Under its present zoning (113) approximately 40 to 45 dwelling units could be developed on this tract. This proposal also extends Westwinds Drive to a point just north of where Roberts Road could eventually intersect with it. With the subsequent development of the property to the south of this proposal, provision should be made to intersect said streets. It should also be pointed out that the provisions of the Stormwater Management jOrdinance are being met by providing the necessary storage at an off-site location. Staff finds no major constraints in subdividing and developing this property. The staff recommends that the subject plat be deferred. Upon remedy of the deficiencies and discrepancies noted below, the staff recommends that the plat be approved. DEFICIENCIES AND DISCREPANCIES 1. All lot lines should be fully dimensioned. 2. Stormwater detention calculations should be provided to the Engineering Division. 3. The. typical street cross section should be corrected to show a two percent parabolic crown and sidewalks on both sides. 4. A more specific description should be provided as to the location of the off-site water detention facility. S. The size of the proposed water mains should be shown. 6. Overland flow for the stormwater storage pond should be shown to Willow Creek. 7. The lot line between Lots 1 and 2 should be redrawn to be radial to the curve. 8. An existing drainageway runs north—northeast to the rear portion of the site. The applicant proposes to construct an addition to the existing 7,000 plus square foot screen process printing firm, Ilawkeye Industries, Inc. This proposal is Phase II of a previously approved LSNRD plan submitted in 1977. The LSNRD ordinance allows building permits to be issued for new construction which does not result in a deviation of more than 25 percent of the gross floor area shown on the final approved plan or as in this situation does not result in a lateral deviation of more than 25 feet. The subject proposal exceeds both of these provisions, therefore requiring a new LSNRD plan to be submitted to the City for its approval. There are no major constraints in the development of this site. RECOMMENDATION The staff recommends that action on the LSNRD plan be deferred. Upon revision of the plan incorporating the deficiencies and discrepancies noted below, the staff recommends the plan be approved. DEFICIENCIES AND DISCREPANCIES 1. Signatures of the utility companies should be provided. 2. The height of the proposed building should be indicated on the plan. 3. The proposed building should be fully dimensioned. 4. The distance between the proposed building and the property line should be shown. 5. The title of the plan should be changed to reflect the title used for the Phase I LSNRD plan. i 6. For groups the fare shall be the single passenger fare for one member of the group plus an additional $0.25 for each additional passen- ger provided that he or she has celebrated his or her 6th birthday. Small parcel delivery - When a parcel is to be delivered by a taxi driver rather than carried by a passenger, the charge shall be: $1.70 for the first mile or portion thereof and $0.50 for each additional half mile or portion thereof Out of town: (Any trip of ten miles or more excluding Cedar Rapids and the Cedar Rapids Airport) For a single passenger traveling only one way the fare shall be $1.00 for each mile or portion thereof. For a single passenger making a round trip the return fare will be half -fare, or $0.50 for each mile or portion thereof. There will bo no additional charge for additional passengers. Cedar Rapids and the Cedar Rapids Airports The fare to the Cedar Rapids Airport shall be $16.00 for groups of one to three persons. There will be an additional charge of $4.00 for each additional person more than three. The fare to downtown Cedar Rapids -- i.e. First Ave. and Second St. -- shall be $21.50 for groups of one to three persons.
