ITEM NO. 3 - PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTRACT
AND ESTIMATE OF COST FOR THE CONSTRUCTION OF EXCESS FLOW
AND WASTEWATER TREATMENT FACILITIES AT THE EXISTING WASTE-
WATER TREATMENT PLANT.
Comment: This project will involve the construction of a
9.4 million gallon per day wastewater treatment facility at
the existing wastewater treatment plant site. The esti-
mated cost of this work is $13,030,000.

ITEM NO. 4 - PUBLIC HEARING ON PLANS, SPECIFICATIONS, FORM OF CONTACT
AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE SOUTH
WASTEWATER TREATMENT FACILITY PROJECT.
Comment: This project will involve the construction of a 5
million gallon per day wastewater treatment facility at the
northeast quarter of Section 35 East Lucas Township
(Langenberg Farm). The estimated cost of this work is
$14,224,000.

Comment: Council authorized the solicitation of bids for
the purchase and private redevelopment of the three parcels
of land remaining after the widening of Lower Ralston
Creek. Bids will be received on March 14, 1988; staff will
review the bids and provide Council with the names of the
recommended developers prior to the Council meeting on
March 15, 1988.

ITEM NO. 8 - CONSIDER AN ORDINANCE AMENDING THE CODE OF ORDINANCES
PROVISIONS RELATING TO ALCOHOLIC BEVERAGES, NINE, AND BEER
IN PUBLIC PLACES AND BUILDINGS AND AUTHORIZING CONSUMPTION
OF ALCOHOLIC BEVERAGES AND BEER IN MUNICIPAL BUILDINGS IF A
LIQUOR CONTROL LICENSE IS OBTAINED. (first consideration)
Comment: This ordinance, repealing Section 24-51,
consolidates the provisions relating to beer, wine and
liquor possession and consumption on public places into
Code Chapter 5, and amends the Code to allow liquor and
beer in municipal buildings if a liquor control license is
first obtained. Subsection 24-51(a) now prohibits drinking
and possession of beer and alcoholic beverages (including
wine) in public places, such as streets and municipal
buildings. That provision is incorporated into new Section
5-4(a). Subsection (b) of 24-51 prohibits possession of
beer and liquor in parks. That prohibition is also found
in the Parks chapter, in Section 25-1(16). It will also be
contained in new Section 5-4(b).

ITEN N0. 9 - CONSIDER AN ORDINANCE-ANEImfhN6 CHAPTER 32.1 ENTITLED
'TAXATION AND REVENUES' OF THE CODE OF ORDINANCES OF THE
CITY OF IOWA CITY, IOWA, BY AMENDING SECTION S 32.1-65 and
32.1-73 THEREIN T0, RESPECTIVELY, INCREASE FEES FOR USE OF
SWIMMING POOLS AND TO AMEND THE LISTING OF WATER MAIN
TAPPING SERVICE FEES. (first consideration)
Comment: This ordinance provides for the increase of fees
associated with usage of City swimming pools, and amends
the listing of water main tapping service fees by eliminat-
ing the "total" column for those fees.
With regard to swim fees: the increases are being proposed
to become effective this summer. Most of these increases
relate to swim passes (summer and annual). The primary
reasons for the increases are: 1) Over the past thre
years, the swim pass fees have increased minimally, while
the daily admission fees have increased a great deal, thus
the swim pass fees have not kept pace. 2) The price
differentials between the various classifications (i.e. the
cost of a youth pass as compared to the cost of an adult
pass, etc.) have not been equitable. 3) The additional
revenue is needed to support the FY89 budget. 4) The
number of "pool hours" per year will increase by approxi-
mately 51%, with the opening of the new pool.

The daily admission fees will remain the same, with the
exception of the Recreation Center fees, which are cur-
rently $1.00 for all ages. The new fees will be 75t for
youth and $1.50 for adults, which will result in equal
charges at all three pools.
As a "compromise" between daily admissions and swim passes,
a new "punch card" is being proposed. Each card will be
good for 20 admissions, but will be sold at a 15% discount
(the equivalent of three free swims per card).
The Parks and Recreation Commission has voted its approval
of these proposed changes.
