How Americans Get to Work in Cities
With the Lowest Car Commute Rates
From subways to ferries to working at home—in one table.
Richard Florida's sobering take from the new Census report on American commuting
habits is that the vast majority of the country still drives to work. The reminder is a
crucial one for transit advocates, local officials, and city residents engaged in the
pursuit of balance. But it's also worth taking a closer look at how Americans get to
work in the cities where they rely on driving the least.
To that end we spruced up the list of the 15 U.S. metros with the lowest rates of car
commuting, and their secondary commute choice, found in Brian McKenzie's Census
report:

The table lends itself to three broad categories.
Major metros
This one's pretty straightforward. Traffic is so brutal in big metros like New York, San
Francisco, Boston, Washington, and Chicago that commuters need to rely on
alternative modes of transportation. While Honolulu isn't at the scale of these cities in
terms of population, its rush-hour congestion can compete with the best (worst?) of
them.
In most cases that non -car mode ends up being a subway or metro rail system. But the
bus does carry the second-highest commuter share in several major metros: the Bay
Area, with a strong bus network and legacy trolley in place, still hopes to ex and
BART to better serve the urban core; Chicago has focused much of its political energy
on bus -rapid transit plans; and Honolulu has no major rail option at the moment but
will soon get the first driverless metro system in the U.S.
Conspicuously absent from the list are the likes of Los Angeles and Houston. Whether
their renewed efforts to reduce their car reliance and expand their bus and rail systems
will result in decreased solo commute shares will be something to watch in the coming
years.
College towns
The list is also notable for its abundance of college towns. Five turn to walking most
often in lieu of a car commute: Ithaca (home to Cornell), Iowa City (University of
Iowa), Missoula (University of Montana), Champaign -Urbana (University of Illinois),
and State College (Penn State). Telecommuting rules in Boulder (University of
Colorado), while the bicycle reigns in Corvallis (Oregon State).
McKenzie from the Census tells CityLab that scale is a driving factor in many of these
cases: it's easier to navigate a smaller city without a car almost by definition. In
college towns, the urban core is also more likely to account for a greater part of the
metro area as a whole—meaning there's less influence on the commute figures from
traditional car -centric suburbs. McKenzie calls Ithaca the "poster city for this effect"
via email:
The city of Ithaca itself makes up most of the Ithaca metro area, and its scale makes it
very walkable, especially in a university environment. Compare this to DC, where the
city itself is very urban and has relatively high rates of transit, biking, and walking, but
these extremes are largely "diluted" for the larger metro area when you throw in the
suburbs, where travel behavior is more typical of the nation as a whole.
The youth of a college town certainly matters. While plenty of Millennials still drive,
they're also more likely than other age groups to trend away from car reliance. Case in
point: Ithaca's twenty -something walk -to -work may. Though tougher to measure, an
intellectual setting might promote a higher sense of social responsibility about
sustainable transport—especially with regard to climate change.
College campuses and towns also tend to have progressive commuter alternative
programs, or city plans, that emphasize non -car modes. It's no coincidence that the
lead image at the city of Missoula's transport planning page, for instance, features a
pedestrian, bicycle, carpool, and bus—but no solo driver. Nor is it blind luck that
Corvallis is so friendly to cyclists: roughly percent of its collector and arterial roads
have bike lanes.
Second -ring cities
That's the less -the -precise way to describe the remaining metros on the list. The ferry
rules for non -drivers in Bremerton -Silverdale, Washington, which is separated from
Seattle by the Puget Sound. While ferries often go overlooked as public transportation,
the case of Bremerton -Silverdale shows it's a viable complement at times.
Washington's wonderful statewide program to reduce car commuting among big
employers also no doubt plays a role.
Non -drivers in Bridgeport -Stamford -Norwalk, Connecticut, rely on the Metro -North
commuter rail to reach New York City. You can probably also count Boulder in this
group, despite also being a college town, given its proximity to metro Denver. The city
has made a name for itself as a telecommuting hub—partly in response to the region's
terrible traffic.
So that's how people get to work in the U.S. cities with the lowest car commute shares.
There's obviously loads of room for improvement: even on this list, it's still the norm
for seven or eight in 10 people to drive to work (New York City aside). That's not
likely to change in a big way until U.S. cities raise the cost of driving to work, but in
the meantime there are some lessons to learn on the margins.

OVERVIEW
The City of Iowa City's investment objectives are safety, liquidity and yield. The
primary objective of the City of Iowa City's investment activities is the
preservation of capital and the protection of investment principal. The City's
investment portfolio remains sufficiently liquid to enable the City to meet
operating requirements that cash management procedures anticipate.
In investing public funds, the City's cash management portfolio is designed with
the objective of regularly exceeding the average return on the six month U.S.
Treasury Bill. The Treasury Bill is considered a benchmark for riskless
investment transactions and therefore comprises a minimum standard for the
portfolio's rate of return. Since the city's investments are mostly between the six
month and twelve month range, the yield curve for the 12 month U.S. Treasury
Bill has been added to the chart. The daily treasury yield curve rate on the six-
month U.S. Treasury Bill for June 30 was 0. 11 % and the 12 month rate was
0.28%. The investment program seeks to achieve returns above these
thresholds, consistent with risk limitations and prudent investment principles.
The rate of return on the City's entire portfolio for the quarter was 0.44%. (See
exhibit A)
Investments purchased by the City of Iowa City for the fourth quarter of this fiscal
year had an average return of 0.37%. Rates on new investment purchases in
our operating cash portfolio for the fourth quarter were approximately 7 basis
points higher than investments purchased at this time last year.
The federal funds rate is the interest rate at which banks lend to each other. In
the April 29th meeting of the Federal Open Market Committee, the decision was
made to keep the target range for the federal funds rate at 0 to 114 percent and
currently anticipates that exceptionally low levels for the federal funds rate may,
for some time, warrant keeping the target federal funds rate below levels the
Committee views as normal in the long run. (See exhibit B)
The quarterly investment report lists investments by fund, by institution, by
maturity date, and investments purchased and redeemed.
New official state interest rates setting the minimum that may be paid by Iowa
depositories on public funds in the 180 to 364 day range during this quarter were
0.05% in April, 0.05% in May, and 0.05% in June 2015.

City Conference Board: July 27, 2015 at 5:00 P.M. in the Council Chambers at the Iowa
City City Hall, Mayor Matt Hayek presiding.
Iowa City Council Members Present: Dickens, Hayek, Mims, Payne and Throgmorton.
Johnson County Supervisors Present: Carberry.
Iowa City School Board Members Present: Kirschling and Lynch.
Others Present: Fruin, Karr, Dilkes.

Chair Matt Hayek called the meeting to order and Clerk Comer called roll and stated that a
quorum was present. The County, having only one member present will not have a vote
recorded.
The City (Mims) moved to accept the minutes of the last Conference Board meeting, May
19, 2015, the Schools (Lynch) seconded and the motion carried 2/0.
Chairman Hayek declared the public hearing on the FY 16 Budget amendment open. After
no comment from the public, the public hearing was declared closed.
The City (Dickens) moved to accept the proposed budget amendment as published in the
Iowa City Press -Citizen on July 10, 2015, the Schools (Lynch) seconded and the motion
carried 2/0.
The County and Schools were reminded that they should appoint a member to the Assessor
Evaluation Committee. The City previously appointed Dobyns.
There being no further business it was moved by the City (Throgmorton) and seconded by
the Schools (Kirschling) to adjourn at 5:05 P.M. Motion carried by 2/0 by voice vote.

Hy -Vee Food Stores, Inc. and Susan Lynn Noser own certain real estate and
improvements located in Iowa City, Johnson County, Iowa, known as Tax Parcel Number
110122550001 and bearing a street address of 310 N. 15t Ave., Iowa City, Iowa, 52240. The City
Assessor valued that property and improvements at $1,435,960.00 for 2013. Hy -Vee Food
Stores, Inc. and Susan Lynn Noser appealed to the Board of Review which upheld those
amounts, and then Hy -Vee Food Stores, Inc. and Susan Lynn Noser appealed to the Johnson
County District Court.
The issues in this case centered on the value of the real estate and improvements. As is
often the case in assessment valuation appeals, additional information is obtained from the
taxpayer, providing new information to allow the Board of Review and Assessor to reconsider
the propriety of the initial assessment. Consequently, the parties in this case have reached an
agreement without the necessity of an actual trial. In this case, an agreement was reached with

CONSIDERATION OF THE MINUTES OF THE JUNE 4, 2015 MEETING
MOTION: Sayuri moved to approve the June 4, 2015 meeting minutes. Engelbrecht seconded.
Motion passed 6:0.
COLLEGE GREEN PARK-STAIRSTEPS ART PROJECT
Bollinger presented each of the 5 proposals submitted for the StairSteps project. The
committee members responded to each proposal with questions/concern/etc. Bollinger had
contacted two of the artists and asked for additional information which she shared with the
committee. After considerable discussion, the proposal provided by Aurora Green was chosen
as the artist that best reflected the interest of the committee to have the artwork reflect that
existing park features through her fluid, fabric -like drape - floating down the steps.
SPORTS COLUMN MURAL PROJECT
Bollinger explained that Sports Column had received a Facade Improvement Grant funded
through the Community Development Block Grant Program and was in the process of making
improvements to the exterior of their business. The grant is a matching fund program with
grants up to $50,000. One of the projects they wished to complete as part of that grant is a
mural that will be placed on the south side of the Sport Column building adjoining the alley.
Because there are public funds involved in this mural, the Public Art Advisory Committee was

asked to review the proposal for suitability and quality. Bollinger presented a number of images
that were provided by Swen Larson — owner of Sports Column. The image that is proposed to
be reproduced would be Tim Dwight running down the football field in an Iowa uniform. This
image would be recreated by Air Efex Custom Paint who is proposing to airbrush the artwork
onto a 10' x 14' metal sheet which would then be attached to the south wall of the Sports
Column building adjacent to the alley. The committee felt that the subject matter was
appropriate for the location and the artist who would create it had the skill level to produce
quality work.
MATCHING FUND PROGRAM
The committee reviewed for a final time the Matching Fund Program that would be available for
private or public entities to apply for on a quarterly basis. The committee fine-tuned a number of
components of the application including who is eligible, maximum grant amount, frequency of
ability of artists to participate, and schedule for accepting applications.
POST OFFICE MURAL
Bollinger explained that she was asked to pursue options to relocate the mural that was recently
removed from the old Post Office building on Dubuque Street. The mural is a perspective of
Iowa City decades ago featuring the downtown and campus areas.. Bollinger stated that she
was going to contact the city facility people and the University of Iowa to further discuss about
the relocation. Nusser suggested he would talk with Carrie Norton who is storing the mural but
he understood that City High School might temporarily exhibit it in their foyer.
UPDATES
Engelbrecht stated that joint application by the City and Summer of the Arts for the NEA Our
Town Grant that was submitted earlier this year did not get funded but the committee will be
pursuing a revised grant application in the next month or so. Bollinger said that Kidztent
collected about $200 this year. Bollinger also explained that she worked with John Coyne, the
artist who created the Wetherby neighborhood art project to complete some needed
maintenance on the globe reliefs and the park sign. The fee for the work was $400.00 and the
work was recently completed.
