Councilmembers present: Ambrisco, Courtney, Dickson, Horowitz, Larson, McDonald, Strait. Absent: None. Staffinembers present: Atkins, Melling, Timmins, Karr, Schmadeke, Boren, Vitosh, Trueblood. Council minutes tape recorded on Tape 88-C21, Side 1, 1-424. Letters of appreciation were presented to Herbert Michael, Chad Wade 50 Christina Hardy, and B.J. The Mayor declared the motion carried. A public hearing was held on Plans, Specifications, Form of Contract and Estimate of Cost for the construction of Excess Flow and Wastewater 3 9f Treatment Facilities at the Existing Wastewater Treatment Plant. No one appeared. A public hearing was held on Plans, Specifications, Form of Contract and Estimate of Cost for the construction of the South Wastewater Treat- 3 9S ment Facility Project. No one appeared. Moved by Dickson, seconded by Ambrisco, to adopt RES. 88-46, Bk. 97, p. 46, APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE EXCESS FLOW AND WASTEWATER TREATMENT -5V6 FACILITIES AT THE EXISTING WASTEWATER TREATMENT PLANT AND THE SOUTH WASTEWATER TREATMENT FACILITIES, ESTABLISHING AMOUNT OF BID SECURITY TO Council Activities March 15, 1988 Page 2 ACCOMPANY EACH BID, DIRECTING CITY CLERK TO PUBLISH NOTICE TO BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Moved by Ambrisco, seconded by Strait, to adopt RES. 88-47, Bk. 97, OFFERS INTENT ACCEPT, TOPURCHASEFORPEPUBLIC AND SETTING A RIVATEREDEVELOPMENTPARCELS FOR MAY 3 O B AND 0,LOCATED IN � 7 THE LOWER RALSTON CREEK AREA OF IOWA CITY, AND AUTHORIZING THE CITY CLERK TO PUBLISH NOTICE OF SAID ACTIONS, as amended. Council requested addi- tional information prior to the public hearing. Affirmative roll call vote unanimous, 7/0, all Councilmembers present. The Mayor declared the resolution adopted. Moved by Strait, seconded by Courtney, to adopt RES. 88-48, Bk. 97, p. 49, AMENDING THE ADMINISTRATIVE AND THE AFSCME CLASSIFICATION PLANS AND 298 THE BUDGETED POSITIONS IN THE TREASURY DIVISION OF THE FINANCE DEPARTMENT, deletion of City Treasurer and accountant positions; addition of Customer Service Manager and Senior Accountant positions; and changing title of Finance Director to Finance Director/City Treasurer. Affirmative roll call vote unanimous, 7/0, all Councilmembers present. The Mayor declared the resolution adopted. Moved by Courtney, seconded by Strait, that the rule requiring ordinances to be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the first consideration and vote be waived and the second consideration be given at this time. Affirmative roll call vote unanimous, 7/0, all Councilmembers present. The Mayor declared the motion carried. Moved by Courtney, seconded by Strait, that the ordinance amending the Code of Ordinances Provisions relating to Alcoholic Beverages, Wine, and Beer in Public Places and Buildings and authorizing 3 9 9 consumption of Alcoholic Beverages and Beer in Municipal Buildings if a liquor control license is obtained, be given second vote for passage. Affirmative roll call vote unanimous, 7/0, all Councilmembers present. The Mayor declared the motion carried. Moved by Courtney, seconded by Dickson, that the rule requiring ordinances to be considered and voted on for passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the first consideration and vote be waived and the second consideration be given at this time. Affirmative roll call vote unanimous, 7/0, all Councilmembers present. The Mayor declared the motion carried. Moved by Courtney, seconded by Dickson, that the ordinance amending Chapter 32.1, entitled "Taxation and Revenues" of the Code of 1/100 Ordinances of the City of Iowa city, Iowa, by amending Sections 32.1-65 and 32.1-73 therein to, respectively, increase fees for use of swimming pools and to amend the listing of Water Main Tapping service fees. Moved by Courtney, seconded by Horowitz, to adjourn to executive session to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.
