(1) Consider a resolution accepting the work for sanitary sewer, storm sewer, paving and storm intake improvements for Dean Oakes Second Addition. Comment: See attached Engineer's Report. f. Setting Public Hearings. (1) Consider a motion setting a public hearing on March 7 for the City of Iowa City's application to the Iowa DOT State Transit Assistance Program, and authorizing publication of a notice regarding said hearing. Comment: In February, JCCOG will be preparing Iowa City Transit's annual application to the Iowa DOT State Transit Assistance Program. This program requires a public hearing on the application, and publication of a notice at least 30 days in advance of the hearing. (2) Consider a motion to set a public hearing for February 7, 1989, to receive citizen comments on the extension of the Rental Rehabilitation Program Target Area to include the St. Clements Street Neighborhood. Comment: Property owners in the St. Clements Street Neighborhood have requested that their street be included in the Rental Rehabilitation Program Target Area. The Committee on Community Needs has reviewed and approved this request. The Housing Commission will review the request at their February 14, 1989, meeting. A memo explaining the project will be included in the Council packet prior to the public hearing. g. Correspondence. (1) Letter from Jean Hood, Chairperson of the Senior Center Commission, regarding the request to the Council for 20 additional hours of Volunteer Coordinator time for the Senior Center. (2) Letter from Sandra Eskin for Friends of Historic Preservation, regarding sponsoring a publication, "A Pictorial History of Iowa City." Agenda Iowa City City Council January 24, 1989 Page 3 (3) Memoranda from the Traffic Engineer regarding: (a) Loading zone at 623 East Jefferson Street. (b) Parking prohibition on the east side of Reno Street at its intersection with Fairchild Street. (c) Parking prohibition on Oakcrest Street at its intersection with George Street. (d) Parking prohibition on Seventh Avenue at Jackson Street. ITEM NO. 3 - PLANNING AND ZONING MATTERS. a. Consider setting a public hearing for February 7, 1989, on an ordinance to amend the Zoning Ordinance to make the setback requirements for high-rise dwellings in the RM -145 zone consistent with the Building Code. Comment: At its January 19, 1989 meeting, the Planning and Zoning Commission will consider an amendment to the Zoning Ordinance to require a setback for high-rise dwellings in the RM -145 zone consistent with the Building Code. The staff is recommending approval of this amendment. This item is being expedited since the ordinance provision affects two projects on Capitol Street currently before the City j Council for approval. j Action: Agenda Iowa City City Council January 24, 1989 Page 4 b. Public hearing on an ordinance to vacate an unimproved portion of First Avenue between J Street and the Iowa Interstate Railway, a 360 foot alley between First and Second Avenues, and a 175 foot alley along the northern right-of-way lines of the railroad. (V-8808) Comment: At its December 15, 1988, meeting, the Planning and Zoning Commission recommended by a vote of 5-1 (Clark voting no) to vacate the right-of-way noted. This recommendation is consistent with that stated in a staff report dated November 28, 1988. 4B9•�A(-)( c. Consider an ordinance to vacate a portion of excess right-of-way on the south side of U.S. Highway 6, immediately north of Robo Car Wash. (V-8807) (Second Consideration) Comment: On November 17, 1988, the Planning and Zoning Commission recommended approval of the proposed vacation by a vote of 4-0. The owner of ROBO Car Wash expressed interest in acquiring a portion of the excess right-of-way adjacent to their north property line to increase their parking area. The Commission's recommendation is consistent with that of the staff report dated November 17, 1988. A public hearing was held December 13, 1988; no comments were received. Comment: This resolution amends the pay plan to reflect Council action on December 13, 1988, approving the appointment of an Assistant City Attorney II in grade 62 (H) of the Administrative/Executive Pay Plan. Timmins, City Attorney Re: Council Agenda Item RESOLUTION AUTHORIZING THE CITY MANAGER TO MAKE AN AMENDED OFFER TO PURCHASE FOR PARCEL NO. SISC.12, ALL IN CONNECTION WITH THE SOUTHEAST INTERCEPTOR/SNYDER CREEK PROJECT. Comment: The City is acquiring a permanent sewer easement and a temporary construction easement from Iowa -Illinois Gas & Electric Company in conjunction with the Southeast Interceptor/Snyder Creek Project. It was recently learned that approximately 60 to 70 large power poles stored in the temporary easement area will have to be moved to accommodate sewer construction. Since the appraiser was unaware of this fact, the appraisal did not reflect that cost. Iowa -Illinois estimates that it will cost $3,133.44 to move the poles.
