RESOLUTION OF APPROVAL OF CLASS "C" BEER PERMIT APPLICATION
BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA,
that a Class "C" Beer Permit Application is hereby approved for
the following named person or persons at the following described
locations:
Dennis C. Ellis dba/Needs, 18 S. Clinton St.
Said approval shall be subject to any conditions or restrictions
hereafter imposed by ordinance or state law.
The City Clerk shall cause a recommendation for approval to

FINAL PLAT OF LYN-DEN HEIGHTS SUBDIVISION
WHEREAS, the owner and proprietor, John D. oaks
and Marie B. Fuhrmeister, have filed with the City Clerk a
final plat and subdivision of the following described premises
located in Johnson County, Iowa, to -wit:
Commencing at the Southwest corner of the
East half (1/2) of the Northeast quarter

WHEREAS, the City of Iowa City, Iowa, is an eligible unit of general
local government authorized to receive funding under Title I of the
Housing and Community Development Act of 1974, and
WHEREAS, the City Manager is the authorized Chief Executive Officer for
the grant funding awarded; and
WHEREAS, the approved City of Iowa City budget for FY79 does not reflect
$456,254.00 available Community Development Block Grant funding that was
not encumbered as of June 30, 1978; and
WHEREAS, federal regulations state that when less than 10% of the funding
is rebudgeted to new and different activities, the Chief Executive Officer
is authorized to make Community Development program changes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA, that
the City Manager be authorized and directed to amend the City's Community

RE: Lease of Grand Daddy's Parking Lot
1. Because of the declining number of available parking spaces in the
CBD due to redevelopment the staff has been seeking methods to temp-
orarily increase lot parking.supply until the parking ramp is com-
pleted. Ile have reached verbal agreement with the owner of Grand
Daddy's for the lease of the Grand Daddy's parking lot for use as a
permit parking lot during the daytime.
2. The basic terms of the lease will be
a) Permits valid from 8:00 a.m. till 5:30 p.m., Mondays through
Saturdays.
b) Lease term from January 1 - December 31, 1979.
c) Rent of $300.00 per month.
d) The City assumes liability during the hours of permit operation.
e) The City assumes normal, routine maintenance.
3. A lease has been drafted and is being reviewed by the attorney.for.-.
the owners....Minor wording.changes,may occur, although the substantive
terms have been agreed to. Because the•Lease Agreement is not in,...,
final form, and because the Council will not meet between December
19 and January 9 it is desirable to have the City Manager execute
the Lease Agreement on behalf of the City, so that it can -be executed
prior to January 1.
4. There is an existing waiting list of nearly 150 persons desiring
parking permits. The Grand Daddy's lot will provide 75 additional
permit spaces to help fill this backlog. Because this lot is less
desirable than existing permit lots from a locational standpoint
the staff recommends that permits in this lot be issued at a reduced
rate.
S. Two resolutions are included on the agenda for the Council meeting
of December 19, The first resolution authorizes the City Manager
to execute a lease agreement with Grand Daddy's. The second reso-
lution establishes the permit fee for the lot at $9.00 per month.
The staff strongly recommends adoption of both resolutions.
