Comment: The City Council held a public hearing on the proposed Program Statement on November 14; 1989, and considered citizen comments on the Community Development Block Grant (CDBG) funding allocation for 1990. ' Passage of the resolution will permit filing of. the ! Program Statement and Budget with the Department of Housing and Urban o Development (HUD), and will indicate Council's approval of projects to be iI funded through the 1990 CDBG program budget, $559,150 of the t' projected available $750,000funds are estimated' to benefit low- and moderate -income persons. This is 97% of project -based CDBG funds for ' 1990. A copy of the proposed 1990 CDBG Program Statement and Budget ! have, been enclosed in the packet for Council's consideration. r>, Action: ITEM NO. 13 • CONSIDER A RESOLUTION AUTHO RING THE MAYOR TO EXECUTE ? { 1 { AND THE CITY CLERK TO ATTEST A SUBORDINATION AGREEMENT BETWEEN THE CITY OF IOWA CITY, IOWA, AND MID -AMERICA —� SAVINGS BANK FOR PROPERTY LOCATED AT 1830 010 STREET. Comment: The City's Housing Rehabilitation Program was contacted by j Mid-America Savings Bank, requesting that the City approve a Subordina•lip { tion Agreement for the owner at 1830 "1" Street, The owner of 1830 "I" ! Street received $3,000 in the form of a Ufe Lien through the City's Housing . I Rehabilitation Emergency Repair Program. Mid-America Savings Bank, is about to loan the owner $6,496.00 to construct a new garage ,and r consolidate some debt. Mid-America Savings Bank has requested that the City's lien take a third position. The originalmortgage is $32,704.00 with the appraised value at $49,000. Comment: Some years ago the City acquired an uneconomic remnant of 1 Property along Willow Creek for park purposes. When the Schintler Brothers began developing Hunter's Run Subdivision south of the Creek, the Parks & RecreationCommission 'r recommended the two'stormwater detention facilities be dedicated to the City as parkland. The Council approved this t concept, see but attached, groundcover is not yet established. f " The City does not ord(nar(ly release T ` t ^ a. subdivision. from the Stormwater Management Easement Agreement i of el,� ,si a until' such time as groundcover is established and mowable..'A lien, thus; remains the ' r ' on subdivision, with a cloud on the properties. Builders and local financial institutions now find themselves unable to market local mortgages on the secondary market. This Limited Release Agreement would remove the existing cloud on titles to property in Hunter's, Run Subdivision, i Part IV, without Jeopardizing the tys interests.
