Comment: Adoption of this resolution assures consistency and would assist in proving that the copies were produced in the "regular course of business," which is one standard by which such items are judged when being offered as evidence in court. Consider^setting a public hearing on February 23, 1988, on the operating budget estimate for the fiscal year July 1, 1988, through June 30, 1989, and the proposed three-year financial plan which includes the Capital Improvements Program for fiscal years 1989-1991. Comment: The City Council has reviewed the FY89 Oper- ating Budget, and the Financial Plan for Fiscal Years 1989-1991. A public hearing is being scheduled on February 23, 1988, to receive public input on the proposed budget. The Council is scheduled to give final approval to the budgets on March 8, 1988. f. Correspondence. (1) Letter from Barbara Wagner, whose term on the Historic Preservation Commission will end March 29, 1988. Public hearing on an ordinance to rezone Lots 20, 21, 50-54 Bailey and Beck's Addition and the former Howard Street right-of-way, property on Highway 1 West for- merly owned by the Iowa Department of Transportation, from RS -8 and P to CI -1. Comment: The Planning and Zoning Commission, at its meeting of January 20, 1988, recommended by a vote of 6-0, approval of a request submitted by the Iowa City Landscaping Company to rezone the former site of the Iowa DOT maintenance facility from RS -8 and P to CI -1, Commercial Intensive. This recommendation is consis- tent with that of the staff included in a staff report dated January 20, 1988. Expedited consideration of this application has been requested. Public hearing on an amendment to the Zoning Ordinance to permit canopies over gas pumps in the required front yard. Comment: At its January 20, 1988, meeting, the Plan- ning and Zoning Commission recommended, by a vote of 6-0, approval of an ordinance amendment to permit canopies over gas pump islands to be placed in the 20 -foot front yard setback on commercial properties. This recommendation is consistent with that of staff included in a staff report dated January 7, 1988. Public hearing on an ordinance to rezone property located at 808 South Dubuque Street from CI -1 to P. Comment: The site of Fisher's Auction Service at 808 South Dubuque Street has been acquired by Johnson County for the purpose of transferring the location of the Ambulance Service from 719 South Capitol Street. The Zoning Ordinance requires that land acquired by a governmental entity be rezoned to the Public (P) Zone. Staff has recommended in favor of the proposed rezoning included in a staff report dated January 20, 1988. The Planning and Zoning Commission is expected to offer their recommendation on this request at their February 4, 1988, meeting. Johnson County has requested expedited consideration of this request. (second consideration) Comment: After having worked with the off-street parking design standards for nearly five years, the staff proposes four amendments to clarify provisions of the Ordinance and to adapt these standards to current vehicle dimensions. The amendments address the general applicability of the standards, the size of a standard parking space, the minimum width of a driveway, and the percentage of compact spaces allowable. The Planning and Zoning Commission recommended approval of these amendments by a vote of 5-0 at their December 17, 1987, meeting. Expedited consideration of this ordinance is requested. Consider an ordinance to rezone 84.73 acres known as Southwest Estates from ID -RS, Interim Development/Single-Family Residential, and RR -1, Rural Residential, to RS -5, Low Density Single -Family Resi- dential, subject to conditions. (second considera- tion) Comment: At its December 3, 1987, meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of an application submitted by Frank Eicher to rezone the subject tract from ID -RS and RR -1 to RS -5 subject to the condition that all costs associated with that development, including costs typically subsidized by the City, will be paid by the developer; costs customarily paid by the City may be recouped at such time as either (a) intervening development between Hunter's Run Subdivision and Southwest Estates is substantially complete, but not before 1998, or (b) the growth management policy for the southwest area is amended such that development of Southwest Estates is regarded as being in sequence with that development Policy. This recommendation is consistent with the recently amended Comprehensive Plan amendment which established an out -of -sequence development policy. At the January 14, 1988, public hearing, Council received comments from the applicant's representatives. The applicant requests expedited consideration of this rezoning request. Comment: The U.S. Department of Housing and Urban Develop- ment (HUD) has published a Notice of Finding Availability (NOFA) for FY88 and a new housing bill was signed by the President. Based on the Housing Authority's performance during the past year and early lease up of voucher units it is anticipated that an application for additional units will receive favorable consideration. An application for 50 free-standing units (either vouchers or certificates) will be submitted and a separate application will be sub- mitted for 12 units in support of the Rental Rehabilitation Program. This is based on the same funding level as FY87. Specific dollar amounts are not known at this time. Justi- fication for these units - we have in excess of 275 names on our waiting list. These units will be administered by the Iowa City Housing Authority and will merely be an extension of the existing program administered by the Housing Authority. Comment: The Iowa Public Transit Association (IPTA) is an organization which represents the mutual needs and concerns of public transit systems in Iowa. IPTA's 1988 legislative priorities are consistent with the goals and objectives of the Iowa City Transit System. The priorities are as fol- lows: 1. Development of a designated public transit fund to meet present needs and future growth rather than relying on uncertain oil overcharge monies. 2. Continue State Transit Assistance at the current level of over $4 million annually. 3. Continue efforts to coordinate transportation serv- ices. 4. IPTA expresses concern that liability insurance for transit should be available at a reasonable cost. The City Council is being requested to go on record as supporting IPTA's 1988 priorities and to communicate this to our area legislators. Comment: Designation as a Certified Local Government allows the City of Iowa City to request funds from the Office of Historic Preservation of the State Historical Society of Iowa for preservation -related projects. These funds are federal monies and require a local match. The application is for a two -phased project. Phase I for FY88 funds includes a survey of historic buildings in two blacks of downtown Iowa City. Phase II scheduled for FY89 uses the survey to create a model facade renovation plan for commercial buildings in historic areas. The local match is comprised of in-kind contributions of services and admini- stration. A memo included in the Council packet more fully explains the project proposal. Comment: The City of Iowa City (Local Authority) executed an Annual Contributions Contract KC9166 dated October 18, 1985. This document consolidated the three public Housing Projects into one Annual Contributions Contract. The Consolidated Annual contributions must be changed to re- flect specific guidelines on disposition of the property. Adopting this amendment will permit the reimbursement of excessive insurance costs incurred in previous years. This is a one time occurrence. The amount is approximately $5,900. Comment: A number of amendments to the Housing Rehabilita- tion Manual are recommended. These amendments include revisions of the Tenant Assistance Policy for the Rental Rehabilitation Program (TAP), the addition of procedures for Residential Facilities, a policy on priority ratings for rehab applications, and other minor procedural changes. Details of the changes are included in the Council packet. The Committee on Community Needs (CCN) and the Housing Commission have reviewed the amendments and recommend approval of all changes except that CCN recommended addi- tions to the TAP. A public hearing was held on the TAP on January 25, 1988, and comments were received from five members of the public. This ordinance puts into effect some common sense regulations regarding where pri- vate property may deposit snow and ice removed from their properties.
