Several months ago, I contacted .Bette .Meisel to see ifshecould provide both space and volunteers for the labeling of nearly �1 4 40,000 labor surveys to be mailed countywide'. The ICAD Group, K F i fr the Iowa City Area Chamber of Commerce and others were working jos ,4 W i J r„ with.the Iowa`Department of Employment Services to survey Johnson „ County in order to update our information on the labor market. j ,n Bette not only responded affirmatively, 'but had her staff -line up , P volunteers through posted and mailed notices. The survey mailing ended up taking longer than we anticipated, but the Senior Center staff was most cooperative in letting us r �kti�G,ka r y „ use the facility as long as we needed it. Perhaps most .,` impressive of all were the wonderful senior citizens who worked t€{ long and hard to see that the job was done. They obviously feel " a strong alligence to the Center and its activities. we were particularly pleased, John, to have the 'seniors as , volunteers because, as you know, it is very hard to find enough nJxi ` +� t volunteers to.do this kind of a lOng and strenuous job. Nh�vIs(bility from a major entryway into the community." The Riverfront Commission, �t } strongly agrees with this, land use policy adopted for the Peninsula Area. }, r T Ib5, The Riverfront Commission has serious concerns about tieing the downzoning of I the Peninsula Area to, and in effect, holding it hostage to development " a particular f 2 �„ev,ar7v :request. Any deviation from the Comprehensive Plan should be considered highly undesirable. Favorable votes by the Planning and Zoning Commission on the Greek �T "' Complex or the Idyllwild subdivision at an RS -8 density in proposals could result f spot zoning of the Peninsula Area. Again, the Riverfront Commission has a strong consensus that the rezoning decision should be guided by the Comprehensive Plan, not shaped by. specific development requests, lest land near the Iowa River be seriously affected. The accidents should be of a type that is susceptible to correction by multiple -way stop sign installation. A second warrant for a four-way stop would be minimum traffic volume. The MUTCD stipulates that the total vehicular volume entering the Intersection from all approaches must average at least 500 vehicles per hour for any eight hours of an average day and the combined vehicular and pedestrian volume from the minor street must average at least 200 units per hour for the same eight hours with an average delay to the minor street vehicular traffic of at least 30 seconds per vehicle during the maximum hour. It is not uncommon for vehicular drivers to honor a stop sign and if there is no conflict with other vehicular traffic in the Intersection, to then proceed without k' yielding to pedestrians behind the curbline. The residents of the neighborhood that have Indicated that they perceive excessive speed along California Avenue. The installation of a stop sign at Grantwood Drive would reduce the i speed of vehicular traffic at the intersection. However, studies that have been done to measure fi the Impact of stop signs for speed control, indicate that speeds away from the intersection will be higher than what speeds are prior to stop sign installation. Vehicular drivers that perceive P a delay at unwarranted and unnecessary stop signs attempt to compensate for delay at the V' stop sign by driving faster when they leave the stop sign. I am a recent transplant to the State of Iowa from California and am currently practicing cardiovascular surgery in Dubuque. I was attempting to recruit some personal friends who.are radiologists to make similar moves from ( -, California to the State of Iowa. I had been.trying to describe to 'how them people in the Midwest 'seem to.be,far friendlier and more l courteous than people in southern California. I had arranged to purchase tickets to the,Iowa-Illinois football' game'through.a ticket agency in Iowa City and, ofcourse, had to, pay an exorbitant price for that. A few days before, the game my K tickets had not been mailed as promised, and I was in the, situation of them having several hundred dollars of mine, and I had no tickets. I felt that there was a possible fraud situation and I contacted your Police Department. Detective Daniel Moore was sympathetic to 1 ' nay situation., He quickly arranged to'have the tickets delivered that night to the Police Department and, thereby, insured ,that I j Y,+ would have tickets to utilize.to take my friends to a Big'10 football j game. He held them at the Police Department, and I was able to pick + them up that Saturday morning. I realize that he acted above and beyond the call of duty in what may have well been a civil rather than a criminal problem. 'I expressed f my gratitude and offered to make a contribution to the Policemen's Benevolent Association. Detective Moore said that he would rather that.I didnIt,.but would rather just perform this action on a human being-to-human being basis since he had been treated nicely by physicians in the past.: Needless to say, I was pleasantly dumbfounded and surprised, but.1 feel " that he still deserves some special thanks with respect to this. i We drove to Iowa City from Dubuque that morning, and since I had never been in Iowa City, I was lost trying to find the Police Department. When I asked him directions to a specific parking spot that I had reserved for myself near the stadium, he not only directed me, but j escorted me personally there. Needless to say, my friends and colleagues from California were dumbfounded by the friendliness, courtesy, and j willingness to help from people in the Midwest, and I can assure you: this would not have taken place in the State of California.
