A9 Kms., ITEM NO. 4 - CONSIDER A SOLUTION ACCEPTING DONATION OF OLD CITY HALL BELL FROM MR. HERBERT GARTZKE. &earwNai Comment: This bell, which weighs 1800 pounds, was removed at the time of the demolition of the old City Hall in 1963. Mr. Gartzke has preserved this bell and is now donating it to the City in memory of his wife, Margaret Rosetta Gartzke. A structure has been erected east of the Civic Center on which the bell will hang. It will be rung officially for the first time on May 4 at 3:00 p.m. for the beglnpina f t e Sesquicentennial Celebration. (approved) _tp�l ITEM NO. 6 - PLANNING AND ZONING MATTERS. a. Consider setting a public hearing for May 16, 1989, on an ordinance approving an amended preliminary Planned Development Housing (PDH) plan for Summit Place, a 1.69 acre development located at the southeast corner of IOrkwood Avenue and Marcy Street. (S- 8910) Action: Comment: At Its April 20, 1989, meeting, the Planning & Zoning Commission recommended by a vote of 6-0 approval of the amended plan subject to.resolution of deficiencies with the plan and an agreement with the developer and the City. The agreement provides for the mounting of a plaque and placement of a bench In recognition of the property as a historically significant area. Consider setting a public hearing for May 16, 1989, on an ordinance to zone a portion of vacated Hollywood Boulevard right-of-way to CO -1 (Commercial Office). (V-8905) Comment: At Its meeting of April 20, 1989, the Planning & Zoning Commission recommended by a vote of 6.0 that a 20,246 square foot portion of the vacated Hollywood Boulevard right-of-way between Broadway Street and Taylor Drive be zoned CO -1 with the condition that redevelopment of the parcel for commercial office uses would have access limited to Broadway Street. This is a City - initiated rezoning. Action: /,r), C. Consider setting a public hearing for May 16, 1989, on an ordinance to change the use regulations of certain property generally located south of Hilltop Mobile Home Park and west of existing Pepperwood Addition's development on Sandusky and Pepper Drive extended from ID -RM to RS -5. (Z-8903) Comment: Braverman Development, Inc. proposes to subdivide an approximate 22 acre tract of land for low-density, single-family residential use. The western portion of the tract is zoned ID -RM, Interim Development Multi -Family Residential. The developer appeals to the City to rezone the western part of the parcel to RS - 5, the zoning classification shown on the eastern part of the tract. At its April 20, 1989, meeting, by a vote of 6.0, the Planning & Zoning Commission recommended approval of this rezoning request. This recommendation is consistent with that of staff. Action: Agenda Iowa City City Council Regular Council Meeting May 2, 1989 Page 7 d. Public hearing on an amendment to the Comprehensive Plan to change the land use designation of approximately 28 acres along Highway 1 West from Industrial to General Commercial. Comment: At Its April 6, 1989, meeting, the Planning & Zoning Commission recommended by a vote of 4.3 (Dierks, Clark and Wallace voting no) that the land use designation of 28 acres north and west of the Iowa City Airport on Highway 1 West be changed from Industrial to General Commercial. This recommendation is not consistent with that Included in the staff report dated March 1, 1989. /L 89 � Action: I e. Public hearing on a request submitted by the Joseph Company to rezone approximately 28 acres along Highway 1 West from 1-1 to CC -2. (Z-8902) Comment: At its April 20, 1989, meeting, the Planning & Zoning Commission recommended approval of the conditional rezoning of approximately 28 acres north and west of the Iowa City Airport on Highway 1 West from 1.1, Industrial, to CC -2, Community Commercial. The Commission recommended approval on a vote o1 6-1 (Wallace voting no). The conditions of the rezoning are Included In an agreement included In the Council packet. Comment: The owners of property located at 1002 Highland Ave, received a fifteen year, 6% Interest loan on June 22, 1983, through the City's Housing Rehabilitation Program in an amount of eleven thousand dollars ($11,000.00). The City's rehab staff received a request from the owners asking for a release. On April 24, 1989, the owners paid off the balance ($7,937.80) of the loan. Since a payoff occurred the City can now release the mortgage. Action: ITEM NO. 20 - CONSIDER A RESOLUTION AUTHORIZING AND DIRECTING THE SOLICITATION OF OFFERS AND RECEIPT OF BIDS TO PURCHASE CERTAIN LAND FOR PRIVATE REDEVELOPMENT, KNOWN AS t189"R� PARCELS C AND D, LOCATED IN THE LOWER RALSTON CREEK AREA OF IOWA CITY AND DIRECTING THE CITY CLERK TO PUBLISH NOTICE OF SUCH ACTIONS. Comment: Parcels C and D are the only parcels remaining for i redevelopment In the Lower Ralston Creek Area. Action: i Agenda Iowa City City Council Regular Council Meeting May 2, 1989 Page 19 ITEM NO. 21 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN AGREEMENT WITH THE MAYOR'S YOUTH EMPLOYMENT PROGRAM (MYEP) FOR THE USE OF 1989 91 I.9 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE MYEP/IOWA CONSERVATION CORPS/SUMMER COMPONENT. Comment: Adoption of this Resolution will permit the Mayor's Youth Employment Program to proceed with purchasing materials, supplies and contracted services, and provide a wage match for improvement repair work, for the Youth Services facility at 410 Iowa Avenue in Iowa City. This exterior improvement project will be implemented starting in June 1989 by the Iowa Conservation Corps/Summer Component. The amount of the agreement is $7,675, which was allocated by Council under the 1989 CDBG budget. Action: ITEM NO. 22 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN AGREEMENT WITH THE ELDERLY t C14SERVICES AGENCY (ESA) TO ADMINISTER THE HOUSING REPAIR __ PROGRAM FOR ELDERLY, DISABLED AND HANDICAPPED PERSONS. Comment: On November 29, 1988, the City Council approved the filing of the City of Iowa City's 1989 Community Development Block Grant (CDBG) program statement and budget. Included in the CDBG program statement and budget were $6,OOD to be awarded to the Elderly Services Agency to administer a housing repair program for elderly, disabled and handicapped homeowners. Passage of this resolution will permit the ESA to assist elderly, disabled and handicapped homeowners with minor structural repairs and modifications to their homes so that they can remain Independent in their homes as long as possible. The lease provides for 7,500 square feet at $350 per month, for a total of $3,500 per year. The one-year lease runs from September 1, 1989, through June 30, 1990, with an option to renew for two consecutive years. Rent has not Increased on the building since September 1976. In preparing offers for three of those easements and in reviewing the appraisals for those properties, it was determined that compensation had been Included for trees and landscaping improvements which either won't be affected by the project or which are located on City - owned property.
