with the resources required to meet the needs of
persons of low and moderate income, and

Communitg Development Block Grant funds are used

the Community Development Black Grant Program is
one of the few remaining federal programs to meet
such low and moderate income needs as the dwindling
supply of affordable housing, the massive rise in
homelessness, and the resurfacing of hunger and
malnubritinn, and

the Community Development Black Grant Program has
provided Iowa Ciby with important and flexible
assistance to help meet the needs of our Iaw and
moderate income residents in funding neighborhood
revitalization, housing rehabilitation, public im-
provements, and human services, and
Whereas,
the Congress and the Nation have often overlooked
the critical value of the Community Development Black
Grant Program and the significant number of organi-
zations and projects that rely an its funds far support,
and

the week of march 24-31, 1989, has been reserved for
recognition and appreciation of the Communitg Develop-
ment Black Grant Program,

Re: Community Development Week, March 24-31, 1989
National Community Development Week is March 24-31, 1989, when we will also be
publicizing the Community Development Block Grant Program in Iowa City. CCN and
the CDBG staff have planned a number of activities during that week to help make
the community aware of the CDBG program and its benefits. We want to focus
attention not only on the things that have been achieved with CDBG funds, but
also the fact that as these federal funds continue to dwindle, we must look to
other sources in the State, County and City to continue the programs. We would
like the community to start thinking about how we can continue to maintain the
City's housing stock and assist lower income families with affordable housing,
when we no longer have $500,000 in federal funds annually to help us.
The highlight of Community Development Week will be an Awards Ceremony on
Thursday, March 30, from 4:00-6:00 p.m. at the Holiday Inn. Please note this
time and date on your calendars now - you will also be receiving an official
invitation. CCN is also inviting many other citizens, but in case they missed
someone, please extend an invitation to all Iowa City residents.
Five awards will be given for projects completed during the past two years in
the following categories:
1. Innovative CDBG project.
2. Outstanding public/private partnership project.
3. Best use of CDBG funds by a grantee/agency.
4. Outstanding housing rehab project - owner.
5. Outstanding housing rehab projects - contractor.
There will also be signs around town to direct attention to some recent projects,
posters on buses and elsewhere in town, articles and letters in the newspapers,
and a banner proclaiming Community Development Week on the Holiday Inn. Senators
Grassley and Harkin and Congressman Nagle have been invited to the awards
ceremony and we hope to have at least representatives from their offices at our
celebration. Roger Massey, Manager of the HUD Omaha office, will also attend.
Please come and help us honor some outstanding CDBG projects and people involved
with the program on March 30 from 4-6 p.m. at the Holiday Inn.

Whereas, the Iowa City Area Chapter of the Iowa Association
for the Education of young Children, Community
Coordinated Child Care (4 -Cs), and other local
organiaations in conjunction with the National
Association for the Education of young Children,
is sponsoring the meek of the young Child, April
1 through 8, 1989, and
Wh e r e a s , hg calling attention to the educational and ser-
vice programs presentlg available to our young
children, these professional groups hope to
improve the quality of these programs as well
as to initiate new offerings, and
