Johnson County Public Health is the local health department, but operated by county level governent. I provided the Linn County information because you said you just moved to Cedar Rapids, I wasn't clear on whether you were interested in some type of activity in Iowa City. I am willing to ask the council if there is interest in a city commission at our December 10th work session. It is a similar situation here in Iowa City and Johnson County that the County handles public health for the county and the city cooperates down to the staff level with the county health department's expertise and programs. The public school system, our local health and human service agencies, and business cooperates with the Johnson County Public Health Department as well. Since Iowa City is the county seat and the County Health Department is located in Iowa City, it makes sense to me to work cooperatively with and through the County on public health matters. I will bring the issue up with the council at your request, but I can let you know that I think we need to continue our relationship with Johnson County Public Health and their commission rather than start an Iowa City Council sponsored commission. In the meantime, I encourage you to contact Johnson County Public Health to see if there are areas that fit your interest. I know they are in the middle of hiring a new director, because I was on an interview panel of candidates at the County's request. Also, they or the Public Library would have contact information for you on citizen lead advocacy groups that the county works with on various issues, Like Clean Air for Everyone. Market, aka Wetherby House Members of Council: Friends of Historic Preservation is writing to thank you for your concern and efforts to save the "Wetherby House" from demolition. As you know, within the last 48 hours we learned that the Johnson County Historical Society would be unable to accept long-term responsibility for the house, at this time, if it were moved to City Park. Therefore, we have moved ahead with an alternate plan that allows Mr. McLaughlin to donate the house to Friends of Historic Preservation (FHP). Friends will then be able to sell the house at a nominal cost to Ken and Mary Beth Slonneger who have located a suitable lot on the Northside ofIowa City. The house will be moved and reconstructed by the Slonnegers as a single family residence. While the house will not be open for public display, we are pleased that this important house will be preserved for future generations. Special thanks are also offered to Terry Robinson and the Parks and Recreation Commission, Sunil Terdalkar and the Historic Preservation Commission, Doug Boothroy and Jan Ream, Housing Inspection Department and Jeff Davidson, Planning and Community Development, for their responsiveness, interest and endless hours of attention toward finding a solution to saving the house. I was deeply disappointed, as I and others had been very pleased that a place would be made in City Park for the public use of this building. I have been enormously grateful to Council and the Parks and Recreation Commission for their time and intended support of the Wetherby project. I am especially grateful to Terry Trueblood and Terry Robinson, who both generously gave assistance in finding a new location for the building and to Sunil Terdalkar for navigating through some of the issues involved. After the distressing news, I began to put forward my last attempt to save the cottage. My husband and I are in the process of buying a piece of property at the comer of Church and Governor Streets, having it divided, and contemplating the move of the cottage to this new location. Mr. McLaughlin has agreed that his donation ofthe house can still be passed on to us. There are still many details to work out and the time- frame is still an issue. Our intention is to move the house, insure it, restore it, and probably rent the house for a certain period of time to see if some entity will come forward to guarantee public use of the building. In the meantime, Ken and I will be applying for National Register status for the cottage and also applying for an HRDP grant from the State to help cover movmg expenses. In the November 15 work session, Council agreed to absorb all permit fees associated with moving the building to City Park. Ken and I were wondering if such an agreement still applies for the move, though now in private hands? Sorry I am not able to respond with more positive news, but very grateful for Council's interest in the Wetherby project. Hello, I am writing to voice my concern regarding the high rate of unkempt sidewalks during our frosty season. I am a nurse at the UIHC and choose to live in close proximity to hospital for many reasons, mainly it saves me time gas and prevents some gray hair. I generally find the walk from my residence on oakcrest the most pleasant part of the day. This portion of the city is well landscaped and in that regard appealingly maintained. This is all well and good, however my concern at hand relates to the incidence dwellers on the following streets: woodside dr., woodside pI., greenwood dr., and especially melrose ct., not having their sidewalks cleaned for foot traffic. As it is commonly know these areas have a high volume of foot traffic. I do side with the home owner that we need some time to have these areas clean however, I find it plainly negligent to have not cleared or hired someone to clear your sidewalks within three days of the last weathers accumulation. I have witnessed two falls directly related to this negligence one a lady of fifty on her way to the uihc, and a young nurse also headed there. I can assure you I am not the only person who finds this an important issue. I would like to know the proper guidelines for snow removal regulations and who to call in case this persists. Also, I must make it clear that the by way through Brooklyn park and the hospital walkways were quite appropriately cleaned of any winter accumulation at present. If it be an issue with salting related to not contaminating streams and such I have no argument only the opinion that sand should be strewn to prevent falls, or an ice chipper used. The ordinance requires that natural accumulations of snow and ice be removed from any public sidewalk 24 hours after the snow or ice fall has stopped. City policy has defined this further by stating that the removal is required after a snowfall of 1 inch or more or any amount of ice. Housing and Inspection Services is the City department charged with enforcing this ordinance. Because our inspectors also must continue to do their regular duties after a snowfall, we simply do not have enough staff to do a total canvas of City sidewalks and send everyone notices. So we respond to violations on a complaint basis. When a complaint is received by our office (the number to call is 356-5120), an inspector goes out to verify the complaint. If the walk has not been cleared, a tag is left at the property and a letter is sent to the property owner giving another 24 hours to remove the snow and/or ice. We require that the entire width of the sidewalk down to concrete be cleared. (The option you mentioned of simply putting down sand is not allowed by City ordinance so we would require the complete clearing). When we go back out to re-inspect, if the walk has still not been cleared, we hire a private contractor to clear it. The property owner is charged whatever the contractor charges the City plus a 50.00 administrative fee. Because the City does not have the jurisdiction to require the clearing of sidewalks adjacent to University property, you would need to contact the University Facilities Department in these instances. I have found in the past that they respond very quickly when an uncleared sidewalk is pointed out to them. The number to call for University sidewalks is 335-5108. Please call or email me with any addresses (please be as specific as possible) of properties that have not cleared their sidewalks and we will inspect them as soon as possible. Over thirteen local community leaders volunteered to work on a committee to meet the growing transportation needs for the older adults in Johnson County. From that committee a project has been developed with volunteers in mind that will help our transportation options. Johnson County currently offers only a rural transportation service three days a week and it would be a great benefit to have a program that could offer more. Riders who utilize the Johnson County para-transit service have found it difficult to get assistance inside buildings such as apartments or a doctor's offices when the transit vehicle is out of the driver's site. With a volunteer who could leave their vehicle unattended this personal assistance would help our community meet a large group of older adults that are currently neglected and/or vulnerable to possible mishaps. The Rape Victim Advocacy Program invites you to participate in the White Ribbon Campaign from December 3-14. The White Ribbon Campaign (WRC) is an international campaign that asks men to make a personal pledge never to commit, condone nor remain silent about violence against women. By wearing a white ribbon, men can show their support for survivors of sexual assault and their intolerance for violence against women on our campus. RV AP is joining WRC by bringing the event to our community. To learn more about WRC visit their web site at http://www.whiteribbon.ca Women can also participate in these efforts by wearing the traditional teal ribbon, which is a national symbol for the elimination of sexual assault and support for survivors of sexual assault. Together we can put an end to sexual violence in our community. Last year RV AP provided services to at least 321 members of the community who reported experiencing some form of sexual abuse. One hundred fifty eight of those incidents involved a rape. In July, August and September of2007 RV AP provided services to 45 Johnson County residents who were victims of rape. Thank you for your willingness to wear a visible sign of your support for victims of sexual violence as well as your desire to end violence against women. The 2003 project to the south involved plantings at the northeast comer of the Park Road Bridge and along the east side of North Dubuque Street from Park Road to Kimball Road. The placeme~!_and'-= variety of trees, shrubs and ornamental grasses will provide a changing impact of color and ip.terest~ 1"1 --, \.J through out the year. Plantings along the drainage way on the west side of North Dubuque:Street utilized ~ a variety of ornamental and native grass plants with compatible shrubs. Sideslopes of the drainage way not included in new planting beds will be allowed to fill in naturally with native plants while controlling large noxious weeds, volunteer woody plants and vines through regular maintenance. The new Foster Road intersection with North Dubuque Street features more defined planting areas featuring Black Tupelo (Nyssa Sylvatica), Amur Maple (Acer Ginnala) and Kalay's Compact Juniper (Juniperus Chinensis Kalay's Compact) and Feather Reed Grass (Calamagrostis acutifolia Karl Foerster) to frame the intersection. - 3 - Maintenance Arrangements have been made for continuing maintenance and watering of the new plantings for the remainder of the 2007 growing season and for installation of deer protection for the 2007 -2008 winter season. Proposals for project maintenance for the full growing season next year will be obtained in January, 2008 and contracts will be awarded in February, 2008. Southwest comer, Foster Road intersection with North Dubuque Street. Project Costs Total cost for the design, supervision, plant materials and installation of the project was $85, 900.00. The project was funded by the GREEN Fund and grants to Project GREEN of $20,000.00 from MidAmerican Energy's "Trees Please" program and $4,000.00 from the Iowa Department of Transportation's "Keep Iowa Beautiful" program.
