PROCLAMATION
Whereas, somewhere in the United States, a home fire occurs about every 85
seconds resulting in approximately 3,000 deaths, 50,000 injuries and $5
billion damage to homes; and
Whereas, about 94 percent of American homes have smoke detectors; however, 20 percent do not work because of worn or missing batteries; and
Whereas, smoke alarm maintenance is one of the simplest, most effective ways
to help reduce home fire deaths and injuries, effectively cutting the risk of
dying in a home fire by nearly half by providing an early warning and critical
extra seconds to escape; and
Whereas, the designation of a special day to remind residents of Iowa City to
change the batteries in their smoke detectors, timed to coincide with the fall
ritual of changing clocks, would greatly diminish the chance of this tragedy
occurring in Iowa City; and
Whereas, smoke alarms should be replaced every ten years; and
Whereas, October 27, 2002, is the day the citizens of Iowa City change their clocks from daylight savings time to standard time.
Now, therefore, I, Ernest W. Lehman, Mayor of the City of Iowa City, Iowa, do hereby proclaim the day of October 27, 2002, to be
"Change Your Clock,
Change Your Battery" Day
in Iowa City and urge all residents to change their smoke alarm batteries and to
install new smoke alarms if they are ten years old or older.
