Call to Order:
Coulter called the meeting to order at 5:30 p.m.
Consideration of the Minutes from the October 20, 2015 Meetine Date:
Motion Pierce -Thomas, seconded by Hanrahan. Motion passed 6-0.

Meetine Business
ADA Coordinator
Simon Andrew discussed his role as the ADA Coordinator for the City. ADA audits have been conducted
at the City recreational facilities and inventories have been completed at City Hall and at the Senior
Center.
Funding Request for Ko Nec
Fas Trac (dba Ko Nec) requested $1000 for a chartered bus tour for area students to visit several
Historically Black Colleges and Universities (HBCUs) and significant sites related to civil rights. The
Commission would like to hold an event with the students after their return on what the students learned
from the trip and encourage future participation in the program. The Commission will discuss whether
any changes need to be made to the funding request form for FYI 6 at the December meeting.
Motion Hanrahan to contribute $250.00, seconded by Olmstead. Motion passed 7-0.
Education Programming
The Commission is looking into sponsoring or co -sponsoring programs on affordable housing and public
transportation as it relates to navigating between Iowa City, Coralville and North Liberty.
Education Outreach
Ghoneim, Townsend and Bowers will meet in the next few weeks to discuss ways the Commission can do
more educational outreach to the community. Olmstead mentioned collaborating with the United Nations
Association Iowa Chapter on a program about the Universal Declaration of Human Rights.
Community Outreach
Hanrahan will reach out to the two new Commission members in January 2016 to seek their input on how
to best utilize the questionnaire that was designed to solicit feedback on matters of human rights from the
community.
Council Outreach
Olmstead accepted the National Disability Awareness Month proclamation at the October 20 Council
meeting. Coulter accepted the National American Indian Heritage Month proclamation at the November
10 Council meeting.
Reports
Human Rights Awards Breakfast (October 28)
The Human Rights Breakfast had very high ticket sales. Almost at 180, in the past the sales have been
around 130. Townsend delivered a moving personal story on race relations for the keynote address. All
Commissioners did an excellentjob in assisting with the event. Coulter noted that in the future the
Commission should do more outreach so that all members of the community are represented at the
Breakfast.

Job Fair
The job and resource fair was held on October 22 from 4:00-6:00 p.m. at the Eastdale Plaza. There were
over 30 local employers and social service agencies present but the numbers of participants was down
from previous years. A follow up meeting has been scheduled to discuss next steps.
Building Communities
No report.
Making Iowa City a Human Rights Community
A memorial service for Burns Weston is scheduled for Saturday, December 5 from 2-5 pm at Levitt
Auditorium at the Boyd Law School.
University of Iowa Center for Human Rights
The Center has an upcoming program on Friday, December 4 on Political Discourse at the Old Capital
Museum in the Senate Chambers. The program runs from 8:30 am — 4:45 pm.
Education Subcommittee
The meeting for the Iowa City Community School District Equity is rescheduled for Wednesday,
November 18.

Dear Manager,
Strive for Success (SFS) is a Faith Based Christ -Centered non-profit organization designed and dedicated
to helping at -risk youth, grades 3rd-8th, in Iowa City, and surrounding areas succeed in school, life, and
society. The mission of SFS is to help at -risk youth reach their fullest potential by providing specialized
academic tutoring and other productive services that enrich both the student and their family. As the
program expands SFS will work with 9-12t" grade students and provide scholarships for these students
pursuing higher education in vocational schools as well as 2year and 4year colleges/universities.
This year we have ten Magnificent students. The majority of the curriculum we use to help these
students achieve academic proficiency is done on the computers. We currently use a program called
Access Code, and this helps our students with phonic awareness in order to build their reading skills. The
math program we use is called Khan Academy, and this helps build their math proficiency. We currently
only have two computers which are outdated. Therefore, we are requesting a donation of $1,600.00 to
help us purchase laptops so our students can access these various curriculum materials on the computer
as well as work on other highly effective reading and math programs.
Along with this donation request I am including our program description. This will give you a better
understanding of the other activities we do to help these youth strive for Academic, Personal, and Social

Program Description: What is Strive for Success?
Vision/Mission
Strive for Success (SFS) is a Faith Based Christ -Centered non-profit organization designed and dedicated
to helping at -risk youth, grades 3rd-8th, in Iowa City, and surrounding areas succeed in school, life, and
society. The mission of SFS is to help at -risk youth reach their fullest potential by providing specialized
academic tutoring and other productive services that enrich both the student and their family. As the
program expands SFS will work with 9-12thgrade students and provide scholarships for these students
pursuing higher education in vocational schools as well as 2year and 4year colleges/universities.
Strive for Success will focus on students from low socio-economic backgrounds, and not limited
exclusively to, but with a heightened awareness and sensitivity to those with one or more parent(s)
incarcerated and no high school diploma.
Strive for Success, exists, to provide academic tutoring to help those students who are behind in reading
and math, achieve grade level proficiency and higher. SFS will also work with these students to ensure
personal and social success in school and society. The programs goals are to:
• Promote academic achievement
• Participate in service learning projects
• Enhance career development
• Increase self- awareness
• Focus on college preparation
• Strengthen the family unit
Strive for Success will accomplish the above stated goals through the following objectives:

SFS is a 501(c) 3 Faith Based Christ -Centered not for profit organization. We are seeking tax

Clinic. I am writing to follow up on mailed correspondence the Commission should have recently
received regarding sponsorship opportunities for our Choice Event on January 22, 2016. We

As we mentioned in our letter, the Past success of this annual event is credited lamely to you- our

Commission. The Iowa City Human Rights Commission can donate funds to organizations and
agencies that collaborate with the Iowa City Human Rights Commission in providing such things
as organizing, planning and facilitating educational public forums or programs and activities
designed to eliminate racial, religious, cultural and other intergroup tensions including but not

A goal setting session was held on October 2, 2014, at the Eastside Recycling
Environmental Education Center. The foilowing Commissioners were in attendance and
participated at this meeting: Harry Olmstead (Chair), Andrea Cohen (Vice -Chair),
Shams Ghonelm, Paul Retish, Stella Hart, Ali Ahmed, Orville Townsend Sr., and Kam
Hanrahan. Also In attendance was Human Rights Coordinator Stefanie Bowers.
Commissioner Joe D. Coulter was unable to attend. What follows is the prioritization of
Initiatives identified at the goal setting session. The initiatives will be reviewed by the
Commission at Its monthly meetings on a quarterly basis.

Re: Update on Recommendation to Include Participation in the Housing Choice Voucher
Program to the definition of Public Assistance Source of Income in the Human Rights
Ordinance.
Introduction:
On February 17, 2015 the Human Rights Commission (HRC) made a recommendation to the City Council
asking them to consider including participation in the Housing Choice Voucher program (Section 8) to
the definition of Public Assistance Source of Income under the Human Rights Ordinance (Title 2 of the
City Code).'
Including participation in the Housing Choice Voucher program to the definition would make it unlawful
to refuse to sell, rent lease, assign, sublease, refuse to negotiate or to otherwise make unavailable, or
deny any real property or housing accommodation to a person based only on their participation in the
Housing Choice Voucher program. It would also prohibit directly or indirectly advertising, or in any other
manner indicating or publicizing in any real estate transaction that a person is not welcome or not
solicited because of participation in the Housing Choice Voucher program.
History/Background:
In a memo to City Council dated April 28, 2015, Steven Radtis, Housing Administrator for the Iowa City
Housing Authority and Stefanie Bowers, Human Rights Coordinator for Iowa City, wrote that more
information was needed before City staff could make a recommendation on including It.
Recommendation:
Over the last several months City staff in the City Attorney's Office, Human Rights Office and
Neighborhood & Development Services Department evaluated whether the inclusion was lawful, would

adversely affect Individuals who have lower incomes but are not participating in program and/or create
any unforeseen consequences to affordable housing in Iowa City.
On May 26, 2015, City staff met with area landlords at the Greater Iowa City Area Apartment Association
monthly meeting to discuss and receive questions from them on the recommendation.
On July 21, 2015, staff received correspondence from the Greater Iowa City Area Apartment Association
who stated that they are not in support of the recommendation to include participation in the Housing
Choice Voucher program to the definition.
Although the Greater Iowa City Area Apartment Association does not support the inclusion of the
program, City staff based on the information and research it has conducted supports the
recommendation.
Including participation in the Housing Choice Voucher program to the definition of Public Assistance
Source of Income simply requires those renting housing units to treat all applicants equally. Z If a person
who participates in the Housing Choice Voucher program applies for a housing unit but does not meet
the selection criteria their application can be denied for those reasons. But If the person meets the
qualifications of the selection criteria a housing provider could not refuse to rent to them solely on the
fact that they participate in the Housing Choice Voucher program.
A memo will be prepared for the City Council, in the near future, that provides the reasons City staff
support the recommendation. The ordinance to amend the definition of Public Assistance Source of
Income to include Housing Choice Voucher participation will be placed on the Council's agenda in early
2016.
