HomeMy WebLinkAbout1989-02-14 CorrespondenceCity of Iowa City MEMORANDUM DATE: February 9, 1989 TO: City Council FROM: City Manager RE: Historic Preservation The Bureau of Historic Preservation of the State Historical Society of Iowa has obligated the amount of $1,743 in Historic Preservation Funds to produce the "Guide to Historic Iowa City." The City's matching share is $2,115 of which $1,100 will be contributed by the Iowa City and Coral- ville Convention and Visitors Bureau as co-sponsors of the project. Once approved, the City would enter into a contract agreement with the State for preparation of the guide. If you wish to present any information pertinent to budget proposals, please feel free to attend. Additionally, if you have any written submittals that would be of interest to the City Council, I would appreciate receiving copies prior to the meeting on the 28th so they may be duplicated for the City Council. As you may not be aware, the Federal and State governments have recently adopted significant new . legislation which requires communities to reduce the volume of waste disposed at landfills. In cooperation with five area counties, the Iowa City government is conducting a comprehensive study to determine what are the best methods to reduce landfill volumes and yet maintain the quality of our refuse collection programs. Ultimately, it will involve the cooperation of our business and industry as well as our citizens. Thank you for your interest. More and more frequently I hear :of successful programs being implemented by other cities, and I wonder if recycling could benefit a city the size of Iowa City. Perhaps our city is too small. It was good to hear from you. I appreciate your speaking out against the mass transit funding cuts which President Reagan proposed in his budget blueprint for fiscal year 1990. As you know, Reagan consistently pushed for massive reductions in this area. Fortunately, Congress did not implement his proposals. Given the growing pressure to rein in Federal spending, however, we could see an erosion of the present funding level in the next budget. I will do what I can to minimize reductions in this area. Washington Iowa City, IA. 52240 Dear Sirs and Madams, It is my understanding that the City Council are re-evaluating the role of I am writing in support of continuing RECEIVED rco February 3, 1989 Iowa City Manager's office and Members of the the Resources Conservation Commission. and strengthening the RCC. I believe that the City of Iowa City should continue to have an advisory board of concerned citizens to oversee the City's role involving important issues of solid waste management, energy conservation, and resource protec- tion. The RCC was originally designed to provide the Council with policy recommendations on these issues. However, disagreements on energy franchises, poor appointments to the Commission, limited recognition of the Commission's role, a lack of direction within the Commission, and infrequent communication between Council and the RCC have all contibuted to the creation of an in- effective commission. Having served on the RCC in the late 70s and mid-1980s, I am aware of the Potential for improvement. The City's participation in the regional solid waste management study may result in profound changes in the way residents dispose of household waste. It is important that the RCC be available to anticipate these changes and make realistic and reasonable recommendations to the Council. likewise, the reduced cost of energy conservation technology now enables the City to choose from various long-range conservation programs. The RCC, if continued, will be able to advise the Council on these programs. In order to increase the effectiveness of the RCC, I suggest the Council consider the following proposals: I. Reduce the Commission to a five -person board with terms not to exceed two years; changing the by-laws of the RCC to state that accumulated non-attendance of meetings are grounds for dismisal. 2. Appoint Council members to review carefully all applications for appoint- ment, and to use extraordinary means to recruit informed and concerned professionals and citizens. Strengthen staff assistance to the RCC by authorizing the cooperation of Engineering and Planning Departments to help investigate, analyze, and produce reports to the Council. Establish a monthly agenda item allowing a report from the RCC to be presented to the Council; have the RCC receive direction from the Council in the form of Quarterly Directives requesting investigation of specific topics or issues. With these changes the Resources Conservation Commission will be able to perform the tasks it was created for. Inattention by the Council at this Ic 1-89 February 3, 1989 page 2 time may result in inappropriate future responses by the City, especially when the issues of solid waste management, environmental protection, and energy conservation begin to affect directly the lives of our community's residents. I hope that the Council will encourage the continuation of the Resources Conservation Commission, and take steps to make it a stronger and more effective part of city government. Please contact me if the Council desires any additional information northe suggestions on the future role of the RCC.
