Subsequently it became neces- sary.to close out the urban renewal project, and the City Council de- cided to use the $200,000 for this purpose. At the time, the City Council informed the Riverfront Commission that once the urban renewal land was sold, the money would revert to the Community Development Block Grant program and would be reallocated for riverfront land acquisition. f It is our understanding that much of the urban renewal land has now been j sold, and we are anxious to learn when money will be reallocated for the I Iowa River corridor. The Commission would.like to begin implementation { of the Stanley River Corridor Plan, but with no funding of its own has to work hard to pursuade the Department of Public Works, the Parks and ) Recreation Commission, and the Department of Planning and Program De- velopment to include capital improvements in the river corridor in their respective budgets. We would very much appreciate hearing from you both as to the status of the $200,000, and about possible funding of a river corridor capital improvement program. Last season the pond was moved from Recreation to Parks with the result that the ice was NOT available for skating for most of the winter break, a season that should.hade the.heaviest use. Mr. Showalter assured me today that the ice maintenance would stand as last year. That is: the sidewalks, streets and bridges would come first for snow removal and maintenance of the pond last, if they could work it in, since their main concern is , their liabilities. In regard to the warming house, though hours have been published in the paper, Mr. Showalter said the only way to discover if the building is actually open is to go down there and see for yourself, There is no Parks Department telephone on the facility and no person will be there unless the ice is good for skating. Last winter the "Open Tomorrow" sign was almost always posted. Perhaps all that strikes you .as . logic - but I feel that ice skating is a valid and important winter recreational activity for mappyy citizens and n should not be treated as a last ditch project to be available me has the time. Mr. Showalter said that I should know who sets the priorities as well as he does - but somehow that escapes me. Ice skating is a major winter recreational activity in Iowa City and the Park Division spends many hours each winter on ice maintenance and supervision. My investigation of the records shows that we had 70 days of skating two years ago and 50 days of skating last year. The Park Division was in charge of supervision during both of these years. During the skating season the snow is removed from the ice, it is swept approximately four times per week, and it is re -surfaced approximately two times per week. The reason that the ponds were not open for skating during some of last year's winter break was because of the weather, not because of a lack of desire by the Park Division to keep them open. There was a heavy accumu- lation of snow over a very thin layer of ice which made snow removal impossible for a period of time and difficult thereafter. The warming house will be open during published hours unless the weather is warm, making the ice too soft, or just after a snow fall. To date, the engineering staff has not received construction plans for this facility. The Planning and Zoning Commission may wish to defer action on the final plat until these plans are submitted. The Council should not take action on the final plat before the engineering staff has received and approved the construction plans for the sewage detention facility. In addition, the applicant should provide the City with a legal description and a description of the location of the facility and a sanitary sewer detention easement agreement. It is also in the interest of the City to review the restrictive covenants for the subject subdivision, to insure that they will control water usage as proposed in the conceptual design for the sewage detention facility as prepared by Hawkeye Engineering. RECOMMENDATION The staff recommends the plat be deferred pending resolution of the deficiencies and discrepancies listed below. Upon revision of the plat, it is the staff's recommendations that the plat be approved subject to the submittal of the aforementioned documents prior to the final plat approval by Council. DEFICIENCIES AND DISCREPANCIES 1. Legal papers need to be revised. 2. The extention of the storm water detention basin along the back of lots 57-67 and lots 83 and 84 should be clearly identified on the plat as part of the detention basin. 3. The 20 foot wide sanitary sewer easement between lots 101 and 100 should be relocated between lots 100 and 99 in conjunction with the change to be made in Village Green Subdivision, Part 10. 4. The location of the sewage detention facility should be shown on the plat. 5. Bearing on plat in NW corner marked S 0'-39'-00" W should be N 0'-39'-00" E. 6. All construction plans should be reviewed before plat approval. 7. A stormwater flowage easement should be provided between lots 59 and 60, 65 and 66, and 85 and 86. ANALYSIS The subject application proposes to redevelop a substantial portion of urban lrenewal parcels 83 and 84 fora two story enclosed shopping mall. The mall's lower level will be primarily for retail uses while the upper level will be used for offices. The total redevelopment of parcels 83 and 84 and areas adjacent thereto is a joint public and private venture. Principals are the City and Old Capitol Centre Partners. City plansinclude.construction of a parking structure as well as a streetscaoe improvements project for areas sur- rounding parcels 83 and 94 (see attached memo from Paul Glave s, nevelovment Coordinator). (, The LSNRD plan does not comply with the Tree Regulations but the applicant has requested innovative tree planting design approval (see attached letter from Old Capitol Center Partners). Because of council's approval of the project design, the only available areas for plantings are within planters being provided along the east and west side of the. shopping mall.. The City strectscape plan will provide_street..trees.within adjacent rights-of-way. Old Capitol Center -is being exempted from meeting. the requirements of the Stormwater Management Ordinance as the project will tie its storm sewer into a - storm sewer which runs directly to the Iowa River. STAFF RECOMMENDATION I The staff recommends approval of the innovative tree planting design and further recommends approval of the LSNRD plan subject to providing signatures of the utility companies. - DEFICIENCIES AND DISCREPANCIES - 1. The plan does not comply with the Tree Regulations. 2. Signatures of the utility companies should be provided. j 3. But,:a:,properly.;run: , private pick-up would. 'oost'less-and have. greater benefits to the city than,a public run operation. I would propose to re-establish the credibility and effective- ness of the newspaper and recyclable, pick-up in Iowa City. This would be done through consistent dailyjpick-up, A'public relations campaign explaining the changes that have taken place i in the program. And through the promotion of recyldng by using a slide presentation and written materials on conservation of resources.and recycling. j The people of Iowa City have displayed a great willingness j -= to cooperate with a recycling effort. Recycling saves the city money by reducing the number of garbage truck trips to -the dump and saving space at the dump. Plus,the fact that it is environ- mentally sound and reduces our reliance on foreign resources. i For these reasons I feel Iowa City needs a reliable and';cost i effective newspaper and -recyclable pick-up. I feel I could provide that service to the community. I have been involved with recycling since January of 1975. At_, that time I was involved in the organization of the Warren County Ecology Council. We started the Indianola recycling center in March of 1975 and ran it on a volunteer basis until Jan, of1977, when Goodwill industries took it over. Mose, Transit Manager Re: UMTA Grant We are currently preparing an UMTA grant application which will request rolling stock for the four public transportation systems (Iowa City Transit,,Coralville Transit, Cambus, and Johnson County SEATS) operating in he buseseforwIowatCity area.onestorreplace N971,pandatwonaddithreeuests additional units. The request to add two more buses to our fleet has been made for a variety of reasons: 1. Ridership on Iowa City buses has increased dramatically over the past year. Annual patronage, which had remained at 1.4 million from 1973 through 1977, will top 1.6 million in 1978, and the steady monthly increases show no signs of leveling off. To cope with the additional riders, Iowa City has ordered two used buses. These units, which should be available for road use by the first of the year, will increase our fleet size to 20. This is barely adequate at our present ridership level. 2. Because it will take a year or longer to negotiate all the "red tape" involved in the UNTA process, it may be late 1980 before we receive the proceeds of this grant. If the present trends con- tinue, we will need the additional buses at that time just to maintain our current level of service. 3. Within our present structure we cannot properly maintain a 20 -bus fleet and put 17 coaches on the street every day. Due to the age of our fleet, our inadequate maintenance facilities, and the shortcomings inherent in our present equipment maintenance or- ganization, we need a minimum of 4 spare coaches. 4. New Federal legislation has severely limited the scope of the UMTA Section 3 program under which we have acquired capital items in the past. Specifically the Emergency Repair Grant program will offer technical assistance and financial help in the form of grants up to $3,000 for emergency repairs to the basic systems of structures.>- Specifically -we are -talking -about structural repairs, electrical, plumbing and -heating repairs and replacements. The Home Winterization Grant program will allow home owners to install storm windows, caulk openings, and improve the thermal values of their homes by increasing insulation to R-19 in walls and R-22 in ceilings. The program will focus its attention on single- family owner -occupied homes within the CDBG program area. Grant recipients will be 60 years of age. or older, of a lower income and/or may be a disabled home owner. LONG-TERM ADVANTAGES/BENEFITS--PROJECT GOAL: The intent of -the program - is --to= provide-. maximum._service, _both . j technical- and—.financial;--,to-a larger- number -of- residents -than - permitted in a conventional rehabilitation program. A further goal is to complete cases in a timely manner, so that upon completion of FY80, there will be no carry over cases. By assisting low income elderly home owners to correct deficiencies to the structural and/or mechanical systems in their homes, we ! anticipate alleviating the major cause of anxiety on the part of elderly low-income home owners who find themselves confronted with costly roof repairs, electrical repairs or deteriorating furnaces. Communicty feedback indicates that the majority of home owners eligible for CDBG assistance neither desire nor require extensive rehabilitation assistance, but rather need some help in correcting deficiencies that demand revenues beyond their limited budgets. In addition, a strong intent is to provide energy conservation in the form of home winterization programs, such as insulation and storm windows -- a frequent request by elderly home owners, to help them cope with ever -rising energy costs. PROJECT DIRECTOR: Roger Tinklenberg DESCRIPTION OF PROJECT: The long term goal of the Energy Conservation Program is to improve the efficiency of energy usage in Iowa City. One means of accomplishing this goal is the Heat Loss Identification Project, where specific information will be provided to homeowners concerning the quality of the insulation and weather sealing in their homes. Six hundred structures are projected for initial scans during FY 80. The number of structures on which full -building scans will be performed is unknown at this time since it will depend on the number of property owners requesting full scans. The scanning is done from late October until March; weather permitting, and.it is expected to take approximately five years to scan every structure in the -403 Program Area. While the service is available outside of the 403 Program Area for a fee, the -priority is on scanning the homes within the 403 Program Area. Another means of achieving efficient energy usage in Iowa City is the Energy Monitoring Project, where accurate data on the energy use of the various sectors in Iowa City _ will be provided to decision -makers. Council action at this time will authorize the FY79 budget to be increased by $188,186. Because the money is staying in the same project account number, the grant applications will not have to be amended. The program will proceed as planned. Program Planned During the five years of-CDBG funding, $410,000 has been allocated for neighborhood -site improvements. The CDBG..Program area -(see map.next page) was divided into six neighborhoods. Through active -citizen participation, improvements for two of the neighborhoods have been identified, i.e. the City Council reviewed and approved specific ' projects for both the. Longfellow School neighborhood and the northside neighborhood. Project ideas will be solicited from residents in the remaining four neighborhoods this spring, allowing selected projects to be reviewed and approved by the prior to June 30, 1978.
