DEAR MEMBERS OF THE IOWA CITY CITY COUNCIL,
SINCE 1974 WE HAVE OWNED A HOME AT 819 N. LINN ST. AND
HAVE EXPERIENCED DIFFICULTY WITH ON STREET PARKING ON OUR
BLOCK. DURING THE TIMES WHEN THE UNIVERSITY IS IN SESSION
OUR BLOCK IS FLOODED WITH CARS FROM STUDENTS AT NEARBY
FRATERNITY AND SORORITY HOUSES WHO OFTEN USE OUR BLOCK AS A
CONVENIENT PLACE TO STORE THEIR CARS.
OUR HOUSE AND THE ONE AT 821 N. LINN HAVE A NARROW SHARED
DRIVEWAY ACCESS LEADING TO OUR GARAGES WHICH WERE BUILT MANY
YEARS AFTER THE HOUSES WERE Ild PLACE. BECAUSE OF THE NARROW
ACCESS TO THESE GARAGES NEITHER WE NOR THE RESIDENTS AT 821
ACTUALLY USE OUR GARAGES FOR PARKING, AND THUS THE DRIVEWAY
IS ONLY PRACTICAL AS A PLACE FOR ONE FAMILY'S CAR TO BE
PARKED,
IN ORDER TO PROVIDE A PARKING SPACE FOR THE HOUSE AT 819
A PREVIOUS OWNER MANY YEARS AGO HAD A CONCRETE PARKING PLACE
AS WELL AS AN ENGINE HEATER PLUG INSTALLED BETWEEN THE
STREET AND THE SIDEWALK. THIS SPACE IN NO WAY HINDERS THE
SIGHT OF PEDESTRIANS OR DRIVERS. WHEN WE MOVED INTO THE
HOUSE WE ASSUMED THAT THIS SPACE WAS AN APPROPRIATE PARKING
SPACE WHICH MADE IT POSSIBLE FOR THE NEIGHBORS AT 821 N.
LINN ( WHO HAVE OWNED THEIR HOUSE FOR OVER 40 YEARS) TO KEEP
THEIR CAR PARKED IN THE DRIVEWAY AND DOES NOT FORCE US TO
PARK BEHIND THEM AND THUS BLOCK THEIR EXIT IF THEY NEED TO
LEAVE OR VISA VERSA.
HOWEVER, OVER THE YEARS SOME POLICE OFFICERS HAVE
TICKETED THE CARS WE PARK IN THIS SPACE. IN ADDITION, OTHER
PERSONS WHO COME TO VISIT US AS WELL AS PEOPLE HIRED BY US
TO PAINT THE HOUSE OR MAKE ELECTRICAL OR PLUMBING REPAIRS
HAVE ALSO RECEIVED TICKETS.
HAVING COMPLAINED ABOUT THESE TICKETS, WE HAVE BEEN TOLD
THAT IT IS ILLEGAL TO PARK BETWEEN THE STREET AND THE
SIDEWALK. THE CITY MANAGER, MR. ATKINS, HAS HAD THE CITY
LEGAL DEPARTMENT LOOK INTO THE MATTER AND THEY HAVE ADVISED
US THAT THERE IS NO WAY AN EXCEPTION CAN BE MADE. OUR ONLY
RECOURSE IS TO ASK THE CITY COUNCIL TO GRANT US THE RIGHT
TO USE THAT SPACE WITHOUT BEING TICKETED.
WE ARE TIRED OF HAVING TO CONTINUOUSLY CALL THE POLICE TO
MARY. THE CARS PARKED 014 OUR BLOCK AND TO TOW THOSE CARS

DEEMED TO HAVE BEEN LEFT FOR STORAGE. THIS IS A14NOYING AND
WE HAVE HAD TO BECOME ENFORCERS OF THE PARKING REGULATIONS
ON OUR BLOCK BECAUSE WE MUST KEEP TRACK OF WHEN WE HAVE LAST
CALLED THE POLICE AND WRITE DOWN THE LICENSE NUMBERS AND
DATES THAT INDIVIDUAL CARS HAVE PARKED AND THEN MAKE SURE
THE POLICE DEPARTMENT FOLLOWS THROUGH 014 EACH AND EVERY CAR
ONCE THE PROCESS IS STARTED ON A PARTICULAR VEHICLE. THE
POLICE UNDERSTANDABLY HAVE OTHER MATTERS TO ATTEND TO THAT
HAVE A HIGHER PRIORITY. THUS, WE STILL OFTEN HAVE NOWHERE TO
PARK BECAUSE THE PROCESS TAKES DAYS AND DAYS BEFORE A CAR IS
TOWED AND WE COME HOME FROM WORK UNABLE TO PARK WITHIN
BLOCKS OF OUR HOUSE OR WE HAVE TO DECIDE WE WILL PARK. IN OUR
SPACE AND TAKE THE CHANCE OF GETTING A TICKET OURSELVES.
SOMEHOW IT DOES NOT SEEM FAIR.
WE ASK THAT YOU GRANT AN EXCEPTION TO THE ENFORCEMENT OF
THE PARKING REGULATIONS IN REGARD TO THE PARKING SPACE IN
FRONT OF OUR HOUSE. IT PRESENTS NO VISUAL HINDRANCE TO OTHER
DRIVERS WHICH WE HAVE BEEN TOLD IS THE PRIMARY REASON FOR
THE ORDINANCE. HOPEFULLY, AFTER LOOKING AT THE PICTURE OF
THE SPACE AND CLEARING UP A14Y QUESTIONS WE MIGHT BE ABLE TO
ANSWER OUR REQUEST WILL BE GRANTED.

Individuals serving on Boards/Commissions play an important role in advising the
Council on matters of interest to our community and its future. Applicants must reside
in Iowa City.
The City Council announced Advisory Board/Commission vacancies 90 days prior to the
date the appointment will be made. This period provides for a 30 -day advertising period
and a 60 -day training period for new members. The training period allows new members to
become familiar with the responsibilities and duties of the advisory board/commission
before becoming a full voting member.
After a vacancy has been announced and the 30 -day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.

Re: Parking Permits - Ramps
The following rules will be established to Insure that all permit parkers park on the upper floors
of the Dubuque and Capitol Street Parking ramps.
1. Between the hours of 6 AM and 5 PM, Monday thru Saturday, Dubuque Street permit
holders must park on levels 3 to 6, Capitol Street permit holders must park on levels
D to F.
2. A permit holder can register only one vehicle per permit, Temporary permits will not
be Issued for other vehicles.
3. Vehicles must have a City of Iowa City permit affixed to the rear of the vehicle for
Identification as permit holder when parked.
4. Vehicles must display a permit in the front window of the vehicle for Identification as
a permit holder for exiting. Permits must be displayed when using exit card lane.
5. Any vehicle registered to a permit holder parked on a lower level between the hours of
8 AM and 5 PM Monday thru Saturday will receive a $5.00 ticket for Prohibited Zone.
Three tickets for this offense will result in revocation of permit and refund of remainder
of permit fees. These tickets cannot be appealed.
6. Any permit holder not displaying both permits will have their permit revoked and permit
fees refunded on the second offense.

Re: Drainage Improvements - Ralston Creek
As you know we are actively involved in the acquisition of property as well as
rights of access to the Ralston Creek area in the Mt. Vernon neighborhood. As
it now stands, this drainage system can be characterized by ownership that is both
public and private. As we pursue the acquisition of rights to the drainageway,
in conjunction with the Washington Park storm sewer project, many property
owners along the creek have expressed concern over with the creek's condition
and the likely increase in flow and maintenance problems. Arguments can be made
that by permitting the platting of land and development along the creekway, as
well as our efforts to correct the First Avenue/ Princeton Road siormwater
retention problem, the City government will likely need to be more and more
involved in the maintenance of Ralston Creek. At this point in time I see no other
avenue than to assume a broadening maintenance and capital improvement
responsibility for this drainageway.
I have discussed this matter with the Department of Public Works. While they are
reluctant to expand their maintenance responsibilities, recognizing the new
operational costs, they are aware that our efforts toward this capital project will
warrant a maintenance commitment on the part of public works personnel.
We are proceeding under the assumption we will be more involved in the
maintenance of this drainageway in the future.

Construction of the Snyder Creek Segment is nearing First
Avenue adjacent to Goodwill Industries. To date, over 2.5
miles of 66" diameter sewer have been installed. This month's
construction activities were contained within the Industrial
Park, north of Highway 6, and were isolated enough to allow
the contractor to work a night shift without generating noise
complaints from residents. This presented a unique
opportunity to save money by open cutting across three
railroad spurs rather than boring. - By working around the
clock, the contractor was able to remove each spur, install
the pipe, and replace it without interrupting rail serviceto
the industries. This operation eliminated the construction
joints and alignment problems sometimes associated with boring
and saved the City over 84,600.00.
During the month of August, the night shift will start working
days - splitting the project into two independent crews

The Benton Street intercaptcr Sewer Project .s complete a

under a supplemental contract. The Pollution Control Division
commented, atter final inspection of the sewers, tnat
Tschiggfrie's construction techniques are first rate. Area
residents have commented that the contractor's employees were
pleasant and sensitive to their concerns.
The final project cost, after landscaping, is expected to be
about 51,163,250.00; or 2.64% over the original contract
amount of $1,133.260.35. This is well below the average ranqe
of 5% to 10% generally expected to cover unknowns and
modifications in a project such as this.
III. SLUDGE FORCE MAIN PROJECT
The utility conflicts mentioned in the June report, at the
intersection of Highway 6 and Gilbert Street, were resolved
in early July. Shortly thereafter, a materials problem was
discovered through routine pressure testing. A manufacturing
problem allowed the protective coating applied to the inside
of the pipe to accumulate in the groove at the joint where the
gasket is placed. This prevented the gasket from seating
properly and resulted in leaking joints. The pipe manufact-
urer was contacted by our contractor and requested to resolve
the problem. It was found that the joints could be cleaned,
but 2,223 feet of pipe already in the ground had to be re -
excavated. This was completed at no cost to the City. This.
did, however, aggravate the scheduling problems already
resulting from the previously mentioned utility conflicts.
Despite these problems, construction is back on track and
progressing smoothly as crews, working from each end, work to
beat the new September 1 completion date. The new completion
date has been coordinated with the phased construction of the
North and South Wastewater Treatment Facilities: While we do
not expect conflicts, very little cushion remains for
additional delays.
Two change orders were processed this month. The first
encompasses all work associated with the utility conflicts at
the intersection of Gilbert and Highway 6. The cost for this
work is $15,395.60 and includes over depth excavation, shoring
of traffic signals and power poles, hand tunneling beneath
sanitary sewer, removal and replacement of storm sewer and
120' of additional boring. In addition, this change order
extends the completion date to September 1. The second change

order provided for the insulation of portions of the main at
a cost of $212.48.

1989 FISCAL YEAR END REPORT
The Iowa City Fire Department attempts to provide an effective response to
fires, medical emergencies, and other disasters. In addition to controlling
emergencies, we enhance public safety through public education programs
and code enforcement.
The Fiscal Year ending In June contained both good news and bad news.
Our FY89 fire loss was lower than FY88, but at $633,512 it was still 59
higher than the five year average. Our loss per fire was also lower but
FY89 marks the third consecutive year that the number of fires have
Increased. The number of medical emergencies increased In FY89 as did the
total number of responses.
In analyzing the statistics, we believe that the increased number of fires
was related to drought conditions while our fire loss was lower because of
fewer large fires, We cannot explain why medical emergencies have
Increased over the past two years.
-In a community our size, fire statistics can vary significantly from year-
to-year. Therefore to smooth the peaks and valleys, data is compared to a
five year average in tables and graphs that follow,
A county -wide hazardous materials response plan was adopted In FY89.
The Fire Department assisted the Local Emergency Planning Committee
(LEPC) in writing the plan, The Johnson County Hazardous Materials
Response will help us to effectively deal with hazardous material releases
In Iowa City and Johnson County,
The Johnson County Mutual Aid Association adopted an Incident Command
System (ICS) to allow departments to coordinate efforts when mutual aid is
used. This system has Improved our ability to work together by providing
a uniform method for organizing emergency scenes anywhere in Johnson
County.
The Fire Department Instituted a program of annual physicals for all
firefighters. These physicals meet newly established federal requirements
dealing with the health and safety of firefighters. Prior to this,
firefighters received physicals every one to three years depending the age.

The Fire Department replaced a small pickup truck used by the on -duty
Battalion Chief with a van. This van contains a small counter top and
work area to allow the on -duty commander to use the maps, pre -fire
plans, check lists, and various notebooks of information necessary to
manage a complex emergency scene. The Fire Marshal's eight year old car
was also replaced under the Fire Department vehicle replacement plan.
The Fire Department solicited and received donations to purchase two
Macintosh computers in FY89. The Johnson County Independent Insurance
Agents and Iowa Electric contributed funds to purchase the computers.
Each fire station now has a computer to assist in record keeping and
information management.
Several promotions were made as a result of the retirement of Battalion
Chief Art Kloos. Wayne Fjelstad was promoted to Battalion Chief, Andy
Rocca to Captain, and Jerry Mumford to Lieutenant. The successful
candidates for promotion were selected from the Civil Service List after an
assessment center was used to rank the candidates.
FUTURE TRENDS
State and federal mandates continue to impact the Fire Department. These
regulations affect us In three basic areas: equipment needs, record
keeping, and training requirements. We have made substantial movement
to meet these new standards, but we are not yet in compliance. We plan
to be in compliance with current laws by FY92.
Adequate training continues to be a problem for the Department. Our
efforts to create and maintain an adequate training program to meet
Increasing demands on the job have not been as successful as we would
like. Firefighters are required to have expertise In more areas than ever
before. For example, synthetic materials make firefighting more dangerous
for the firefighters; code enforcement Is becoming more complex as building
techniques improve; medical emergencies require an increasing level of
expertise to insure quality pre -hospital care; and hazardous materials
legislation requires higher levels of knowledge. Training Is essential to
build and maintain an effective emergency service organization In the
19905.
While the upcoming emergency services communications study offers hope
In communications, our poorly equipped and under -staffed communication
system continues hinder the effectiveness of emergency services In the
City. A new communications system with a coordinated dispatching
system for Iowa City Police and Fire is long overdue.

We expect to become more Involved with hazardous materials stored, used,
and abused in our community as regulations governing these materials
Increase. Our existing inspection program coupled with an established
knowledge base will allow us to help individuals and businesses comply
with laws and minimize the damage when unplanned releases occur.
Finally, we hope to improve our efforts in the area of fire safety education.
We know this is one area where we can have a significant impact on the
safety and well-being of Iowa Citians of all ages. Our goal Is to train
citizens to protect themselves by avoiding unsafe or careless activities that
could result in fire or injuries.
We have made considerable progress In our efforts to meet the challenge
facing the emergency services in Iowa City. Our ability to serve the public
has increased as a result of community support, the hard work of our
employees, and cooperation of our neighbors.

Fire responses were 2716 higher than the 5 Year Average and actual fires
were 1376 above the Average. The difference between fire responses and
actual fires results from mistaken alarms, system malfunctions, and
malicious false alarms. Our efforts to reduce the number of system
malfunctions and malicious false alarms have not been as successful as we
would have liked.

Thank you for this opportunity to speak today on this Important topic. My name is John
Lundell and I am the Director of Iowa City Transit in Iowa City, Iowa. I am also here today on
behalf of the Iowa Public Transit Association which represents 35 transit systems throughout
the state of Iowa. And finally, I am here as a member of the American Public Transit Associa-
tion's Small Operations Committee. This Committee represents transit systems across the
nation which have less than 100 peak hour buses.

I, and the organizations I represent strongly support the efforts of the United States Department
,j of Transportation to develop a new National Transportation Policy. A viable transportation
system is critical to the quality of life Americans have come to expect. Without an adequate
transportation system social and economic development programs are doomed to failure.
It is extremely important a national transportation policy address all modes of transportation,
not the least of which is mass transit. The transit Industry plays a key role in the success of
programs ranging from clean air initiatives to mobility for rural Americans. I would like to
emphasize today some of transit's key contributions.
First is reduction in urban traffic congestion. It seems almost daily that one hears horror
stories regarding traffic snarls in our metropolitan areas. While certainly not as severe as is
the case in larger metropolitan areas, communities such as Iowa City are also experiencing
similar traffic woes. Clearly a transportation policy needs to be maintained aimed at the greater
use of high occupancy vehicles. The country cannot afford to direct more and more resources
towards construction of freeways, Instead, the efforts must be made to capture greater utiliza-
tion of the facilities we already have.
Another issue related to increasing automobile usage is the quality of our air. One important
measure to mitigate this problem is expanded use of high occupancy transit vehicles. The
transit Industry is currently Involved in an aggressive research and development initiative to
develop cleaner operating vehicles using now technology. This initiative will strengthen mass

The transit industry also plays an important role in economic development activities. Even in
a community the size of Iowa City mass transit contributes to economic development efforts.
Seeing the benefits of several thousand passengers being dropped off daily at their doorstep,
a private downtown shopping center integrated a transit interchange into the design of the
facility. As a result transit users in Iowa City are able to wait inside a climate controlled
shopping mall for their bus.
In all areas, large and small, transit service contributes to the success of various social
programs. In September, 1983, the Iowa City City Council initiated a program which at that
time was called Project Hardtimes and is now simply called the Free Bus Ticket Program. The
way this very popular program works is that each month the City distributes an allocation of
single ride bus tickets and monthly bus passes to the Job Service office, Johnson County
Department of Human Services and the Crisis Center. The focus of the Crisis Center and the
Department of Human Services ticket programs is aimed at low income individuals who need
basic transportation around the community. The Job Service tickets are directed at
unemployed Individuals who need transportation to job interviews and to/from their new job
until they receive their first pay check. The agency officials speak very highly of the success
of the free bus ticket program. They indicate the program has had a definite impact helping
disadvantaged individuals become more self sufficient.
An Important aspect of welfare program reform is provision of affordable daycare service. Iowa
City Transit contributes to this goal by offering discounted rates to daycare centers. Iowa City
Transit also detours buses off their fixed route at certain times of the day to serve Goodwill
Industries, a handicapped employment center. The transit service allows more handicapped
individuals to be streamlined into the community and thus avoid the cost of specialized
services.
These are but a few of the examples of how mass transit is a critical element of our nation's
total transportation system. 1 believe the U.S. DOT must take a strong role in promoting the
use of alternatives to the private automobile. Continued Increased use of the auto will only
take us down a road of increasing congestion and pollution choking off the vitality of American
life. Instead the U.S. DOT needs to make a lasting commitment to both the operating and
capital needs of the transit Industry. Small operators such as Iowa City Transit are currently
experiencing a severe shortfall of federal support to purchase replacement buses. Without
modern and attractive equipment transit systems will have a difficult time attracting Americans
out of their private automobiles. Similarly many transit systems are being forced to cut back
service hours due to diminishing federal operating support. In order for the transit industry to
meet the challenges ahead federal transit aide must be firm and lasting.
In closing, I urge you to give mass transit the emphasis it deserves in our national transpor-
tation policy. On behalf of the organizations I represent thank you for this opportunity to
provide input in the development of a national transportation policy.

SKINNER ASKS GROUPS TO HELP SHAPE
NATIONAL TRANSPORTATION POLICY
Secretary of Transportation Samuel K. Skinner has asked
transportation organizations from around the country to parti-
cipate in shaping a national policy for meeting transportation
needs into the next century.
Skinner said the policy ;will provide the framework through
which decisions on our transportation infrastructure, services and
related needs can be systematically assessed and implemented.
;Infrastructure is not a household word. In order to
understand the condition of our transportation facilities,
consider the congestion at our busiest airports, deteriorating
bridges, and the traffic jams in our cities. These are the
symptoms of a system that is wearing out or needs to be expanded.
This is why we need a national transportation policy.;
In a notice published in the July 3 Federal Register, the .
Department requested 'information and opinions from transportation
users, the transportation industry, interest groups (including
government agencies), transportation employees and the Congress. -.
Skinner said he also plans to write ,soon to several hundred
consumer, industry, labor, and government organizations seeking
their support in development of the policy and explaining how they
can participate in the process.
He said a key step in the process is ;soliciting and
examining the issues, positions and recommended solutions; of the
various organizations. Skinner said he expects to issue a
national transportation policy statement early next year.
The Register notice is the first step in a national outreach
effort to involve these organizations. To conduct this effort,
Skinner has established six working groups focused on different
markets. During July and August, the groups will contact
transportation organizations, hold public hearings and sponsor.
