hear comments from the public regarding the recommends-
tions by the Committee on Community Needs (CCN) on the
use of 1990 Community Development Block Grant funds.
Comment: ` On October .17, 1989, the Committee on
Community Needs will meet and formulate recommendations
for projects using 1990 CDBG funds. The project

Comment: The Council has previously approved an agreement permitting
the construction of a neighborhood center facility at 2105 Broadway Street.
The Neighborhood Centers of Johnson County, Iowa, desires to operate

the neighborhood center facility and desires to enter Into a long-term lease,

with the City, to operate the facility on City property, Public hearing, was
held in regard to the lease agreement on October 17, 1989. No objections
to the agreement were voiced at that time,

MAYOR TO EXECUTE AND THE CITY CLERK TO ATTEST AN
.qF& AGREEMENT WITH NEUMANN MONSON, P.C., ARCHITECTS, FOR THE
PROVISION OF ARCHITECTURAL, ENGINEERING, AND PLANNING
SERVICES IN CONJUNCTION WITH THE DESIGN OF A PARKISPORTS
COMPLEX ADJACENT.TO THE NEW WASTEWATER TREATMENT
PLANT SOUTH OF IOWA CITY.
Comment: For the past three years, the Parks and Recreation Commission
and staff have been discussing the possibility of constructing a park/sports
complex on the property adjacent to the new wastewater treatment plant. �
Commission and staff representatives appeared before tJ
he City Council at
its Informal meeting of.April 17, 1969, to discuss this proposal. The i
Council agreed that planning for the complex .should proceed, and i
authorized the expenditure of funding previously allocated for this purpose.
Subsequently, "Requests for Proposals" were developed and distributed; f
a six -member Interviewing/selection committee was established; seven 'J
proposals were received; four'leams'+ of firms were Interviewed; and the t j
' nx team of Neumann Monson Architects/MMS Consultants/Leisure Concepts i.
and Design was selected. The cost for this phase of project design will
not exceed $30,000 (the budgeted amount).

EXECUTION OF AGREEMENT WITH MIKE FURMAN BUILDERS FOR
a67 TEMPORARY USE OF PUBLIC RIGHT-OF-WAYAT612 SOUTH CAPITOL
STREET.
Comment: Approval of this resolution would authorize temporary use of
Capitol Street and Prentiss Street for storage of construction materials and i
I equipment during the construction of Capitol View Apartments Two at 612
Capitol Street. Pedestrian traffic will be directed to the opposite side of
the street.

BETWEEN THE CITY OF IOWA CITY, IOWA, AND THE UNIVERSITY OF
IOWA COMMUNITY CREDIT UNION.

Comment: The City's Housing Rehabilitation Program was contacted by
the University of Iowa Community Credit Union, requesting that the City
approve a Subordination Agreement for the owner at 820 Hudson Avenue,
The owner of 820 Hudson Avenue received $17,500 in the form of a seven
year Forgivable Loan through the City's Comprehensive Rehabilitation
Program. The current balance of lien is $12,425.00. The University of Iowa
I;
Community Credit Union is about to loan the owner $10,000 for additional
home improvement and consolidation of other debts. The appraised value
is $52,500.00 which just covers the City's lien in a third position.

PROGRAM NO. IA-05-VO22.008.

Comment:The City has applied for and has received tentative approval
for 46 units In the Housing Voucher Program. HUD will offer a revised
Annual Contributions Contract in the very near future The revision will
I
Increase the ACC by $213,212 annually for five years. Total units
authorized in the voucher program will then be 239 units with a total annual
dollar commitment of $1,077,371. The Authority also has 473 units in the
Section 8 certificate program and 62 units of Public Housing. I
Administration will be incorporated with the other Section 8 program now
administered by the Authority. It will Increase our projected Income for
operations by approximately $26,000 per year. Additional staff will not be
required at this time. The Housing Commission and staff recommend
" adoption of the resolution.

Comment: The Iowa City Housing Commission, at Its regular meeting of
