during the high -traffic times mentioned above.
Moreover, during the evening hours the very presence of
traffic makes the park a little less desolate and thus a
little safer for pedestrians.

We do not mean to imply that the traffic along
Melrose Court is not a serious problem. Clearly the
street is a dangerous one. But we feel that the problem
could much more wisely be solved by reducing the speed
limit to 20 miles per hour and by possibly widening the
corner at Melrose Court and Myrtle Street. `

over the past few months I have observed the organizing of my neighbors
regarding the closing of Melrose Court with relative apathy. However, on
23 October 78 I witnessed a neighbor's boy come literally within inches of
being struck by a passing truck in front of my home. There is a hedgerow
along Melrose Court in front of our house and the boy ran through the gate
into the street. Only by diving into the hedge did he avoid being hit by an
oncoming truck.
In the course of the last six months we have also lost approximately
30% of the hedge in front of our house when it was sideswiped by a rapidly
moving car on a rainy night. We have also lost a city street sign across
the street when it was struck by a passing car.
Because of the high volume of traffic on Melrose Court, its' narrowness,
and the unsafe sidewalk along the west side, I would suppo y changesY

could make to diminish the traffic flow on our street.

on the Lower Muscatine Road and Spruce St. intersection. The traffic on
this street is fierce at all times. Therefore I request that the city
close this street to everyone except the homeowners who reside there.
I have friends who live on Burlington, Benton, Market, Dodge, Governor,
Dubuque, Clinton, First Avenue, Muscatine Ave., Court St. and Melrose.
Certainly they also would like to make the same request because of the
traffic problem. Not everyone has the time, stamina, or inclination to
ride bikes or walk to their respective destinations so I would make the
suggestion that the city install underground mass transportation in the
form of escalators and moving walks.
Seriously, the closing of Melrose Court would certainly set a strange
precedent.

other than Melrose Court have heavy traffic and your comparisons are
appreciated. However, Melrose Court does have special problems since.it
is an especially narrow street with no possibility for making it wider.

The Johnson Courxty Board#f Supervisors in cooperation
with the City Council of Iowa City are proposing that the
Capitol Street right of way between Court and Harrison
Streets be vacated and made available for the purpose of
building a jail. The concerns of The University of Iowa
relating to this proposal are set forth in letters dated
September 12, 1978, from me and September 25, 1978,from
President Boyd, both to First Assistant County Attorney,
J. Patrick White, copies of which are enclosed.
The University's overriding concern on this matter relates
to the fact that the public view of Old Capitol from the south
will be obstructed by the proposed jail. We belive this is a
vitally important consideration when one recalls the great
significance of Old Capitol to the people of our city and our
state. Old Capitol is the birthplace of Iowa and our city.
Iowa City was planned around it. Unobstructed avenues of approach
were built on four sides of Old Capitol and these vistas have
remained unimpaired until recently. To improve these vistas,
the Old Dental Building was removed several years ago.
The importance of Old Capitol to the general public is
underscored by the fact that its recently completed restoration
was supported by public appropriations and private gifts from
thousands of Iowans. The building,and the Pentacrest which
surrounds it, have been designated a national historic landmark.
For generations, old Capitol, which is one of the most aesthetically
appealing structures in our community, has been the center and
heart of our community and an historical center of the state.
It should also be noted that Old Capitol is operated as a
public resource. It is a museum which has attracted more than
100,000 visitors over the past two years; and it is a site of
meetings for state, academic, cultural and historical purposes.

Together we should strive to maintain the public's visual
and physical access to the building. We believe the Board
of Supervisors and the City Council share this concern and,
therefore, we wish to propose an alternate site for the
construction of a jail.
The essence of the University's proposal is as follows:
1. The City of Iowa City would vacate and convey
to the University the Capitol Street right of
way between Court and Harrison Streets.
2. The University would covenant that no building
would ever be built on this right of way; that
it would be maintained as green space or for
some other non -building use.
3. The City of Iowa City would covenant that no
buildings would be built in the Capitol Street
right of way between Burlington and Court and
Harrison and the Rock Island Underpass.
4., In return the State of Iowa, upon the recommendation
of The University of Iowa and the State Board of
Regents, would convey an amount of land on the west
side of Capitol Street between Harrison and Prentiss
Streets equivalent to the amount of land in the
Capitol Street right of way between Court and
Harrison Streets to the Johnson County Board of
Supervisors as a site for the proposed jail.
This action would be subject to the approval of the State
Board of Regents and the Executive Council of the State and
the entire proposal is dependent on receipt of that approval.
Representatives of the University will be available at any
time to consider this proposal more in detail.

In President Boyds!absence, I am 'replying to your
letter of September 7 concerning the county's proposal,
to build a jail on Capitol street between Court and
Harrison streets. I am grateful for your assurance
that the county will seek the University's active con-
sultation and suggestions concerning the project.
At the outset, it is fair to say that any proposal
for construction on the street, gives rise to University
concerns about the following:
1. The proposed jail site is in the Old Capitol
sighL•line, and its design will have an aesthetic
impact of one sort or another on the extended
Old Capitol area.
2. Because the University owns the entire block west
of the proposed site, including three houses
fronting on Capitol street, we have concerns about
sufficient access and easements to permit the best
use of our property in the future, as well as the
continued use of the houses.
3. We have general concerns about the effect of this
street closing on traffic and circulation for the
University and tha city.
Frankly, we are unable to assess the full impact of the
proposal on any of these concerns, absent more information
concerning the size of the proposed building, its precise
'location, access to the building, and the like. Therefore,
we are most grateful for your agreement to consult with the
University as the county works on plans for the building

At its regular meeting of November 7, 1978, the City Council received
and placed on file your letter expressing support for a shelter for
victims of spouse abuse. The Committee on Community Needs has recom-
mended that $50,000 be allocated from the CDBG funds for this purpose.
This along with the other recommendations of the Committee was discussed
by the City Council at its informal meeting on November 13, and a public
hearing was held November 14 to receive further citizen input. Your
letter will be considered when making the final decision.

The Iowa City Human Rights Commission was apprised at its October 23
monthly meeting that Chuck McComas has resigned. We are aware that the
City Council will be considering appointing an individual for the dura-
tion of Mr. McComas' term.
However, we would also like to recommend that the City Council consider
two additional appointments to replace Ms. Sue Davison and Ms. Ethel
Madison for the duration of their terms on the commission. Commis-
sioners are concerned about the necessary, but demanding, time commit-
ment needed from each member to achieve the Commission's goals. Un-
fortunately, because of other commitments, neither Ms. Madison nor
Ms. Davison have been able to fully participate in Commission functions.
Additionally, both individuals have verbally indicated their plans to
resign from the Commission. We have contacted Ms. Madison and Ms.
Davison apprising them of the Commissions recommendation to the City
Council to consider two additional appointments.
As the ordinance indicates, a variety of factors are considered in
making appointments to the Commission. Therefore at this time, we would
also like to review for the City Council the current composition of the
Commission.
Serving on the Commission are two white females. Ms. Gilroy, a Cath-
olic, works with the Iowa Humanities and has a working knowledge of
committee functions and group interactions due to her political involve-
ment. Ms. Kuhn is a senior citizen with a strong commitment to helping
disabled children and a firm interest in senior citizens. Currently,
there are two minority women, Ms. Woodard, who is Black, and Ms. Cos-
tantino, who is Oriental. Both women contribute a special focus on
racial minority issues. The Commission also has two White male members.

Mr. Braverman, who is Jewish and a private developer, has an awareness
of business concerns regarding civil rights. Mr. Munenmaier, the
youngest member, is a recent college graduate with a focus on labor
relations and personnel.

Iowa City residents who are in need of the type of homes we are proposing
to build on the property in question. Many more interested parties, whose
names do not appear on the attached letters, have also contacted us.
There is a very definite need in Iowa City for the type of housing we are
proposing. These units have been designed for the retired or semi -retired
people who do not want to live in an apartment, but are unable or no longer
enjoy maintaining a single family residence. These people need the
security of close neighbors, but still enjoy their own privacy. They still
enjoy gardens and green areas, but don't want the responsibility of snow
removal, painting,lawn care, etc.
We would request that you give your approval to this area and give these
people the opportunity of choice.

As directed by 6.02.01 of the Municipal Code of Iowa City this is to
advise you of the following action:
ACTION:
Pursuant to Section 6.14.06 the City Traffic Engineer will direct
that signs be installed so as to prohibit parking:
1. On the south side of Douglass Street at all times from the inter-
section of Douglass Street and Orchard Street west to the west end
of Douglass Street, and
2. On the northerly portion of Douglass Court from the intersection of
Douglass Court with Douglass Street around the loop to the
intersection of Douglass Court with Douglass Street.
This action will be taken on or shortly after November 17, 1978.
COMMENT:
A postcard survey of the affected owners was conducted and 21 of the
responding 34 residents indicated a preference for this prohibition. Of
the 34 residents who responded 29 indicated a preference on which side
the prohibition should effect. Of these 29 responding residents 15
preferred to have parking removed from the inside of the loop formed by
Douglass Street and Douglass Court.
