Consider a recommendation of the Historic Preservation Commission to assign a staff person to develop a comprehensive plan for the ' Summit Street Historic District to address the issues of 1) traffic, 2) j period lighting, 3) plantings in the parkways, 4) restoration of brick ! paving; and 5) the undergrounding of utility lines. Comment: This recommendation is made in response to Input from Summit Street residents who attended the November 8, 1989, meeting of the Commission. The JCCOG Transportation Planning Division is currently undertaking a study to evaluate the adequacy II ' of the north •south traffic system in the Keokuk-brkwood•Dodge area under existing conditions and with projected future volumes. Traffic !� " on Summit Street -will be part -of the JCCOG study. The other Issues addressed by the residents and the Commission will require other staff assistance. Comment: The Montessori School of Iowa City recently proposed that the City join with it in the purchase of a lot located between the school and the Reno Street Park. After the City Council's approval of the joint I purchase concept, the Montessori School purchased the tot. The terms of a Purchase Agreement and Covenant have been negotiated, wherein, the City will purchase the North half of said lot from the Montessori School for $17,500, and will bear half the cost of demolishing the structure located E on the lot, up to a maximum City expenditure of $2,500.00 I - Based on Council discussion of this Item at the November 21 meeting, the covenants have been modified to give the City a first right-of•refusal should Montessori, School ever decide' ecide to sell its half of the parcel, and l to require Montessori School to: obtain City Council approvalbefore . I locating any fence, structure or plantings on their half of the parcel. Montessori School has approved these modifications, but has asked that the Council approve the location of. their proposed fence by motion at the time that it approves the Purchase Agreement and covenant. HEIGHT AND USE I LIMITATIONS, AND CLARIFIES THE PROVISION REQUIRING I NOTIFICATION TO THE FEDERAL AVIATION ADMINISTRATION OF I PROPOSED DEVELOPMENT. (first consideration) i Comment: The Federal Aviation Administration has approved a revised Airport Layout Plan (ALP) for the Iowa City Municipal Airport. The ALP as i revised provides for the reconfiguration, of the airport overlay zones (clear zones, approach zones, and transitional zones) at, the ends of several runways, both to meet the actual needs of aircraft now using the airport and to reduce the Impact of airport zoning on surrounding properties. The 11 subject ordinance Incorporates the reconfiguration of the airport overlay zones into the Airport Zoning Ordinance and into the Airport Zoning Map, I clarifies the FAA notice requirements for development of surrounding I r properties, and provides a simplified process for obtaining FAA determina- {{° tions as to proposed structures constituting,an obstruction or hazard to aviation.
