Setting Public Hearings. $8q 9 (1) Consider a resolution setting public hearing for May 30, 1989, on plans, specifications, form of contract and estimated cost for the Central States Can Co./Silgan Corp. Rail Spur RAP-RR89(5)-9T-52. Comment: This project involves the installation of an approximately 885 -foot long railroad spur off the main line of the Iowa Interstate Railroad to serve the Central States Can Co. The estimated total cost of construction is $58,000.00. This project is funded 80% through the Iowa DOT Rail Economic Development Program. The can company developer will fund the remaining 20% plus the non -eligible cost. �9 I oto (2) Consider resolution setting a public hearing on May 30, 1989, . on plans, specifications, form of contract and estimate of costs for the Civic Center/Police and Fire Departments Expansion and Remodeling Project, directing City Clerk to publish notice of said hearing, and directing City Engineer to place said plan on file for public inspection. Comment: This remodeling and expansion project for the Police and Fire Departments at the Iowa City Civic Center Includes the construction of approximately 5,867 square feet of new space and remodeling and renovation of 7,569 square feet of existing space. Also Included is the Installation of a new driveway and parking lot entrance just north of the existing Fire Department. Estimated cost of the base project is $765,634, with additional alternates of $95,857. f, Resolutions. Public hearing on an ordinance approving an amended preliminary Planned Development Housing (PDH) plan for Summit Place, a 1.69 acre development located at the southeast corner of Kirkwood Avenue and Marcy Street. (5-8910) Comment: At its April 20, 1989, meeting, the Planning & Zoning Commission recommended by a vote of 6-0 approval of the amended pian subject to resolution of plan deficiencies and an agreement between the developer and the City. The agreement provides for mounting of a plaque and placement of a bench on the property in recognition of the property's historic significance. The Commission's recommendation is inconsistent with the recommendation Included in a staff report dated April 6, 1989. Action: b. (Z-8905) Comment: At its meeting of April 20, 1989, the Planning & Zoning Commission recommended by a vote of 6.0 that a 20,246 square foot portion of the vacated Hollywood Boulevard right-of-way between Broadway Street and Taylor Drive be rezoned CO -1 with the condition that redevelopment of the parcel for commercial office uses would have access limited to Broadway Street. This is a City - initiated rezoning. Action: Ikel u i d. Public hearing on an ordinance to change the use regulations of certain property generally located south of Hilltop Mobile Home Park and west of existing Pepperwood Additions development on Sandusky and Pepper drives extended from ID -RM to RS -5. (Z- 8903) Comment: Braverman Development, Inc, proposes to subdivide an approximate 22 acre tract of land for low-density, single-family residential use. The western portion of the tract is zoned ID -RM, Interim Development Multi -Family Residential. The developer appeals to the City to rezone the western part of the parcel to RS - 5, the low density single-family residential zoning classification shown on the eastern part of the tract. At Its April 20, 1969, meeting, by a vote of 6-0, the Planning &Zoning Commission recommended approval of this rezoning request. Comment: At its April 6, 1989, meeting, the Planning & Zoning Commission recommended by a vote of 4-3 (Dierks, Clark and Wallace voting no) that the land use designation of 28 acres north and west of the Iowa City Airport on Highway 1 West be changed from Industrial to General Commercial. This recommendation is not consistent with that Included in the staff report dated March 1, 1989. Various comments regarding this proposal were received by the Council at a public hearing held on May 2, 1989, Action: f. Consider an ordinance to rezone approximately 28 acres along Highway 1 West from 1-1 to CC -2. (first consideration) Comment: At Its April 20, 1989, meeting, the Planning & Zoning Commission recommended approval of the conditional rezoning of approximately 28 acres north and west of the Iowa City Airport on Highway 1 West from 1-1, Industrial, to CC -2, Community Commercial. The Commission recommended approval of this request on a vote of 5-1 (Wallace voting no). The staff recommended that, if this Comprehensive Plan was changed, rezoning of the property in question should be done conditionally. Various comments regarding this proposal were received by the Council at a public hearing held on May 2, 1989. Consider an ordinance to rezone a .48 acre parcel of land located at Sixth Avenue and H Street from RS -8 to RS -12. (Passed and Adopted) Comment: The Planning & Zoning Commission recommended by a vote of 6.0 the rezoning of the 21,005.5 square foot property with three duplex residences located at 1705.1709 H Street, 1105- 1107 Sixth Avenue, and 1109-1111 Sixth Avenue from RS -e to RS - 12, at its regular meeting on April 20, 1969. The proposed rezoning will enable the applicant to replat the property and bring the existing uses (three duplexes) Into conformance with the dimensional requirements of the Zoning Ordinance. This recommendation is consistent with that of the staff. .Cu f Consider a resolution approving the preliminary plat of Lot 11 and 12, Block 1, Braverman Center and the final plat of Lot 12, Block 1, Braverman Center, a one lot subdivision on the west side of Broadway Street. (5.8914) Comment: At Its April 20, 1969, meeting, the Planning and Zoning Commission recommended, by a vote of 6-0, approval of the preliminary and final plat for Lot 12, Block 1, Braverman Center. Consider a resolution authorizing conveyance of a portion of vacated Hollywood Boulevard right-of-way to Southgate Development X89 IU`� through a land exchange. The City and Southgate Development wish to accomplish a land exchange which will be mutually beneficial to both the City and Southgate and is in the public interest. The City conducted a national recruitment for a new Chief to replace Chief Harvey Miller who resigned. 201 applications were received and ten candidates participated in the selection process. Comment: JCCCG has obtained a grant from the Iowa Department of Transportation which will provide 80 funding percent for the construction of a rail spur at Iowa City Can Company, up to a maximum of $48,000. The ancillary agreements with the developer project and the can company will provide several grant assurances, including provision of the local share matching funds by the project developer. Action: ALA ITEM NO. 15- CONSIDER A RESOLUTION ESTABLISHING CLASSIFICATION/COMPENSATION PLANS FOR CONFIDENTIAL EMPLOYEES FOR FY90 AND FY91. Comment: These pay plans reflect a 3.25% across-the-board Increase in FY90 and 3.5% across-the-board increase in FY91. This is consistent with wage increases negotiated with the AFSCME bargaining unit. Comment: The City has not completed a comprehensive sewer user rate study since 1981 when the City was anticipating 80% federal and state grant funding for its wastewater facility improvements. Since 1981, grant funding has diminished to about 10% of project costs and the City has modified the scope of its wastewater Improvements to reduce costs. As a result of these changes, the Iowa Department of Natural Resources requested the City to review its system of user charges. City staff recommends entering Into a contract with Economic and Engineering Services Inc. of the State of Washington to perform a cost of services study for the City's wastewater collection and treatment system.
