Consider an ordinance to vacate the easterly ten feet of Linn Street between Harrison Street and Ralston i i Creek and the southerly ten feet of Harrison Street between. Maiden Lane and Linn Street. (Second Consideration) Comment: At its October 5, 1989, meeting, the Planning & Zoning Commission recommended by a vote j of 5.0 that the southerly ten i feet of Harrison Street between Maiden Lane and Linn Street and the easterly ten feet of Linn Street between Street and ri Harrisonndation Ralston Creek be vacated. This recomme consistent with that of staff. At a public hearing held by the Council on October 24, 1989, two abutting property owners objected to the proposed street vacations, citing their concern that parking opportunities in �I the area would be lost by this action. In a letter dated October 30, 1989, John Moreland, the purchaser ofroe on the southeast corner of Linn and Harrison streets, requests expedited considera. tion of this ordinance. '-; Action: i d. R9 �R Consider an ordinance to amend the Conditional Zoning Agree. `r ment between Plum, Grove Acres, Inc, and the City of Iowa City for the subdivision known as First Rochester, and Part Three. (Passed and Adopted) r Comment: The Planning & Zoning Commission, at its October 5, j 1989, meeting, recommendedby a vote of 5.0 that the Conditional Zoning Agreement which applies to the First and Rochester, Part I Three, development be amended to restrict development to 29 j residential lots until such time that secondary access to the area is provided. Issuance of a building permit for one tot in the subdivision has been delayed pending approval of this ordinance. No comments regarding this Item were received by the Council at ) a public hearing held on October 24, 1989. Consider an ordinance amending the Zoning Ordinance by changing the use regulations of certain property in northwest Iowa City, generally located northeast of U.S. Highway 218 and west of �r Camp Cardinal Road from ID -ORP to ID -RS. (Passed and Adopted). Comment: At Its September 7, 1989, meeting, by a vote of 6-0-1 (Reid abstaining), the Planning & Zoning Commission recom- mended amending the use regulations of certain property located In the northwest portion of the City consistent with the 1989 I' Comprehensive Plan Update land use designation for this property. j This recommendation is consistent with that of I staff. Comment: BDI's fund drive has raised sufficient funds to enable the City to call the $40,000 in outstanding BDI Special Assessment Bonds in - addition to paying the scheduled debt service payment on December 1, 1989. Comment: The owners of property located at 528 Rundell Street received assistance on November 10, 1987, for emergency repair,.through the City's Housing Rehabilitation Program in an amount of $3,000, .The City's 11 rehab staff was contacted by the owners' attorney because there was going to be a change In title. The owners of 528 Rundell Street had only used $2,650.00 of the original amount of $3,000 under the Emergency Repair. G d. 11 1�111I '� i ------------ i Agenda Iowa City City Council Regular Meeting November 14, 1989 Page 15 ITEM O 16 - CONSIDER A RESOLUTION APPROVING, AND AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE A PURCHASE AGREE- MENT AND COVENANT WITH MONTESSORI SCHOOL OF IOWA CITY, IOWA, FOR THE PURCHASE OF A PORTION OF A LOT ADJACENT TO RENO PARK. 1 Comment: The Montessori School of Iowa City recently proposed that the City join with it in the purchase of a lot located between the school and the Reno Street Park. Atter the City Council's approval of the joint purchase concept, the Montessori School purchased the lot. The terms of a Purchase Agreement and Covenant have been negotiated, wherein, the City will purchase the North half of said lot from the Montessori School for $17,500, and will bear half the cost of demolishing ; the struc- ture located on the lot, up to a maximum City expenditure of $2,500.00. 'i The Agreement also contains covenants regarding future use of the lot and indemnity for liability. Action: ITEM NO. 17 - CONSIDER A RESOLUTION AMENDING THE AFSCME PAY PLAN AND RECLASSIFYING A "POSITION IN, THE CDBG DIVISION OF THE #89'a.to9 PLANNING AND PROGRAM DEVELOPMENT DEPARTMENT AND A -`— POSITION IN THE WATER DIVISION OF THE PUBLIC WORKS DEPAR- TMENT. I Comment: By letter of understanding AFSCME Local 183 and the City f1 have agreed that AFSCME positions be reviewed by the Job Evaluation Committee to determine their correct classification within the compensa- tion system. When the position of Housing Rehabilitation Assistant was i created It was classified in range 8 based on projected job duties. The Committee has now reviewed this position based on current job duties i and determined that the correct classification should be range 10. When j the position of Maintenance Worker III/Water plant was created, it was ' iI classified in range 9.
