Because of the declining number of available parking spaces in the CBD due to redevelopment the staff has been seeking methods to temp- orarily increase lot parking.supply until the parking ramp is com- pleted. Ile have reached verbal agreement with the owner of Grand Daddy's for the lease of the Grand Daddy's parking lot for use as a permit parking lot during the daytime. 2. The basic terms of the lease will be a) Permits valid from 8:00 a.m. till 5:30 p.m., Mondays through Saturdays. b) Lease term from January 1 - December 31, 1979. c) Rent of $300.00 per month. d) The City assumes liability during the hours of permit operation. e) The City assumes normal, routine maintenance. 3. A lease has been drafted and is being reviewed by the attorney.for.-. the owners....Minor wording.changes,may occur, although the substantive terms have been agreed to. Because the•Lease Agreement is not in,..., final form, and because the Council will not meet between December 19 and January 9 it is desirable to have the City Manager execute the Lease Agreement on behalf of the City, so that it can -be executed prior to January 1. 4. There is an existing waiting list of nearly 150 persons desiring parking permits. The Grand Daddy's lot will provide 75 additional permit spaces to help fill this backlog. Because this lot is less desirable than existing permit lots from a locational standpoint the staff recommends that permits in this lot be issued at a reduced rate. S. Two resolutions are included on the agenda for the Council meeting of December 19, The first resolution authorizes the City Manager to execute a lease agreement with Grand Daddy's. The second reso- lution establishes the permit fee for the lot at $9.00 per month.
