PUBLIC HEARING ON AN ORDINANCE TO REZONE A 5.841 ACRE PARCEL i LOCATED SOUTH OF PLAEN VIEW DRIVE AND EAST OF MORMON TREK a BOULEVARD FROM PDH -8 TO RS -8. (Z-8901) i Comment: At its February 16, 1989, meeting, the Planning and Zoning Commission recommended to approve the proposed rezoning by a vote of 6.0. The proposed rezoning would permit this southern portion of Ty'n Cae Subdivision, Part Three, to be replatted into conventional single-family residential lots. By a vote of 5-1 (Dierks voting no), the Planning and Zoning Commission recommended to approve the proposed rezoning at its February 2, 1989, meeting. CONSIDER A RESOLUTION APPROVING THE FINAL PLAT OF HUNTERS RUN SUBDIVISION, PART FIVE, A 20 -LOT, SINGLE-FAMILY ti S�} 57 RESIDENTIAL SUBDIVISION PROPOSED ON A 9.854 ACRE SITE LOCATED NORTH OF ROHRET ROAD AND WEST AND SOUTH OF EXISTING HUNTERS RUN DEVELOPMENT. Comment: At its March 1, 1989, meeting, by a vote of 6-0, the Planning and Zoning Commission recommended approval of the final plat of Hunters Run Subdivision, Part Five. This recommendation is consistent with that of staff included in a report dated March 2, 1989. Construction plans have been approved and legal documents are being reviewed by staff. Several attempts were made to convey portions of the vacated alley to adjoining property owners, especially after title objection. This action has been reviewed by the Legal and Engineering Departments. The Legal Department recommends this action solely to clear an existing title objection. Comment: Bargaining representatives for the City and the Union have reached a tentative agreement on a two-year contract for FY90 and FY91. The agreement includes across-the-board wage increases of 2.75% the first year and 3.5% the second year. In addition, the agreement includes contract language which will provide increased assurance to Union members that scheduled time off will not be cancelled unless necessitated by minimum staffing needs. The agreement also provides for an increase of $75 in annual longevity payments made in the second year of the agreement. A copy of the Tentative Agreement is included in Council's agenda packet. Action: <_7P�/�tr0 ITEM NO. 15 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN AGREEMENT WITH HILLCREST FAMILY SERVICES, INC. FOR THE USE OF 1989 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS 4sq- 5Pi TO REHABILITATE A FACILITY FOR A BOARDING HOUSE FOR CHRONICALLY MENTALLY ILL PERSONS. Comment: On November 29, 1988, the City Council approved an allocation of $25,000 in 1989 CDBG funds to assist Hillcrest Family Services, Inc. in rehabilitating a facility to be used as a boarding house for chronically mentally ill persons. Adoption of this resolution will permit the Hillcrest Family Services, Inc. to complete rehabilitation of the facility which is located at 728 Bowery Street. Comment: This agreement will authorize Shive-Hattery Engineers and Architects to provide inspection services to supplement and assist City staff in the construction management of the Southeast Interceptor Sewer and Sludge Force Main Projects. The estimated total fee for this work is $50,000.00, of which 55% will be paid by an EPA grant. See attached memo. Comment: The Production Coordinator is responsible for programming local government Channel 29 and assists the City departments with their use of video equipment and facilities. This need increases as more City departments look to Channel 29 as a means of informing the public about City operations and issues. This position reports to the Broadband Telecommunications Specialist and has been approved as a full-time position for FY90. It is recommended that it be expanded now in order to allow the Specialist to focus on staffing of the Non -Profit Organization interim board which was recently established. This position has changed from a position with primary responsibility for the supply room and centralized mail to a position with responsibility for increased purchasing activity.
