There is a strong possibility that a bar or cocktail lounge could be located on the second floor of the center. Therefore, we respectfully request that you reconsider the scope of the ordinance and consider allowing the dispen— sation of liquor within shopping centers. Early in January the City Council will be considering institution of calendar parking in the entire north end. While this will solve the problem of plowing streets it will also reduce the number of parking places. At this point the Council feels that the trade-offs make it worthwhile to implement calendar parking. If you feel differently you should let the Council know. - It is present City policy not to plow alleys since they do not have hard surfaces and the City plows would cause severe damage to the alleys. In summary the Council is very much aware of the parking problem in the north end and the problems created by heavy snowfalls. In the next few weeks they ill be working to alleviate the situation. Bleckwenn, Chairman Iowa City Municipal Airport Commission 205 North Post Road Iowa City, Iowa 52240 December 4, 1978 MEMO TO: City Council, Iowa City RE: Leasing of Airport Property Not Needed for Actual Operations of Aircraft or Facilities As I indicated at last month's meeting between the City Council and Board and Commission heads, the ICMAC no longer has a proposed tenant for any of the land bordered by Highway 6, the river and Highway 218. The abstracts covering all the Airport lands have just recently been up -dated by Security Abstract of Iowa City and are now in the hands of Mr. William Tucker, who has been retained by the ICMAC as its legal council. Appraisals of the leaseable land in question as well as a few other parcels have been completed by Winegar Appraisal Co. of Des Moines, Iowa, for the ICMAC. Mr. Bowlin has indicated that there is some question as to who has control over the property west of the Iowa River and east of High- way 218. Realizing that the outcome of this question will affect the income realization of the ICMAC, the city maintenance department and its charges against the ICMA, the plans of the Parks and Re- creations Commission and the River Front Commission, the Comp- rehensive Plan of Iowa City and ultimately the property tax payers of Iowa City, I wish this matter to be settled. DOOLEY - County Attorney December 12, 1978 City Council Civic Center Iowa City, Iowa 52240 Mr. Mayor and Members of the Council: On behalf of Johnson County request is made herewith for vacation and conveyance to the State of Iowa of the portion of West Harrison Street described as follows: Harrison Street from the westerly right- of-way of Capitol Street to the easterly right-of-way of Madison Street. This requested vacation and conveyance would be in furtherance of the attached three -party agreement which we propose to you. In return for conveyance of this real estate and your establishment of a scenic easement over three blocks of South Capitol Street, the University of Iowa is pre- pared to deed to Johnson County one of three alternative jail sites in the block directly southwest of the court- house square. A copy of Vice-president .Jennings' letter to that effect is also attached. Consistent with this request, we would suggest that you defer further action on the pending Capitol Street vacation ordinance until such time as you are able both to complete the vacation and disposition of this one - block of Harrison Street and necessary action on the proposed easement. We much appreciate your continued efforts in seeking a satisfactory site to the new jail. The State of Iowa, upon the recommendation of the University of Iowa and the State Board of Regents, will convey a parcel of land to Johnson County, Iowa, for construction of a new jail and sheriffs offices. Because the Comprehensive Plan was to be completed as of June, 1978; the position was not reauthorized in the FY79 Budget. A temporary employee was hired to provide graphic support until the project was completed, and it could be determined whether there was enough other work to justify a per position. At this time the situation has been analyzed, and I recommend that a permanent part-time position for a Technical Assistant be authorized. N. A temporary employee began working on March 1, 1978, to complete graphic work for the Comprehensive Plan. On July 1, 1978, arrangements were made so that all departments could receive graphic support. Arrangements were made and the employee worked hour per hour as the workload demanded. Since July 1, the individual has worked an average of 62.3 hours bi- weekly. This arrangement has been mutually satisfactory. The union contract states that a temporary employee may request permanent status after six months. Subsequent to the request we have analyzed the situation, and recommend that the position be authorized. Since June 30, graphic support has been provided for the following departments: City Manager's office, 34 hours; City Council; 11 hours; Planning Division, 248 hours; CDBG Division, 103 hours; Energy Program, 1 hours; Finance Department, 10 hours; Housing & Inspection Services, 154 hours; Human Rights Commission, 42 hours; Parks & Recreation Department, 65 hours; Public Works Administration, 11 hours; Purchasing.Division,'3 hours; Transit Division, 67 hours; and other, 15 hours. Now that the Comprehensive Plan is completed, there is not adequate work within the Department of Planning and Program Development to retain a staff person solely for this Department's use. However, her workload since June adequately justifies retaining a graphic technician on a part-time basis. If the City Council chooses not to authorize the creation of this position, various departments will be required to individually search for adequate graphic support.
