1989,on the Operating Budget estimate for the
fiscal year July 1, 1989, through June 30, 1990,
and the proposed three-year Financial Plan which
includes the Capital Improvements Program for
fiscal years 1990-1992.
Comment: City Council has reviewed the FY90
Operating Budget and the Financial Plan for
Fiscal Years 1990-1992. A public hearing is
scheduled on February 28, 1989, to receive public
input on the proposed budget. The Council is
scheduled to give final approval to the budgets
on March 7, 1989.

ITEM NO. 4 - PLANNING AND ZONING MATTERS.
a. Public hearing on an ordinance to amend the Zoning
Ordinance to make the setback requirements for high-
rise dwellings in the RM -145 zone consistent with the
Uniform Building Code.
Comment: At its February 2, 1989, meeting, the
Planning and Zoning Commission will consider an
amendment to the Zoning Ordinance to require a setback
for high-rise dwellings in the RM -145 zone consistent
with the Building Code. The staff is recommending
approval of this amendment. This item is being
expedited since the ordinance provision affects two
projects on Capitol Street currently before the City
Council for approval.

Consider an ordinance to vacate an unimproved portion
of First Avenue between J Street and the Iowa
Interstate Railway, a 360 foot alley between First and
Second avenues, and a 175 foot alley along the
northern right-of-way line of the railroad. (V-8808.
First Consideration.)
Comment: At its December 15, 1988, meeting, the
Planning and Zoning Commission recommended by a vote
of 5-1 (Clark voting no) to vacate the right-of-way
noted. This recommendation is consistent with that of
staff's. A public hearing was held January 24, 1989;
no comments were received.
Action: 15 6 u
c. Consider a recommendation of the Planning and Zoning
Commission regarding a study of the retail market of
Iowa City.
Comment: At its January 19, 1989, meeting, the
Planning and Zoning Commission recommended by a vote
of 5-0, to strongly urge the City Council to undertake
immediately a study of the retail market of Iowa City
and the future of the downtown. The need for such a
study was initially raised nearly a year ago during
discussions of the rezoning of the Northwestern Bell
property. The Commission requests a study again at
this time in light of questions raised during the
Comprehensive Plan discussion and in anticipation of
rezoning requests for additional commercial retail
zoning for property south of Burlington Street.

ITEM NO. 5 - PUBLIC DISCUSSION.
ITEM NO. 6 - PUBLIC HEARING TO RECEIVE CITIZEN COMMENTS ON THE EXTENSION
OF THE RENTAL REHABILITATION PROGRAM TARGET AREA TO INCLUDE
THE ST. CLEMENTS STREET NEIGHBORHOOD.
Comment: Property owners in the St. Clements Street
Neighborhood have requested that their street be included
in the Rental Rehabilitation Program Target Area. The
Committee on Community Needs has reviewed and approved this
request. The Housing Commission will review the request at
their February 14, 1989 meeting. A memo explaining the
project is included in the Council packet.

AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL
EMPLOYEES, LOCAL 183, AFL-CIO, FOR A COLLECTIVE BARGAINING
AGREEMENT EFFECTIVE JULY 1, 1989, THROUGH JUNE 30, 19M.91

Comment: Bargaining representatives for the City and the
Union have reached a tentative agreement on a two-year
contract for FY90 and FY91. The agreement includes across-
the-board
wage increases of 3.25% the first year and 3.5%
the second A

ITEM NO. 11 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE AND
THE CITY CLERK TO ATTEST A SUBORDINATION AGREEMENT BETWEEN
�.a THE CITY OF IOWA CITY, IOWA, AND MID -AMERICA SAVINGS BANK.
Comment: The City's Housing Rehabilitation Program was
contacted by Mid-America Savings Bank, requesting that the
City approve a Subordination Agreement for the owner at
1830 "I" Street. The owner of 1830 "I" Street received
$3,000 in the form of a Life Lien through the City's
Housing Rehabilitation Emergency Repair Program. Mid-
America Savings Bank is about to loan the owner $33,000 to
pay off the previous titleholder. The appraised value is
$46,000.00 which provides adequate security to protect the
City's interest as a second lienholder.
