Resolutions and Motions: ITEM 3d(1) 15- D-tr, -7 ITEM 3d(2) ITEM 3d(3) J5 -')L& 1 City of Iowa City Page 2 PARTIAL MORTGAGE RELEASE - RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST TO THE PARTIAL RELEASE OF A MORTGAGE HELD BY IOWA CITY TO SECURE A LOAN FOR THE COST TO CONSTRUCT CAMP CARDINAL ROAD. Comment: This resolution will release 27.68 acres from the mortgage securing the City's loan to Southgate for the cost of constructing Camp Cardinal Road leaving 95 acres as adequate security for the remaining principal balance of $220,004. SENIOR CENTER FIRE ALARM - RESOLUTION ACCEPTING THE WORK FOR THE CITY OF IOWA CITY: SENIOR CENTER FIRE ALARM SYSTEM PROJECT. Comment: The project has been completed by HITECH Communication of Robins, Iowa, in substantial accordance with the specifications in the Request for Proposal. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. ❖ Project Bid Received: $ 26,880.00 APPROVAL OF FLOOD BUYOUT APPLICATION - RESOLUTION TO SUBMIT A HAZARD MITIGATION GRANT PROGRAM APPLICATION TO PURCHASE PROPERTY IN THE 100 -YEAR FLOODPLAIN, PROVIDE THE 15% REQUIRED LOCAL MATCH AND AUTHORIZING THE CITY MANAGER TO SUBMIT AND SIGN ALL CONTRACTS AND AMENDMENTS FOR SAID PROGRAM. Comment: The State of Iowa will receive FEMA disaster funding under the Hazard Mitigation Grant Program (HMGP) as a result of Presidential Disaster Declaration DR -4187 for the severe storms, tornadoes, straight- line winds, and flooding that occurred in Iowa in 2014. At your May 5, 2015 meeting, the City Council approved a HMGP application to purchase up to nine eligible properties near Creekside Park (Ralston Creek floodplain) and properties on Normandy Drive, Manor Drive and Taft Speedway (Iowa River floodplain) with total projects costs of $1,360,000. The State recently notified us that Iowa City was awarded $1,459,187. The City must provide a 15% local match, or $218,879, based on total project costs. Iowa Homeland Security and Emergency Management requires a revised resolution that reflects the actual amounts approved. September 1, 2015 City of Iowa City Page 3 ITEM 3e. Setting Public Hearings: ITEM 3e(1) WILLOW CREEK / KIWANIS PARK RENOVATION PROJECT — SETTING A PUBLIC HEARING ON SEPTEMBER 15, 2015 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE WILLOW CREEK / KIWANIS PARK RENOVATION PROJECT. DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION; AND RESCINDING RESOLUTION REPEALING RESOLUTION 15-265. Comment: This project will allow for improvements to include creek bank restoration, trail improvements, an additional restroom, and a youth baseball backstop to Willow Creek and Kiwanis Parks. After meeting with the neighborhood, HBK engineering prepared a master plan for proposed park improvements. The vacated street will be replaced by Clear Ridge Road to be located approximately 450 feet north in the proposed Highlander Fourth Addition. Action: ITEM 5g ROOFTOP SERVICE AREAS - ORDINANCE AMENDING TITLE 14: ZONING TO ZONING TO ADD A DEFINITION FOR "ROOFTOP SERVICE AREAS" AND ESTABLISH STANDARDS FOR SUCH USES. (SECOND CONSIDERATION) Comment: At its July 16 meeting, by a vote of 6-0 (Freerks absent), the Planning and Zoning Commission recommended approval of this zoning code amendment. Approval will establish standards and procedures to allow hotels and eating and drinking establishments to have outdoor rooftop areas.
