(renewal) City Council Formal Council Minutes February 23, 1988 tem No. 2 (Connnents made after reading resolution honoring Margaret Nowysz and establishing an annual Margaret Nowysz Award) Mayor McDonald: I would like to add a personal note. I had the opportunity to get to know Margaret very well over the last several years because of her work on the Historic Preserva- tion Commission and my involvement on the City Council. We, on several different occasions, met, discussed, talked, argued. I liked her style. She was one of those people that was so dedicated to what she believed in that when she approached you she was also very willing to listen to your point of view. Margaret and I had gotten together on many different occasions, although when we left each other we might not have totally agreed, I think we had a better understanding of each other's Position. You really enjoy and appreciate dealing with people like this and I think the effort she put into the historic v preservation of Iowa City is going to be felt for a long time to come. Public hearing on an ordinance regarding storage of special vehicles. Comment: At its December 3, 1987, meeting, the Plan- ning and Zoning Commission recommended by a vote of 4-2 (Dierks and Clark voting no) that amendments to the Zoning Ordinance providing for the storage of special vehicles in residential zones be approved. This ordi- nance amendment was recommended to the Commission by the Special Vehicle Committee. The Committee was formed in June 1987 after a controversy arose in re- sponse to a proposed ordinance to restrict the storage of special vehicles. b. Consider an ordinance amending Chapter 36-68 of the Zoning Ordinance, permitted obstructions in yards, to Permit canopies over gas pumps in the required front yard. (first consideration) Comment: At its January 20, 1988, meeting, the Plan- ning and Zoning Commission recommended, by a vote of 6-0, approval of an ordinance amendment to permit canopies over gas pump islands to be placed in the 20 -foot front yard setback on commercial properties. This recommendation is consistent with that of staff. Consider an ordinance to amend portions of the Zoning Ordinance regarding off-street parking requirements. (passed and adopted) Comment: After having worked with the off-street parking design standards for nearly five years, the staff proposed four amendments to clarify provisions of the Ordinance and to adapt these standards to current vehicle dimensions. The amendments address the general applicability of the standards, the size of a standard parking space, the minimum width of a driveway, and the percentage of compact spaces allowable. The Planning and Zoning Commission recommended approval of these amendments by a vote of 5-0 at their December 17, 1987, meeting. Action: 24iq 14_V,41 baa 131 b_LNo d. ,,,� Consider anlamendmertf� to rezone 84.73 acres known as Southwest Estates from ID -RS, Interim Development/Single-Family Residential, and RR -1, Rural Residential, to RS -5, Low Density Single -Family Resi- dential, subject to conditions. (passed and adopted) Comnent: At its December 3, 1987, meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of an application submitted by Frank Eicher to rezone the subject tract from ID -RS and RR -1 to RS -5 subject to the condition that all costs associated with that development, including costs typically subsidized by the City, will be paid by the developer; costs customarily paid by the City may be recouped at such time as either (a) intervening development between Hunter's Run Subdivision and Southwest Estates is substantially complete, but not before 1998, or (b) the growth management policy for the southwest area is amended such that development of Southwest Estates is regarded as being in sequence with that development policy. This recommendation is consistent with the recently amended Comprehensive plan amendment which established an out -of -sequence development policy. At the January 14, 1988, public hearing, Council received comments from the applicant's representatives. Action: AQP /r, h4 Agenda Iowa City City Council Regular Council Meeting February 23, 1988 Page 5 ITEM NO. 6 - PUBLIC HEARING ON THE OPERATING BUDGET ESTIMATE FOR THE FISCAL YEARS JULY 1, 1988, THROUGH JUNE 30, 1989, AND THE PROPOSED THREE YEAR FINANCIAL PLAN, WHICH INCLUDES THE MW YEAR CAPITAL IMPROVEMENTS PROGRAM FOR FISCAL YEARS 1989-1991. Comment: The City Council has reviewed the FY89 Operating Budget and th Proposed Three Year Financial Plan which includes the Y" Year Capital Improvements Program for Fiscal Years 1989-1991. A public hearing is being held to receive public input on the proposed budgets. The Council is scheduled to give final approval to the budgets on March 8, 1988. Consider recommendations of the Committee on Community Needs: (1) CCN recommends that the City supply and transport bricks and sand for the North Linn Street Paving Project sponsored by the North Linn Street Better- ment Association. This recommendation is made with the condition that there be a written commit- ment on the part of the tenants and/or property owners along North Linn Street guaranteeing that the project will be completed. Comment: The City Council approved the amendments to the City's Housing Rehabilitation Program Manual at their February 9, 1988, meeting. A discussion of CCN's recommendation regarding the amendment and their recommendations is contained in the January 19, 1988, CCN minutes. ASB:-� ITEM NO. 11 — CONSIDER A RESOLUTION RECLASSIFYING POSITIONS IN THE TREAS- URY DIVISION AND THE LIBRARY. Comment: By letter of understanding with AFSCME Local 183, the City has agreed that AFSCME positions be reviewed by the Job Evaluation Committee to determine their correct classification within the compensation system. The Commit- tee recently reviewed two positions based on current job duties. The Reclassification Committee finds that one of the posi- tions of Clerk/Typist - Treasury evolved to the point where the duties performed are more similar to those of an Ac- count Clerk - Treasury. As a result, it is recommended that the position be reclassified from Grade 03 to Grade 04. The cost to reclassify this position is approximately $275 for the remainder of FY88 and $825 for FY89. One of the Senior Library Clerk positions has changed significantly in both job duties and requirements. Follow- ing a review of the current duties, responsibilities and job requirements, the position is now equivalent to that of a Library Assistant I. The cost to reclassify this posi- tion is approximately $275 for the remainder of this fiscal year and $1,675 for FY89.
