whereas , child abuse is a complex and ongoing problem in
our society, affecting great numbers of children,
and
3Ah e r e a s , every child is entitled to be laved, cared for,
nurtured and secure, and
Whereas , community action is needed to help families
break the cycle of abuse and improve family
life, and
illh e r e a s , the welfare and development of every child is
the responsibility of every adult human being
with wham he or she comes in contact, and
Wlt e r e a s , the Johnson County Area Council an Child Abuse
and Neglect/Council for youth and Children hopes
to involve the whole communitg in support of
programs that foster prevention of child abuse
and neglect,

Whereas, it is the responsibility of the elected officials
of our government to adopt laws and ordinances
necessary to protect the health, safety and wel-
fare of their citizens, and
Whereas , among the must basic and essential of these
laws and ordinances are those that assure the
public's health and safety in those buildings
in which people live, work and play, and
Whereas , the City of Iowa City, working in cooperation
with other governmental subdiuisions, enforces
through the building department uniform tabes
which have been developed to regulate structural,
electrical, plumbing, mechanical, fire safetg,
energy conservation, handicapped accessibilitg
and other aspects of construction, and
Whereas , it is through the efforts of local building
officials and inspectors that the enforcement
and administration of these health and safety
laws are assured,

whereas, victims of crime and their families and friends
often experience grave financial, physical and
psychological suffering, and
Wh e r e a s , all citizens deserve to be treated with dignity,
compassion, and justice in times of distress,
and
Whereas, histuricallg, such treatment has not been afforded
to all victims of crime, and
Whereas, many citizens, in work and volunteer activities
with the Domestic Uiolence Intervention Program,
the Rape Victim Advocacy Program, United Action
for youth, Mothers Against Drunk Driving, and
within the criminal justice sgstem itself, are
laboring to bring fairness and understanding to
those in our community who fall victim to crime,

and services here in Johnson Counbg and in the State
of Iowa, now and throughout the gear; and invite
them to attend a gathering to "Bonar and Remember
Uictims of Crime" in downtown Iowa City at 12:10
P.M. on Mundag, April 10, 1989, and to participate
in the "¢ake Sack the Night" rally and march on
the evening of Friday, April 14, 1989, to promote
nighttime safeby for women.

Mh e via a s , Alpha Phi Omega National Coed service Fraternitg
an campus of ¢he University of Iowa has been
performing valuable service for over five gears
since the reinstatement of the chapter znd forty-
two gears prior to reinstatement, and
Ml-ve r e a s , it has been suggested that a day be dedicated to
encourage all of our citizens ba participate in
activities which would benefit the general wel-
fare of our society, and
ldlh e r e a s , such a day will help rekindle the general spirit
of our communiby, and
Wh e v e a s , a great benefit would be realized bg our citizens
if such a large outpouring of service could be
organized,
