I. Four employees of the Parks and Recreation department began CPR on a
heart attack victim'in upper
City Park. The four employees continued
the,CPR until Officers Dreckman and Singleman'arrived. The incident
occurred at 11:44am on June 13, 1989. The victim, Mr. Krogmeier,
survived. The, four Parks and Recreation department
employees are:

The actions of the four City employees certainly contributed to
saving Mr. Krogmeier's life.
2. Officers Daniel Dreckman and Charles Singleman arrived at the scene
of the heart attack victim and relieved the
City employees from the
CPR efforts. The officers continued their CPR efforts until the
Ambulance Service arrived. Both officers will receive a Department
commendation for their
efforts.
(The Department commendations are being printed and may not be
available by July 11, 1989.)

3. Mr. Richard Craig representing the Knights of Columbus, a special i

thank you for the contribution of $530 to purchase a McGruff the
Crime Dog suit for use by the Police Department.
4. Mr. And Mrs. (Brian and Diana) Grassi, owners of the Iowa Cit and'
i Coralville Kentucky Fried Chicken, who contributed $2000 to the
{ D.A.R.E. program. The money was used to purchase materials for the
program which is aimed at students in the sixth grade level.

Re: Parking Ramp Repair
The recommended repairs to the two parking ramps were reviewed with Council in
June, 1989. Shive-Hattery Engineers E Architects of Iowa City has now prepared
the specifications and contract documents for the 1989 repairs to the Capitol and
Dubuque Street Parking Ramps. These repairs include replacement of spelled
concrete, painting of structural steel, overbanding of lift points and expansion
.joint repair..
Following a review of previous contract agreements with the original contractor,
Terry Timmins; City Attorney, has determined that the City of Iowa City has no
expressed or written warranty for this repair work. We are asking that a public
hearing on this project be set for July 25, 1989, so work can be completed during
the 1989 construction season.

Parking Prohibition on Laura Drive
As directed by Section 23-16 of the Municipal Code of Iowa City, this is to advise you of the
following action:
_ ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City Traffic Engineer will
direct the installation of NO PARKING ANYTIME on both sides of Laura Drive from the
intersection with Forestview Trailer Court north approximately 400 feet. This action will take
j place on or shortly after 12 July 1989.
COMMENT:
i
Certain individuals are using Laura Drive as a storage site for automobiles and semi trucks.
The prohibitions noted above will eliminate this practice and maintain this portion of Laura Drive
for vehicular travel.

Re: Parking Prohibition on the North Side of Sandusky Drive Just East of Keokuk
Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this is to advise you of the
following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, the City Traffic Engineer will
direct the installation of NO PARKING HERE TO CORNER on the north side of Sandusky Drive
east of its Intersection with Keokuk Street. The sign will be installed so as to create a 80' zone
of no parking. This action will take place on or shortly after 12 July 1989.
COMMENT:
This action is being taken so as to improve traffic flow through the intersection of Sandusky
and Keokuk.

First Streets, and Aero Rental north
of First Street.
BACKGROUND:
Aero Rental at 227 Kirkwood Avenue has initiated application for preliminary and
final Large Scale Non -Residential Development (LSNRO) plan approval to permit
construction of an equipment storage and maintenance building on their property.
The western portion of the property adjacent to Ralston Creek is traversed by
sanitary sewer lines that run parallel to Ralston Creek. Formerly these lines
were located within the Cedar Rapids and Iowa City Railway right-of-way, a
portion of which was acquired by Aero Rental in 1988 and attached to their
property. With the conversion of the railway right-of-way to private property,
the City lost its right to enter the property for purposes of servicing,
repairing and maintaining the sanitary sewer lines. As a part of the applicant's

request for LSNRD approval, the applicant has agreed to grant a sanitary sewer
easement along the west property line. In exchange for the easement, the City
proposes to vacate and convey a portion of the First Street right-of-way west
of Gilbert Street to Aero Rental.
ANALYSIS:
First Street is a partially improved local street having a right-of-way width
of 60 feet and extending for approximately 360 feet west of Gilbert Street. A
26 foot wide curb and gutter street extends approximately 120 feet west of
Gilbert Street then narrows to a width of approximately 11 feet for about another
100 feet. The remaining 240± feet to the west is unimproved.
First Street serves to provide access to only two (2) properties: Aero Rental
to the north and the office of the IDOT Resident Maintenance Engineer at the
southwest corner of Gilbert and First Street. Nagle Lumber Company which abuts
the remainder of the First Street right-of-way west of the IDOT office does not
utilize First Street for access to their property. Staff has communicated with
Nagle Lumber regarding their interest in acquiring the south half of the First
Street right-of-way abutting their property and they are considering it. Should
Nagle Lumber decline to purchase that portion of the right-of-way adjacent to
their property, it would be conveyed to Aero rental along with the balance of
the right-of-way in exchange for the sanitary sewer easement. For purposes of
providing continued public access to the IDOT office, the south 51 feet of the
east 120 feet of First Street would be retained as public right-of-way. The
north nine (9) feet of the east 120 feet would be vacated and conveyed to Aero
Rental to permit the placement of right-of-way trees within existing curbed
planting areas located within the First Street right-of-way. A planting area
with a minimum of nine (9) feet in width is required by the Tree Regulations.
Except for that portion to be retained for public access to the IDOT office,
the entire width and length of First Street right-of-way extending west of
Gilbert Street is proposed to be vacated and conveyed to Aero Rental. The
reduced right-of-way width for the first 120 feet west of Gilbert Street will
have no adverse effect on its use for accessing the IDOT office. A 50 foot
right-of-way is currently required by the subdivision regulations for a local
street.
It is not anticipated that First Street will ever be extended to the west. The
right-of-way currently terminates at the east bank of Ralston Creek which
coincides with the east property line of the Iowa City Sewage Treatment Plant.
The City does not anticipate the need to provide future access to the Sewage
Treatment Plant via First Street. j
Sanitary and storm sewers extend through the First Street right-of-way with no
other public utilities present. A utility easement will need to be retained
over the area of the vacated right-of-way. For Aero Rental and Nagle Lumber,
that would mean no improvements could be extended or constructed over the area
of the former right-of-way.
HAFF RECOMMENDATION:
In staff's view, the proposed vacation will inure to the benefit of Aero Rental
and the City by allowing an underutilized right-of-way to be restored to
productive use and thereby placed back on the assessment rolls; by allowing a

mutually beneficial exchange of property interest by which the City receives a
sanitary sewer easement over existing lines; by reducing the required number of
right-of-way trees Aero Rental is required to provide adjacent to the public
right-of-way with their proposed building expansion; and, by allowing a certain
number of those trees to be placed within existing planting areas located within
a portion of the right-of-way to be vacated. For these reasons, staff recommends
the First Street right-of-way, west of Gilbert Street, be vacated except for the
south 51 feet of the east 120 feet thereof, provided a utility easement is
retained over the vacated right-of-way with the disposition.

I have received inquiries concerning the recently reported air pollution
emissions at the Sheller -Globe plant, and specifically, expressions of concern
as to how local governments would plan to deal with this issue. It is my
understanding that matters of air pollution management rest with the State
Department of Natural Resources and the local Health Department also has some
regulatory authority. I .suspect we will each receive further information
requests and, recognizing the City organization does not have technical expertise
In these matters, we will be looking to the Health Department to provide us
advice and counsel on these issues.
